CHQ News: Court cases at Hon CAT, Chandigragh against various promotions:
1. Good news is that the court case on JTO to SDE promotion under seniority quota is dismissed by the Hon CAT today.
2. The court case on JTO to SDE under LDCE quota and SDE to DE will be heard tomorrow.
3.The court case on AO to CAO promotion is postponed to 20.05.2016, to implead the affected parties.

ERP System Issues: Since few days, it is observed that ERP system is either down or very very slow and SSAs are reporting much difficulties in processing bills for payments. At the fag end of the financial year, the Settlement of Temporary advances, bill submissions, store utilisations etc are pending and to be settled. But due to the ERP system issues, the whole work is stalled at the crucial time. This Association has taken up the issue with PGM(Finance) and DGM(ERP).
PGM(Finance) Shri K.Kulanthaivel informed that "This is the problem across the country. CGM, GM(BP&IT) and I are constantly following up with Mr.Ramchand & Mr.Punde at HQ. It seems that HCL is analysing the problem but there is no improvement so far. our people are trying to work late at night or early in the morning to clear payments already processed. That is the only thing we can do right now. We shall keep pursuing."
We thank PGM(Finance) for his intervention and response.

Transfer News:Combined Meeting of all Executive Associations with CGMT on 28/03/2016 to discuss Transfer issues
CGMT held a combined meeting with all executive associations on 28/03/2016 at Conference hall, O/o CGMT, Trivandrum for discussing Transfer related issues. SNEA along with AIGETOA and AIBSNLEA participated. Our Circle Secretary Com.T.Santhoshkumar, Circle President Com. George Varghese, Circle Treasurer Com. G.Premkumar and Assistant Circle Secretary Com. J.V.Ramana attended the meeting.
Shri V.Prabhakar GM (HR&Admin), who is on the verge of transfer to Chennai , Shri Mohan GM(L&B) who will soon take over the charges of GM(HR&Admin), Shri James Sagayaraj DGM(HR&Admin), Shri Madhusudhanan AGM(HR), Smt Girija SDE(HR) also attended the meeting.

The main salient features:
1. Transfer policy 2008 completely restored.
2. Executives transferred in 2013 and 2014 will be brought back to their Home/Parent SSA on completion of two years. Finally concept of Home/Parent SSA is accepted which was forbidden by earlier Administration.
3. Difficult/Unpopular areas identified like Malappuram, Idukki High ranges, Wayanad and Kannur periphery will continue to be exempted from long stay transfers as in the past.


The other association who not only were mute spectators but gone to the extent of supporting earlier CGMT (who has completely violated their own agreement) by press conferences, statements, approaching Central Administrative Tribunals in his support, finally accepted their mistakes and now their members also can reap the fruits made by SNEA by heavy sacrifices like Chargesheets, Dies non, Suspensions, Transfers, withholding of Promotions, approaching Tribunals etc..etc…

SNEA has got stayed more than four transfer orders issued by earlier CGMT and also got stayed the long stay combined list published without considering the difficult and unpopular areas.

Dear comrades, we started this struggle in May2014, which has now culminated with positive and fruitful results with this saga of nearly two years. Perhaps some other association may claim these are the result of yesterday’s discussion (i.e 28-3-2014).They have even lost their patience for discussing the matter by sitting in Air Conditioned conference hall which lasted for nearly 8 hours as happened yesterday. How can they even imagine for a struggle which we had maintained for the last 2 years for achieving these results. In this occasion we congratulate all our Members and Stalwarts who valiantly and patiently struggled during the last two years facing lot of atrocities for attaining our legitimate rights as well as to meet the operational requirements.

When the transfer policy 2008 was completely dismantled by the earlier Administration, none of the other associations could even make a meek protest. They even went on justifying all his actions by finding out that All India BSNL transfer policy only can be applicable as orchestred by their favourite administration.

The rationalization theory proposed by earlier Administration nearly based on DELS was fully exposed with statistics of number of Telephone exchanges, BTS, geographical conditions, revenue earnings etc… and the association got impress upon the management to reassess the Executives strength requirement of each SSA by taking into account all the above factors. The so called other executive association who are not aware of even the sanctioned strength, working strength and other particulars…. they were only mere listeners in this regard.

The other executive association has suggested for transfer of 66 SDEs from Trivandrum, as there are 77 incoming executives and 66 executives in Trivandrum are having more than 10 years stay and are eligible for transfer on long stay basis. From our side we have totally opposed the above proposition and pointed out that in 2013 and 2014, 29 SDEs and 10 SDEs respectively were transferred from Trivandrum much in excess of the incoming SDEs. Once if again 66 SDEs are transferred from Trivandrum, there would be no SDE in Trivandrum with more than 10 years service in future as in the case of Ernakulam. Our points were appreciated by the Management and we were able to convince to bring down the figures to 20(SDEs to be transferred from Trivandrum) in place of the proposal of 66 by other association.

As far as Ernakulam is concerned, we were able to appraise the management to bring back all the executives transferred in 2013 & 14 on completion of two years, as the commitment were made by the administration to these officials. We have pointed out the revenue earning which is 1/5th of circle (Rs 500Cr) and the importance of common assets like IPTAX, Mobile MSC, IN-Switch and geographical conditions like Lakshadweep, High ranges etc…, we could impress upon the need to increase the number of executives for Ernakulam SSA to accommodate all those who have completed/completing their stay in away SSAs.

All genuine transfer request cases completed more than 5 years will be considered. As we are expecting more than 600 intakes of JTOs in the coming months, the executive strength of all other SSAs also can be increased in due course. Thus the rationalization theory implemented by the earlier regime has completely defeated.

The points, facts and figures highlighted by SNEA were understood, appreciated and agreed by AIGETOA. We thank Circle Administration for honouring the commitments and considering the field realities.

We don’t want to comment on the genuineness and correctness of the reporting of one Executive Association in their website (regarding false comments “don’t discuss non-executive’s issues in the executive meeting” as claimed to be made in the discussion held with CGMT on transfer issues on 28/3/2016). The meeting which was attended by CGMT, Senior Officers and more than 15 executives will confirm the actual truth.


We also don’t want to comment on the utterances of one Leader who was expressing doubts whether officiating JTOs will successfully complete the training or whether they will be regularized etc......

Oh!!!!!!!!!!!!!!!!!!!GOD LICE passed JTOs are also JTOs.....
………………… Crocodile tears once gain.
“They” tried their level best against the LICE held in 2013. Once the exam was held the attempt was to stop the publication of results. When the results were published the attempt was to stop the appointment by colluding with then favorite circle administration and through chain of litigation. All their attempts were defeated by the well guided and calculated movement of these LICE passed JTOs. During those period for “ them “offg JTOs were only group eligible for JTO promotion and no one can forget that period .Our stand was very clear- all should get their legitimate share.
Finally when these JTOs were posted in 2014 none was posted beyond south of Trissur by “their” favorite CGMT Sri MSS Rao for whom these group had even approached Hon.CAT Ernakulum for his continuance as CGMT Kerala. Those who could not open their mouth in front of Sri MSS Rao, now declaring their commitment to bring them back after 2 year. What they were doing when 2013 transferred executives were not brought back to their parent SSA in 2015 and all these LICE passed JTOs including officiating JTOs were posted to far away SSAs by their favorite CGMT, otherthan conducting press meetings in his support.

The JAOs who had completed 2 years in2015 could be brought to their home SSA only because Sri MSS Rao was send out from the Kerala Circle and a new CGMT has joined in the Circle. For MSS Rao no executive can have parent SSA or Home SSA as they are circle/all India cadres .He had even warned against using the word Parent SSA or home SSA. For him whole Kerala is beautiful, climate is same and food habits are also same and hence therein no need to ask for transfer to parent SSA.
Our policies were never opportunistic and never depend on likes of the king. It was always consistent and is based on principles in the interest of cadre as well as the company. Dear comrades SNEA had acted timely and fruitfully at various level to ensure the genuine rights of all employees and unions/associations even by taking much risk to their career and with great sacrifices which is unparallel in the recent history.
SNEA need not declare our commitment to any group as it is well known and demonstrated time and again with fruitful results.

Corporate Office orders: Counting of Past-Services of Ex-Servicemen for reckoning 7 years of regular service towards eligibility for appearing in LICE conducted in 2013
Based on the direction of Courts, BSNL Corporate office has issued instructions to all Circle Heads. View Letter
1. Past service (i.e service rendered under Armed Forces) of the Ex-servicemen in Group C is to be considered to the extent by which their service falls short of for reckoning 7 years regular service towards eligibility for appearing in LICE conducted in the year 2013.
2. All the TTAs (Ex-Servicemen) who have undergone phase-I training may be sent for field training.
3. After completion of field training they may be appointed as JTO against the vacancies for the year 2012-13 as they had appeared in the LICE in 2013 as per the provisions of RR 2001.

CS writes to CGMT reg Regularisation of JAO's as per Court Order

Kindly refer to the letters dtd 01.07.2013 and 02.09.2013 where in this Association had requested the Circle Management to publish the result of the examination held during 2012 against the vacancies including the carry forwarded vacancies of 2010 and to appoint them after giving training as has been done by all other Circles. But unfortunately our request was turned down by the Circle, compelling the officials to seek relief from Hon. Central Administrative Tribunal Ernakulam for regular appointment. The Management was not ready to appoint them even on officiating basis as requested by us in spite of existing clear vacancies. The Hon. CAT directed the Administration to appoint them on officiating basis pending final disposal of the cases. Further their request for training was rejected by the management and they again approached Hon.CAT to get trained to upgrade their skill. Even though Hon. CAT directed the administration to send them for training the circle administration has decided to challenge the order of Hon. CAT before Hon. High Court of Kerala. Hon. High Court dismissed the appeal filed by the management attracting adverse comment from the Hon. Court for restraining the staff from upgrading their skill. Accordingly these Officiating JAOs were sent for training. Afterwards on their petition for regularization, Hon. CAT has directed the management to regularize one officiating JAO who was due for retirement subjected to the final disposal of the case pending before Hon. Supreme Court. But the management choose to file appeal against the order instead of complying the CAT order. That appeal was also rejected by Hon. High court inviting contempt petition from the employee. Now Hon. CAT Ernakulam has directed the BSNL to appoint these officiating JAOs on regular basis subjected to the final outcome of the SLP pending before the Hon. Supreme Court after taking necessary undertaking from the official.
In the above back ground we once again appeal to the management to appoint these JAOs by complying with the order of Hon. CAT without venturing into further litigation. It may be noted that already an appeal against the similar order has been dismissed by hon. High Court. We request management to show positive attitude towards the genuine claims of the officials thereby saving time and money of both Administration and the employees . It may be noted that all other circle has appointed similarly placed officials of 2012 examination long back in 2013 itself and all these chain of litigations are the creation of the management and it is high time to think in a positive direction.

Transfer News : Circle Secretary Com. T.Santhosh Kumar contacted our CGMT Shri L.Anantharam on Monday who has joined for duty after leave. Circle Secretary reminded CGMT about the commitment given to this Association regarding Inter-SSA transfer. CS pointed out that no progress has been done in this matter and urged for issuance of the order before 31st of March 2016 as assured to this Association. CGMT responded positively and informed that a meeting with the Association may be along with others will be held immediately in this regard.

We are amused to see the advice of the "Friendly Association" for the Inter-SSA transfer of Executives and at the same time their opposition and concern over the local transfers within the City of their members at Trivandrum citing the timing of the transfers i.e last leg of the financial year.
Now everyone knew who is shedding crocodile tears.....

Congratulations!Hon'ble CAT Ernakulam directed BSNL to appoint Officiating JAO's on Regular basis after a long driven legal battle.
SNEA was demanding the Circle Administration since 2013 for:
1. Publication of the results which were withheld.
2. Filling of all JAO posts including carry forward of 2010.
3. Imparting training to these LICE passed JAO's and for thier regular appointment as done by all other Circles.
We urge the Circle Administration to comply with the Hon'ble CAT order by giving them Regular appointment instead of venturing into further legal process.

BSNL Corporate office issues instructions to Circles to recalculate vacancies as under:-
1. Regularize the officiating JTOs (T) against available vacancies, including carried forward vacancies of previous years;
2. Category-wise vacancy position (OC, SC, ST) for the vacancy year 2013-14.


In this regard, the Circles were advised to issue notification for conducting the LICE for promotion to the grade of JTO(T) only in case they have any vacancy in the grade of JTO(T) under 50% Internal Quota for the vacancy year 2013-14, after adjusting the officiating JTOs in their respective Circle.

Lunch hour demonstration on 10.03.2016

Forum of BSNL Unions/Associations holding lunch hour demonstration today in protest against Govt move to introduce TAX on EPF withdrawals and demanding

a) Settlement of 78.2% IDA for the pensioners without linking it with MTNL pension.
b) Payment of USO subsidy for Rs 1250 Cr before March, 31st.
c) Pension contribution, by BSNL, to the government should be calculated only based on actual basic pay of the employees and not on the maximum of the pay scale.
d) Reimbursement of salaries of employees deputed to DoT and TERM Cells.


Eventhough Govt announced withdrawal of TAX on EPF withdrawals, Forum is going ahead with the lunch hour demonstration on other important issues.

Implementation of new JTO Recruitment Rules 2014
and Regularisation of Officiating JTO's

After a long wait for the amendment to JTO RR 2001 for more than 10 years for regularisation of officiating JTOs and for reduction of qualifying service in TTA cadre has come true by the notification of new JTO RR 2014. The delay for above amendment (the reasons whatever may be) has costed heavily to the officiating JTOs. As per the rule it is said that these JTOs are to be regularised against vacancy year 2015-16. But as per the reports available sufficient vacancies are not available against the year 2015-16 in many Circles. This is because there was no promotion from JTO to SDE for the last 4 years due to court cases filed by Graduate Engineers including office bearers of AIGETOA like Sri Madhu mohan & others, Sri Maxmillan & others etc. In fact in these cases, they are even challenging the inclusion of names of officiating JTO's who were regularised during 2002-2004 by diverting 500 posts in the JTO eligibility list. If the stay in JTO to SDE promotion is vacated, more than 7000 JTOs will be promoted and these JTO vacancies can be utilised for regularising the officiating JTOs throughout BSNL. Now the question is whether the so called Champions of officiating JTOs, will use their partnership with AIGETOA to allow DPC from JTO to SDE by allowing to vacate the stay on promotion from Hon. High Court of Ernakulam so that the promotion of JTOs as well as regularisation of officiating JTOs will be materialised without any legal issues. But it appears that same group, in one side wanted to please AIGETOA and on other side to please the officiating JTOs, has again started demanding appointment of officiating JTOs with retrospective effect as in the past, making the situation more complicated.
The above being the factual position, SNEA is exploring possibilities with the Administration to find any interim solution ensuring the interest of all sections. In the case of Kerala circle as per the information available there are about 800 total JTOs vacancies for the year 2013-14, 14-15 and 2015-16 and the TTAs eligible to appear for the JTO LICE for 2013-14 and 14-15 is around 500 only. We have suggested that by reserving the post of JTOs who are eligible to appear for the LICE, the remaining post can be utilised for the regularisation of Officiating JTOs as has been done last time in case of LICE passed TTAs by reserving the posts of Officiating JTOs.
We believe that prime concern should be regularisation of these JTOs without harming the interest of any section. The seniority related issues can be sorted later as there are already many court cases even for seniority prior to the year 2000. We requested the circle administration to work out the above statistics and appraise the Corporate Office so as to resolve the issues without harming any section.
At this stage we shall appeal to all concerned to have patience and be realistic and not to complicate the issues. We hope wisdom will prevail to all sections and resolution of the issue can be achieved by moving with sense of understanding and limitations and accommodating the rights of other sides.

Meeting with PGM(F), GM(HR) and GM(S&M CFA)
on 02/03/2016

Circle President Com. George Varghese along with Area Secretary (South) Com. G.HariKrishnan and Circle Office District Secretary Com. Suneer met Senior Officers of Kerala Circle PGM(F), GM(HR) and GM(S&M CFA) and discussed various issues related to ERP, pay fixation of JTO(officiating), posting of JAO(officiating), marketing suggestions etc.

Meeting with PGM(Finance)
1. ERP: It is observed that the very purpose of ERP, i.e. paperless working is not implemented in the field. In the Field, all processes of approval and entries are done in ERP and then again printout of the approved note is processed in physical file for approval. In fact this has doubled the workload of the Executives in the field units. The very purpose of ERP implementation is thus defeated. The paper work is continuing merely to justify the continuance of office staff and to avoid redeployment. In this regard, Corporate office has already started identifying the officers of financial wing for redeployment in marketing areas. The same process to be done in Circle level to efficiently utilize the available human resource, both executive and non-executive.
2. Pay Fixation of JTO(officiating): Association pointed out that the demand for granting 78.2% DA merger with respect to JTO(officiating) were not allowed under the plea that their basic pay as JTO(officiating) is provisional as per Court order. But now officiating JTOs are reverted to the substantive cadre of TTA, before sending for training thereby huge pay reduction has resulted. Even in the substantive cadre of TTA, their pay is fixed with 68.8% DA by which further reduction of pay has resulted. PGM(F) agreed that they are eligible for 78.2% DA wrt their pay in the substantative grade of TTA. He advised “to make a representation in writing for giving proper direction to field units”.
3. Posting of JAO(officiating): Association requested to take a positive stand for posting of officiating JAO’s as being directed by CAT Ernakulam subjected to the final outcome of the SLP pending at Supreme court. PGM(F) responded positively.

Meeting with GM(HR & Admin)
1. Association discussed the posting issues of JAO(officiating) , JTO(officiating) and the details sought by BSNL Corporate office regarding the vacancy details of JTO cadre for the posting of JTO(officiating) on completion of their training.
2. Forwarding of Request transfers from Malappuram SSA. GM(HR) assured to discuss this issue with GMT Malappuram.
3. We also made our suggestion to expedite the functioning of the committee constituted for the recategorisation of contract labours for the increase of their wages to ensure better output from them as well as from the Telecom Mechanics in the field.
The Association also met AGM(HR) & AGM(Recruitment) in this regard.

Meeting with GM(S&M-CFA & EB)
Association office bearers met GM(S&M-CFA & EB) and discussed the marketing suggestions made in the recently held 23rd SNEA Kerala Circle conference for CFA & EB.
1. We suggested for promoting High end, Smart Landline telephone instruments with unlimited memory. State IT Secretary may be approached for the development and promotion of startup firms which inturn will benefit BSNL, State and Startup firms.
2. We also suggested providing free OFFNET calls and various other measures to make landline more attractive.
GM(S&M-CFA & EB) appreciated our suggestion and sought more inputs from our side in this line.

Association arranged a meeting on 01/03/2016 at 17:30 Hrs at RTTC Trivandrum, with Screening test qualified JTO phase-I trained officiating JTO's who are now under training at RTTC, Trivandrum for the regularisation as per JTO-Recruitment Rules-2014.

The meeting attended by more than 75 JTO Trainees was interactive, Circle President Com. George Varghese explained the stand of SNEA and answered all their queries. The meeting ended at 19:30 Hrs.

The new Circle body of SNEA Kerala met Shri L.Anantharam, CGMT at his chamber on 01/03/2016 at 15:00 Hrs. This first meeting of the new body with the Circle Administration was very much cordial, interactive & fruitful and was attended by our Circle President Com. George Varghese, Circle Secretary Com. T.Santhosh Kumar, Circle Treasurer Com. Premkumar.G, Vice Presidents - Com. Asha.A.S, Com. Narendrakumar, Com. K.O.Aleyas, Assistant Circle Secretary Com. J.V.Ramana, Area Secretary (South) Com. Harikrishnan.G and CWC Member Com. Suresh Kumar.R.
Shri. V.Prabhakar, GM(HR&Admin) and Shri James Sagayaraj, DGM(HR&Admin) also attended the meeting.

Circle President handed over the list of new Circle Office bearers view letter and also introduced them to the CGMT. Circle Secretary Com. T.Santhosh Kumar submitted the resolutions deliberated at the recently held 23rd Circle Conference of SNEA Kerala at Kottayam. view Resolutions
The various issues discussed by the Circle body in the meeting with CGMT are listed below:

1. Restoring Kerala CMTS model to its past glory: we explained the demerits and difficulties being faced by the Mobile Services team after its merger with SSAs in 2014.

2. ERP & the paperless world: Even after ERP implementation, paper work is continuing in parallel creating more work load to the field units. ERP is introduced for paperless work but the very purpose of ERP implementation is defeated. We informed CGMT, the resolution taken at our CWC Kolkata that all paper/file work related to ERP modules should be discontinued from next financial year and redeployment of the staff to the field units.

3. The Fake Sunday Fault Clearances: We requested CGMT to review the decision of stressing on Sunday fault clearances. We explained the field realities, the low output on Sundays and closing of previous day cleared dockets on Sundays, the fake Sunday fault clearances. CGMT directed GM (HR) that he don’t want false OP reports, he only wants purposeful reports.

4. Motivate by reconnecting RSTC: We requested CGMT to reconnect the Residential Service Telephone Connections (RSTC) which were disconnected in 2014 on the basis of place of stay beyond 8Kms from HQ. We stressed CGM to understand that it will be a motivation to the officers and infact a great financial saving for BSNL as the officers has not claimed Transfer Grant as they have not shifted their residence to their HQ.

5. Integrated OMCR-Ernakulam Issues: We requested CGMT to visit the site for clear understanding of the issue and intervene immediately to resume the halted works for the new Integrated OMCR at Panambilly nagar, Ernakulam on which a good amount of money has already been spent. We also reiterated our request to consider minimum facilities like ladies dormitory & restrooms for the staff and also to review the planned 100 cramped positions in the proposed OMCR room and also about the high capacity server which was diverted to Kerala Circle from Karnataka but is pending for transportation approvals.

6. Services of Apprentice: We explained CGMT on the MOU between BSNL and MHRD under Apprenticeship Act by which we can utilize the services of apprentice trainees in technical works. With minimum expenditure we can overcome the shortfall in technical staff.

7. The Incorrect DCRMS data: We explained CGMT that the incorrect DCRMS data entered by SSAs due to the extreme pressure from Circle office for completing and launching the package is to be reviewed before pumping this incorrect data to the software package being developed by BSNL Corporate Office. The use of present DCRMS tool in the field may be reviewed by checking the total number of logins in the last six months, which we are sure that would be very very less due to the incorrect and unreliable pumped data.

8. Landline/Broadband – Tariff Suggestions:
a) Instead of specifying ONNET / OFFNET free calls, free calls may be allowed for a specific amount (ie ONNET+OFFNET), it can be implemented as there are no IUC charges now.
b) Due to CDR implementation, per second billing as in mobile is also possible and may be explored.
c) Increase in FMC in rural areas has caused increase in closure. More free calls may be given with option to call to other networks to justify the rent hike.
d) BB Minimum bandwidth should be 2 Mbps. Our competitors like Asianet, Railtel etc are offering 2 Mbps plan without FUP.
e) Lot of Billing complaints are arising due to charges beyond FUP limit. It should be offered to those who needed it rather than offering to all.

9. Settlement of Vindictive actions, Transfers and Chargesheets: We reminded CGMT as agreed on 05/02/2016 for reviewing the vindictive transfers at Circle Office and TVM SSA executed in 2014 are to be considered along with transfer and posting during March/April 2016. The settlement of vindictive actions as per Corporate office order F.No.BSNL/31-1/SR/2014 dtd 17/12/2014 from DGM (SR), BSNLCO is yet to be implemented.

10. Transfers: We demanded that all Request transfer cases including transfer cases of executives who were transferred to other SSA's based on longstay upto 2014 to be considered and orders to be issued by the end of March 2016. We also demanded that the officers are to be relieved only after completion of 2 years tenure to avoid further complications in future. Administration ensured that State Elections would not come in the way for the transfer orders.

11. Case of Com. Sabu.S.R, JTO Trivandrum: Com. Sabu.SR now working as JTO Kudapanakunnu was recently reverted from SDE(LA) after continuously serving as SDE without any break from 09-09-2009. Many of his juniors are still working as Looking after. Com. Sabu.SR, an efficient officer who was efficiently managing BSS operations of Trivandrum city approached CAT for justice. Court has given verdict to settle the case in three weeks. We submitted all the documents to CGMT for considering the case of the demoralized efficient officer. view letter

12. Rule-8 Tranfer cases of JTO’s to Kerala Circle: For managing a big network, we are having only 1000 JTOs in the Circle. There is a huge shortage of JTOs in the field. On enquiry with Circles, it came to know that there are lot of JTOs working outside who are natives of Kerala and have requested to get a transfer to Kerala under Rule-8. Through our website we got 71 requests with majority from Karnataka Circle and a few from Assam, North East, Chennai, Tamilnadu, Gujrat, Maharashtra & West Bengal. So we requested CGMT to intervene with other CGMs to get maximum number of JTOs under Rule-8. view letter

Brief Report of 23rd SNEA Kerala Circle Conference
held at Kottayam on 18th and 19th Feb 2016

Pre-CEC on 17-02-2016:
The Conference commenced with the Pre-CEC on 17th Feb 2016 at Ishwarya Residency, Kottayam. The Pre-CEC was presided by Com.K.Sudheer, Circle President. Welcome speech was delivered by Com.Panicker, District President Kottayam.

Com.K.Sudheer, Circle President paid tribute to the Veteran of Veterans, the Immortal Com.W.Sheshagiri Rao, who departed to Heavens on 1st Feb 2016 and was actively involved in our Association activities till his last breath. A moment of Silence was observed for the departed Soul.

The reports of Circle Secretary by Com.George Varghese and the audited Account statement by Circle Treasurer Com.Premkumar.G were approved by the CEC after deliberations. The Agenda for the Circle Conference was placed before Pre-CEC and was approved after deliberations.

Inaugural Session on 18-02-2016:
In the morning at 10.10 Hrs, the SNEA flag was hoisted by Circle President Com K.Sudheer at Ishwarya Residency, Kottayam in the presence of CHQ leaders- The Roaring Lion & our Chairman GL.Jogi, CHQ President Com A.A.Khan, General Secretary Com K.Sebastin, CHQ Treasurer Com R.Rajan, Joint Secretary (South) Com Panduranga Nayak, Veteran Leaders, Com KD Sebastian, Com NA Abraham, Com Janardhanan etc..

The Morning Session commenced with paying homage to the late Com W.Sheshagiri Rao by the Chairman GL.Jogi, CHQ President A.A.Khan, General Secretary Com K.Sebastin, Veteran Leader Com KD Sebastian, Circle Secretary Com George Varghese, Joint Secretary (South) Com Panduranga Nayak and CHQ Treasurer Com R.Rajan and was followed by a tribute speech from CS Com George Varghese, Chairman Com GL Jogi and our Veteran leader & Ex-Circle President Com KD Sebastian.

Rich tributes were paid to the veteran leader Com W. Sheshagiri Rao who led the Association as CHQ President and General Secretary upto 2006. By his sad demise, the trade union movement lost a great stalwart, great visionary, the most dedicated, committed and selfless leader. His contribution in 1640 pay scale struggle, 1990 joint struggle for lateral advancement, interaction with V CPC for gazetted status to JTO cadre and upgradation of pay scales of JTOs to Rs 6500-10500, abolition of qualifying exam, thousands and thousands of promotion from JTO to SDE, strong opposition against Corporatization, organizational and legal action against absorption in BSNL for an adhoc payment of Rs 2000 without declaring the terms and conditions for absorption, finalization of pay scales, promotion policy and fitment formula for absorption in BSNL, absorption of JTO cadre as an Executive in BSNL, framing of EPP etc , are some of the milestones.

The session was presided by our Circle President Com K.Sudheer, welcome address was delivered by Com Thomas Sebastian, District Secretary Kottayam. Com K.Sudheer, CP in his Presidential address expressed thanks to CHQ leaders for the invaluable role in bringing logical conclusion to the Historical Kerala Struggle.

Chairman SNEA, Com GL Jogi inaugurated 23rd Circle Conference of SNEA Kerala by lighting the lamp. Com GL Jogi in his inaugural address applauded Valiant Kerala Comrades for the Victory in the Historical Kerala Struggle against corruption and the autocratic Circle Management who destroyed the already prevailing smooth working systems. Com GL Jogi stated that he has never witnessed such struggle in his more than 35 years career and that this struggle will be written in Golden letters in the history of SNEA as well as in the history of Trade Unions. Com GL Jogi also applauded the Steel man of SNEA Kerala, Com George Varghese, Circle Sercretary for leading the historical struggle.

CHQ President Com AA Khan, in his address congratulated all Valiant Comrades for their Victory in the Historical Kerala Struggle. Com Khan spoke about SWAS program and stated that we would start trade union action, if Administration is not allowing us to Smile in all Cadre issues, Service issues etc.

General Secretary Com K.Sebastin, in his address paid homage to the Veteran Leader Com W.Sheshagiri Rao, and then congratulated the Kerala Comrades for the victory in the historical struggle against corruption, nepotism and above all, it was against dismantling of the healthy mechanisms prevailing in Kerala. This struggle exposed those who acted as agents of corrupt elements, having no trade union ethics. The struggle was a great success in the sense, all the demands of the comrades of Kerala Circle was met. The assurance given by the CMD and other Directors that no employee will be punished on vindictive actions was the biggest achievement. All suspensions were revoked. All Dies-non cases for 1331 executives were regularized by the leave applications already submitted. All the charge sheets related with struggle and a direct attack on trade union rights will be withdrawn. The vindictive transfers will be cancelled. On the other hand, two major charge sheets were served on Sri MSS Rao, former CGMT, on charges of corruption (where as our comrades were charge sheeted for participating in struggle). One is on CBI case and other one on several charges is based on the complaint of SNEA and others. Not only he was shifted from the CGMT post, he has been demoted from CGM post to a DGM level post of Principal, RTTC. He threatened others about pension, but his pension and retirement benefits are blocked. A clear message to his so called supporters. Salute to the valiant comrades of Kerala Circle, the real fighters.

Com Lathika G Nair, CS, NFTE BSNL and Com KV Jose, CS, FNTO attended the conference and gave speech on SWAS.

In the afternoon session, the report of Circle Secretary was presented by Com.George Varghese, CS & was approved by the delegates after deliberations. Minutes of the 22nd Circle Conference held at Trivandrum was also presented and was passed by the delegates. Circle Treasurer, Com Premkumar.G presented the audited account statement and was approved by the delegates after deliberations.

In the evening our General Secretary Com K.Sebastin addressed the delegate session to explain about various pending HR issues:

  1. Implementation of Joint Committee recommendations on:
       a) Standard pay scales of E2, E3 replacing E1A and E2A.
       b) Time Bound Functional promotion or CPSU cadre hierarchy.
       c) Uniform TBP between 4 to 5 years instead of 4 to 6 years w.e.f 01.10.2000.
  2. Officiating pay fixation, pay protection – withdrawal of wrong clarifications issued on 30.05.2007 and 19.02.2010.
  3. 30% Superannuation benefit to BSNL recruited Employees.
  4. Promotions in different wings from JTO to SDE, JAO to AO, SDE to DE/EE, AAO to CAO and DE to DGM.
  5. Membership verification among Executives Associations by addressing the issues raised and restoration of trade union facilities, deduction of subscription from Salary till membership verification is conducted.
  6. Time Bound Promotion after 4 years from Lateral JTO and Sr SDE grade as given in the case of AAO and Sr AO grades.
  7. Notional pay of E1A and E2A for Civil/Elect wings w.e.f 01.10.2000.
  8. Constitution of 3rd PRC: All out efforts are to be made to make the company profitable to get all the benefits of 3rd PRC.
  9. Internal MT recruitment and one time DGM recruitment: Recently held CWC Kolkata reiterated its decision to strongly demand for recruitment of MTs from among the internal candidates immediately. This is very much essential to build a top management that belongs to the company in the near future. Since there is sufficient talent available within the organization, outside recruitment is not required. Similarly, recruitment for around 300 DGM posts as a onetime measure, making the internal candidates eligible to be pursued.
  10. JTO recruitment through LICE and direct recruitment: especially to the tenure and shortage Circles to be expedited so that all the Rule 8 cases can be settled. Recently held CWC Kolkata resolved to consider maximum Rule 8 cases when regularization of Officiating JTOs are completed followed by TTA to JTO LICE. Special recruitment to tenure Circles to be pursued.
  11. 78.2% IDA fitment to the pensioners and removal of 60:40 Clause for pension payment: The 60:40 clause inserted by a cabinet decision linking the pension with the receipts from BSNL is to be removed. This is included in the proposed cabinet memo on 78.2% IDA fitment for the pensioners. For smooth payment of pension, this clause is to be removed. Similarly pension revision should be one of the terms of reference of the 3rd PRC.
  12. Transfer policy: Recently held CWC Kolkata appreciated the decision to count the stay of Executives working in non territorial and territorial Circles together for the purpose of counting the long stay. The recent change in soft tenure policy is not a correct move, earlier order is to be restored.
  13. Promotion from SDE(C/E) to EE(C/E) for the Diploma holders as per the new clarification issued by MHRD: Association requested management to examine whether the clarification to BSNLMS RR issued in July 2015 making Diploma holders with 10 years of service equivalent to Engineering Degree will create problems, due to the new development. It is understood that MHRD intimated DoT that the clarification of 1977 is not notified in the gazette and hence it cannot be taken into consideration. Association requested to take necessary corrective steps, if required immediately.

After Dinner, all the District Secretaries submitted their report on the activities of district branches, membership etc and more specifically on the difficulties that they have been facing in the field on O&M issues. Some of the issues raised by District Secretaries are listed below:

1. No SSA Head available in Kannur, Trivandrum and Pathanamthitta SSAs.
2. Nortel networks to be replaced.
3. Sunday working is not effective and to be re-analysed.
4. Pay protection of JTO Officiating
5. Zero battery backup sites to be set right.
6. Landline tariff to be revised, per second plans to be launched.
7. Frequent changes in tariff to be avoided (eg:- A popular STV68 with 1GB data which was valid for 10 days earlier is now valid for only 2 days)
8. Linking 3rd PRC with performance and profit.
9. Landline cable fault attending mechanism to be strengthened.
10. Vindictive transfers to be cancelled.
11. Transfer Request cases to be reviewed.
12. Data connection to STR comrades to be checked.

All District Secretaries appreciated the excellent arrangements made by the Kottayam Comrades for hosting 23rd Circle Conference at Ishwarya Residency, Kottayam.
Deliberations ended at midnight 00.10 Hrs of 19th Feb 2016.

Delegate Session on 19th Feb 2016:
In the morning, Delegate Session continued at the Ishwarya Residency, Kottayam. Com Geroge Varghese replied to the issues raised on the previous night by SSA Secretaries. Assistant General Secretaries from CHQ Com P.Padmanabha Rao, Com Chandrasekhar and CHQ Treasurer Com R.Rajan addressed the delegate session.

Com Padmanabha Rao, CHQ AGS who inaugurated the Kerala struggle against corruption on 4th June 2014 in his address gave Red Salute to the Brave Kerala Comrades, he recalled the damage done to Kerala Circle by Shri MSS Rao as CGMT and also expressed that tenure of new CGMT Shri Anantharam will be more good for Kerala Circle. Com Padmanabha Rao expressed his gratitude to GS Com K.Sebastin for the initiative of SWAS which can increase our operational profit further and by which we will be able to negotiate for the forthcoming 3rd PRC.

Com Chandrasekhar, CHQ AGSwho was directly involved in the Historical Kerala Struggle and who participated in indefinite hunger strike at Circle office before Kerala Police shifted him to hospital on the fourth day, gave Red Salute to the Valiant Kerala Comrades. Com Chandrasekhar also stressed on the MOU between BSNL and MHRD under Apprenticeship Act by which we can utilize the services of apprentice trainees in technical works. With minimum expenditure we can overcome the shortfall in technical staff.

Com R.Rajan, CHQ Treasurer who also took part in indefinite hunger strike at Trivandrum along with Kerala Comrades, in his address congratulated Valiant Kerala Comrades for the Victory in the Historical struggle. This struggle exposed those who acted as agents of corrupt elements, having no trade union ethics. Our Marketing activities are to be strengthened and Quality of Service to be maintained for the successful implementation of SWAS. He also alerted on Railtel who is the main competitor of BSNL in Broadband services in TamilNadu Circle and grabbing our business by associating with local cable TV operators.

Delegates were grouped into separate teams with a topic assigned to each team. Team leader presented the ideas & issues related to the assigned topic for deliberations and are listed below:

1. Organisational matters, Viability & SWAS
by Com Dr.Sabu.V.G, Trivandrum

• Broadband Competition from Railtel - FTTH is being provided by Railtel under brand name Railwire in association with local cabletv operators. Out of 12 fibre cable, only one is used for cable tv purpose. The remaining bandwidth is being utilised for providing data service through FTTH. Railtel is also grabbing the existing BSNL customers with their cheap tariff. This threat from Railtel was identified, studied and presented to Circle Administration by our Comrades Dr.Sabu.V.G & Dr.Sudeep Kumar. Circle Administration is now in talks with local cable tv operators for signing MOU for providing FTTH connection with 65-35 % share with 65% to BSNL and 35% to the LCO.

• Cost benefit analysis to be done for all units of BSNL
• Decentralization of powers - One of the major factors which hinders the growth of our company is concentration of power to some levels. Decentralization allows quick decision making and implementation.

• Business Intelligence group to be formed
• Advertisement to be strengthened
• Intrusion based pricing to be changed, call at zero balance to be reintroduced
• Coupons of small denominations like Rs5 and Rs10 to be introduced
• Kannur model to be studied and implemented in all over Kerala
• Switches – Electricity & AC charges to be reduced for unutilized switches
• ERP to be effectively implemented
• Kerala BSNL Mobile Services model to be reintroduced.

2. Mobile Service Quality improvement

• BSNL having spectrum resources from 800MHz to 2600MHz. we have to plan 4G or 5G utilizing the resources available with us.
• A portion of unutilized 700MHz band to be utilized for 3G.
• Tower Sharing

3. Landline/Broadband/FTTH

• Maintenance issues – material availability to be ensured
• Increase in monthly fixed charges in Rural areas is to be reviewed
• Free calls may be allowed for a specific amount instead of specifying ONNET / OFFNET free calls.
• Per second billing in Landline to be allowed
• Contract systems to be based on MTTR
• Procurement of Cable Route Tracer & supply at least one to each division
• Centralised solutions for the damage to UG Cables by external agencies, coordination at SSA level with other agencies like PWD, KSEB, KWA etc.
• Broadband – minimum bandwidth to be enhanced from 512Kbps to 2Mbps.
• Broadband – Lot of billing complaints regarding charges for beyond FUP limit, it should be offered to those who needed it rather than offering to all.
• Broadband performance has deteriorated due to congestions in back bone networks. Network upgradation like Augmentation of links between RPR-BNG BNG-PE, PE-Core routers may be effected. Also BNG upgradation, new MNGT router installation etc for which PO is already given may be speeded up to improve network quality
• Less loaded BNGs may be identified and clubbed so that some BNGs may be freed and diverted to needy Nodes.
• DSLAMs to be introduced in Non-BSNL sites to reduce cable length
• Last end dropwire to be replaced by CAT-5/CAT-6 twisted pair cable for better SNR
• 100% DNP customers to be approached by a BSNL employee
• Purchase of Aerial OFC may be made at all SSA levels.
• With increase of FTTH connections exclusive Teams may be formed at SSA level for provisioning and maintenance.
• Broadband and Wimax Customer complaints may be attended by same team

4. New Services & Diversification of existing services

• New plans for Corporate customers
• International roaming tariff to be reduced
• Tariff card is to be uniform and to be published from Circle
• Identify and approach ported out customers especially high revenue customers
• Modem shortage for MPLS to be resolved
• All IT related components like Hardware, Softwares using open source code etc to be made by BSNL and market it.
• ERP systems using open source code to be developed to reduce our AMC charges
• Next generation telephone instruments in place of EPBTs or Clip phones with the help of ITI

5. ERP & other Software packages

• External agencies configure ERP without consulting and without understanding our needs.
• Non-executive staff working at CSC counters to be given maximum privileges in software packages to settle the customer issues then & there, rather than wasting time on depending of executives. Since the usernames are created in connection with HR numbers it should not be shared.
• Duplication in work – ERP was implemented for a paperless office, but now parallel file work is also being insisted, which duplicates the work and to be stopped.
• During ERP migration, many important data like employee qualification; TBP, career history etc are missing.
• Necessary viewing privileges should be ensured to field executives to see payment status of bills.

6. Cadre Issues

• Recruitment of DGMs from Internal candidates only.
• MTRR to be amended - Syllabus to be modified for the exam
• DGM looking after in Kerala based on SDE seniority instead of DE seniority
• 30% Superannuation benefits – launch trade union actions for its implementation
• E2, E3 pay scales to be given to JTO/JAO and SDE/AO
• Pay protection to be ensured for TTAs sent for JTO training
• Check the possibility for settling the Court cases to avoid delay in JTO to SDE promotions
• JTOs posted to Northern Kerala as part of vindictive actions to be corrected and suitably posted them to home SSA or nearby SSA while posting newly trained JTOs.
• Sunday Fault Clearance – Stop such orders from Circle/SSA office to insist staff to work 7 days per week or 24*7 working pattern.
• Electrical wing – JTO to SDE exams due on 27/03/2016 at fag end of the financial year, postpone the exam for one month.
• External projects for Electrical wing to be stopped
• JAOs are to be posted to Electrical wing for processing their bills
• Usage of Inverter type of AC units to reduce electricity bills
• Civil Wing – Regular CE may be posted
• Looking after from JTO to SDE
• RR amendment – Uniform RR for EE & CE

• NQM activity is not being done due to shortage of equipments and also staff
• Drive tool to be upgraded to 20Mbps
• CDMA – AMCs are non performing, ZTE maintenance is bad.
• CDMA spare cards to be diverted from other Circles where service is closed.

8. Account & Finance related issues

• Norms to be followed while implementing transfers. Long stay to be considered, Pick and choose method to be stopped.

Open Session on 19th Feb 2016:
Open Session of 23rd Circle Conference of SNEA Kerala was held in a grand manner at Chrysoberyl Convention Centre, Kottayam attended by more than 400 Comrades across the Circle. The session was presided by Com K.Sudheer Circle President. Com Dr.T.N.Seema, Hon. Member of Parliament inaugurated the session by lighting the traditional lamp along with the Honorable Chief Guest Shri N.K.Gupta, Director (CFA), Shri L.Anantharam CGMT Kerala Circle and Shri George.T.Mathai PGM Kottayam SSA. CHQ Leaders Com GL Jogi Chairman SNEA, Com AA Khan CHQ Pesident, Com K.Sebastin GS, Com R.Rajan CHQ Treasurer, Com P.Padmanabha Rao AGS, Com Chandrasekhar AGS, Com Panduranga Nayak Joint Secretary (South) and other union leaders Com P.V.Chandrasekharan AIBDPA, Com C Santhoshkumar ACS BSNLEU, Com NR Somasekharan Nair GS CCLU also attended the open session.

Welcome speech was delivered by Com. Premkumar.G, Circle Treasurer. Com K.Sudheer, Circle President in his presidential address reminded CGMT Kerala to settle all the pending vindictive actions done by Shri MSS Rao. CP also reminded that Landline faults which were in the tune of 60000 when new CGM Shri L.Ananthram joined has now reduced to less than 30000 faults. So he requested CGM to motivate the staff of Kerala by settling the pending vindictive actions to bring back normalcy in the Circle.

Com Dr.T.N.Seema, Member of Parliament who was like a pillar of support to SNEA for the historical Kerala Struggle gave inaugural address in which she mentioned about her umbilical connection with erstwhile DOT and participated in various trade union struggles of Telecom Department. She has told that It was her duty to support the Kerala Struggle for trade union rights, against corruption and improvement in Services.

All the victimized Comrades from SNEA as well as BSNLEU who were always at forefront in the Historical Kerala Struggle were garlanded by CHQ leaders in front of Director CFA and CGMT Kerala.

Shri N. K. Gupta, Director (CFA) in his address congratulated our General Secretary Com K.Sebastin for initiating SWAS program. He also focused on the initiatives taken by the management to streamline the procurement processes, modernization of switches, ERP implementation, tender for Wi-Fi hotspots, Broadband modem sales etc. Director (CFA) clearly told that quality of our service is going to decide our future. If BSNL and its employees able to provide seamless service to the customers, then we need not worry at all. But in this front lot of issues are there, we have to improve a lot. Shri NK Gupta also directed CGMT Kerala to settle Contract workers issues immediately which he felt was genuine issue and offered his help if anything required in this matter. Dir CFA also invited the attention of Hon. MP Dr. TN Seema regarding the service rendered by the public sector on account of social responsiblity particularly at time of calamities .

Com K.Sebastin, General Secretary in his address requested Shri L.Ananthram, CGMT Kerala to fastly act on the settlement of Vindictive actions created by earlier CGMT Shri MSS Rao. He said that Kerala Comrades are happy to work under you but they feel that you are moving slowly in settling the vindictive actions. He stressed the need to take the advise from officers who were not part of earlier regime under Sri MSS Rao to instill confidence among the staff and unions.GS also requested CGMT to restore Kerala Mobile Services model which was dismantled by earlier CGM and if restored we can see atleast 10% increase in CM revenue. GS also requested CGMT to convince and bring back the excellent ITS officers who left BSNL Kerala because of the unhealthy working atmosphere created by Shri MSS Rao. GS also pointed out that three SSAs of Kerala Circle are running without SSA Heads.

Our beloved Chairman Com GL Jogi applauded the Kerala Comrades for their struggle against forces that dismantled healthy working systems. Chairman requested the attention of Dir CFA Sri N K Gupta in resolving the long pending cadre issues like E2, E3 standard pay scale, time bound functional promotions, 30 % superannuation benefits etc so that the entire focus of executives can be devoted for betterment of services.

Shri L.Ananthram, CGMT Kerala in his address, stated that he is in touch with the efficient ITS officers who left BSNL during 2013-15 and is trying to bring them back to Kerala Circle. CGMT stressed on SIM sales, speedy provisioning of Broadband & FTTH connections and Second Saturday division level meetings. He assured that BSNL Kerala will be a role model for HR relations as well as BSNL services during his period.

Com A.A.Khan CHQ President, Com P.V.Chandrasekharan AIBDPA, Com C.Santhoshkumar ACS BSNLEU, Com N.R.Somasekharan Nair GS CCLU also addressed their views in the open session.

Delegate Session resumes at Ishwarya Residency, Kottayam on 19/02/2016
After Open Session at Chrysoberyl Convention Centre Kottayam, all the delegates moved to Ishwarya Residency for resuming the delegate session. Com MPP Panicker who was proposed by Com Rajan K Paul was elected and presided over as Chairman of Representative council for electing a new body for the Circle office bearers. Com K.Sudheer, Circle President dissolved the existing body and election process started at 23.10 Hrs. Only one panel came up to the Chairman of Representative council which was proposed by Com Thomas Sebastian, Allapuzha and seconded by Com Manoj.P.K, Pathanamthitta. Rollout of SD (Sales and Distribution) module
of ERP in Kerala Circle

It came to know that Rollout of SD (Sales and Distribution) module of ERP for Kerala Circle is planned to Go-live by 15/02/2016. As SD module relates with customers directly and financial transactions are involved, it is utmost important that all concerned need to be aware of the end user functioning. It is also understood that our staff is not yet trained in SD module and if the module goes live as planned then it may effect our Sales in the closing financial year.

In view of above, Circle Secretary sent an urgent SMS to CGMT with copy to GM(S&M) and PGM(F) to postpone the Go-Live of SD module to next financial year. PGM(F) responded by intimating that Circle Administration is taking up the case with Corporate Office.

Meeting with CGMT

Association met CGMT Kerala on 05/02/2016 and discussed HR and Service issues of the Circle. Administration responded to the views raised by the association positively. Following points were discussed :

1. Circle Transfer Policy-2008 : CGMT agreed to reinstate Circle Transfer Policy 2008. Wìth this, Executives working in Wayanad, Malappuram, Highranges and Kannur will be exempted from longstay transfer. The stay at Wayanad and Highranges for more than 2 years will be treated as break for counting the stay of executives of Calicut and Ernakulam SSA. This was one of the demands of SNEA since April 2014 to reduce the expenditure and incidence of transfer which was refused by Sri.MSS Rao.

2. Transfer Cases : All Request transfer cases including transfer cases of executives who were transferred to other SSA's based on longstay upto 2014 will be considered and orders will be issued by the end of March 2016. Administration will ensure that State Elections would not come in the way for the transfer orders.

3. Preponement of Training of JTO(O): Our request for preponement of Training of JTO(O) scheduled during May 2016 was agreed and it would be merged with the Batches commencing in March 2016.

4. Wage revision of Contract Labours : CGMT has agreed to constitute a committee to finalize the recategorization of contract laborers within definite time frame.

5. Strengthening Marketing wing : We requested CGMT to strengthen the marketing wing by rearranging more staff.

6. Decisions on Centralized organizational structure of CM Vertical : Association expressed the demerits of present Organisational structure of Mobile Services where it is merged with SSA with the implementation of ERP against the guidelines of BSNLCO. CGMT had a patient hearing and expressed that the final decision on this matter would be taken after further discussions with various units.

7. New Battery Sets : It is intimated that NIT for 800 Batteries approved and APO is placed for 400 Sets. All BTSs with less than 1 hour backup would be replaced with new Batteries by additional purchase order.

8. OMCR work at EKM : Further necessary actions to remove the stalemate in the work of new OMCR at EKM will be taken by necessary administrative and financial approval.

9. Vindictive Transfers : Our request for reviewing the vindictive transfers at Circle Office and TVM SSA will be considered along with transfer and posting during March/April 2016.

10. Issues of Electrical & Civil wing : Request of giving Looking After arrangements and transfer cases in Electrical and Civil wing will be considered positively.

11. Issues related to Tower Sharing : Necessary instructions for resolving the issues related to tower sharing has been given to SSAs. Specific unsettled cases may be reported to the association to take up with appropriate level for early settlement.

12. Working on Sundays : Difficulties in Sunday Fault clearance, Provisioning and CSC working were brought to the notice and CGMT responded to our opinions positively.

With untold grief we mourn the sad, sudden and untimely demise of our veteran leader Com W. Seshagiri Rao due to cardiac arrest at around 01.00 am. The hero of many historic battles to win the pride and prestige of the Executive community, his stellar role in building up the SNEA will remain with us forever. The likes of him have seldom walked the earth. Com W Seshagiri Rao cannot die, but will live on and on. We pray to the almighty to receive him into the ranks of the best and the blessed. Our deepest condolence to his respected wife, children, grand children and family members. May god sustain them to overcome the irreparable grief and loss.

Meeting on Implementation of “SWAS” in Kerala Circle

CGMT held a meeting with representatives of all Unions/Associations on 28-01-2016 for the successful implementation of “SWAS” in Kerala Circle. The meeting held at Conference Hall of O/o CGMT was attended by our Circle Secretary Com. George Varghese, Circle Treasurer Com. Prem Kumar, District Secretary of Trivandrum Com. Santhosh Kumar and CEC Member Com. Dr.Sabu.

We emphasised the need for better Customer Care both in our Interactions as well as in Actions. There are instances of complaints about the negative attitude of BSNL Staff towards Customers. There are also reports that Customers are getting reply like “You can disconnect or can complain to anyone”. We should not give room for such complaints in spite of all kinds of constraints or provocations.

But ultimately Quality of Service and Marketing are the requirements for improving the Customer satisfaction and for earning revenue. Regarding Quality of Service, while there is dearth of materials, the option left to us is optimum utilisation of available resources, utilising the manpower to the best advantage by proper attention, analysis, supervision, utilising of testing equipments like cable localising testers, laptops etc.

As there is shortage of manpower and shortage of proper testing equipments, the quality of work in fault rectification is not ensured by testing and contacting customers for their satisfaction, this area is to be strengthened. As the retirement of TM cadre is alarming there has to be minimum substitution at least by way of contract labours.

As far as Broadband service is concerned, the present day disconnection rate is almost 100% of the provision which has to be arrested by improving the service and also by interaction with Customers. The broadband provisions are mostly done by customer itself which may not be as per standard which will affect the quality of service. It is to be ensured that all Broadband provisioning is done and supervised by BSNL staff.

The shortage of material like UG Cable, drop wire, OF cable etc are main constraints and the Circle management have to impress upon the Corporate office for better allotment taking in to account the market share and revenue generated by the Circle. It was pointed out that many Circles which are having meagre market share and revenue is able to get more allotment than our Circle. In Kerala Circle two third connections are rural which require more material for provisions as well as maintenance unlike other Circles where more than 75 % of the connections are urban.

At present we are not providing any brochure to BSNL customers at the time of provision regarding the features, tariff, contact number of local TM/ JTO, help desks etc. Sufficient brochures are to be made available for supply to each Customer.

The present BSS maintenance pattern introduced along with ERP has resulted loss of concentrated attention on the service which was available in the past. Tower sharing is pending on petty issues of rent and consumable charges. These issues are to be sorted out. The sufficient equipment for replacement of Motorola and Nortel to be got allotted. The specific problem of Kottayam SSA was pointed out. Infra like battery for more than 2000 sites are to be replaced. Additional allotment to be obtained, considering the fact that last year nearly 1200 batteries were not supplied by the vendor in spite of fund allotment.

AMC charges can be considerably reduced by rearranging the existing High capacity Mobile and Landline switches.

CSC Sunday working : It was pointed out by figures that Sunday working of CSCs are not making any result and the total business on those days are only negligible which will not even justify electricity charges.

Damage to UG cable network during road work: Better coordination at State level is required to reduce the damage and for facilitating the restoration. At present even the restoration is not taking place as there is no material as well as the road agencies are resurfacing the area before rectification of the damage made by them.

All DNP Customers are to be visited invariably for reconnection pursuit and collection of dues. Sufficient TRI’s are to be posted by diverting existing staff. All BB closed cases are to be analysed by special cell and wherever service issues are identified are to be sent to the filed units for necessary action.

Nowadays all the works are entrusted to field units making it impossible for them who are already burdened with ERP and CDR related activities. All analysis, reports, data collection etc are to be done centrally by the Circle or SSA level rather than asking each and every report from field units. Wherever physical execution of work is required that only may be given to field units for its execution.

It was pointed out that though centralised packages like ERP, CDR etc. have come into effect, the staff who were working in those areas like IT cell, TRA, Accounts, Administration etc. are not properly redeployed for activities like marketing etc. It has to be effectively utilised.

In Kerala Circle, the Migrant workers and Foreigners are highly potential customers and at present there are many hurdles in providing connection to them by BSNL which are to be attended. In places like Airport, Technopark, Infopark etc. we must have permanent presence to reach out to these sections. Small denominations per vouchers are required for better marketing. Customised plans are to be introduced as in the case of other operators. The retailers and Postpaid customers are to be given special care by separate Helpdesk exclusively for them. More and more DSAs are to be enrolled like Post office RD agents, Kudumbasree workers, casual labours etc. Open house session is to be carried out at Divisional level by visiting important offices, localities and along with local functions.

The menace by content providers is to be addressed effectively. The NIB node In-charges should be given privilege for access. The content providers sending messages regarding obscene sites are to be black listed to improve the image of the company.

Our marketing advertisements are not professional and importance has to be given for tariff details and feature rather than Brand name alone.

Internal customer satisfaction : Finally we emphasised the need of attending the requirement of internal customers (Staff) of the company so that they will be able to smile at our external customers. We have pointed out that during last two years it was lacking in the circle which resulted in the drop of MNP from 0.25 to 0.7 and negative net figures in Broadband and Landline. The aspiration of the staff is to be addressed in a real time manner with compassion and human consideration rather than shuttling the same based on simple arithmetic. The communication from Circle to SSA and vice versa has to be ensured and progress monitored rather than the typical reply “sent to circle office”, “sent to SSA”.

It was decided to conduct meetings of all Unions at SSA level and also at lower level at the earliest to chalk out actual action plan considering the local conditions for the successful implementation of “SWAS” which will enhance Customer satisfaction and improve our revenue.

Restoration of Data Facility to Service GSM Mobile Connections of Executives.
SNEA Kerala has taken up the issue with administration for the speedy implementation of data facility to the GSM Service Mobile connections of executives as per the approved Corporate office orders dtd 13/01/2016. GM (HR) informed that he has asked GM (S&M CFA) to take action and also informed that DGM (S&M) is writing to DGM Trichy in this regard.
We sincerely thank SNEA CHQ for the timely and constant persuasions at BSNLCO for settling this issue.

APAR issues of offices from Kerala due for DGM (Regular) promotions are being settled.
It is reported that CGMT Kerala has initiated proper actions to settle the APAR review issues of Officers due for DGM (Regular)Promotion which were kept pending by Sri. MSS Rao. As requested by SNEA, APAR of these officers are being shown for getting shown certificate by concerned officers and would be sent to BSNLCO for DPC for DGM Regular promotion. We thank CGMT and Circle Administration for addressing this severe issue in time.

Relay Sathyagraham at Circle Office withdrawn!!!

SNEA Kerala circle sincerely thank CGMT Sri L Anantharam and Circle administration for having considered the request of the Association to withdraw the vindictive actions initiated by Sri MSS Rao (Ex. CGMT) against members of SNEA and BSNLEU for exposing and protesting against his corrupt and illegitimate actions

The Association also thank CGMT for agreeing to take necessary action for the wage revision of contract labours.

SNEA Thank CMD BSNL, Dir HR, DIR CFA and all senior officers for their understanding and effective role in resolving the issues in Kerala circle for betterment of BSNL Kerala Circle.

SNEA Kerala Circle congratulate and thank our CHQ lead by Com. G L Jogi. Com. AA Khan and Com. K Sebastin for their unrelenting struggle for last more than one year for the logical conclusion of the Kerala Issues..

All other HR and service issues will be discussed separately for early resolutions.

സന്തോഷം... അതിയാന്‍ പോയികഴിഞ്ഞപ്പോഴെങ്കിലും 'ഞമ്മള്‍ ഡീമോറലൈസ്' ആയി എന്നു പറയാന്‍ ധൈര്യം വന്നല്ലോ???
SNEA കഴിഞ്ഞ രണ്ടു വര്‍ഷങ്ങളായി പറഞ്ഞ കാര്യങ്ങള്‍ ഇപ്പോഴെങ്കിലും ശരിയാണെന്ന് ചില സംഘടനകള്‍ക്ക് പറയാന്‍ ധൈര്യം വന്നതില്‍ വലിയ സന്തോഷമുണ്ട്. ട്രാന്‍സ്ഫര്‍ ‍ പോളിസി പ്രകാരം രണ്ടു വര്‍ഷം പൂര്‍ത്തിയായ എല്ലാവരെയും തിരികെ കൊണ്ടുവരണമെന്ന് 2014ല്‍ ശ്രീ. എം‌എസ്‌എസ് റാവുവിനോട് SNEA ആവശ്യപ്പെട്ടു, പറ്റില്ല എന്ന രാജതീരുമാനം SNEA എതിര്‍ത്തു... നമ്മള്‍ അതിശക്തമായ സമരമാര്‍ഗ്ഗങ്ങള്‍ സ്വീകരിച്ചു..

ശ്രീ. റാവു അഴിമതി നടത്താനും കേരളത്തിലെ ട്രാന്‍സ്ഫര്‍‍ പോളിസി തന്നെ പിന്‍വലിക്കാനും തീരുമാനിച്ചു. SNEA മുട്ടുമടക്കിയില്ല, നമ്മുടെ സഖാക്കളെ ശിക്ഷാനടപടികളിലൂടെ വേട്ടയാടിയപ്പോഴും നമ്മള്‍ തളര്‍ന്നില്ല ... ഇവിടുത്തെ ഓരോ ജീവനക്കാരനും ഓഫീസര്‍മാര്‍ക്കും നീതി കിട്ടാന്‍... റാവുവിന്റെ അഴിമതി തടയാന്‍.. നമ്മള്‍ ഓരോരുത്തരും നമ്മുടെ ശമ്പളവും ഭാവിയും തുലാസിലാക്കിക്കൊണ്ട് പോരാടി. ധിക്കാരത്തിന്റെയും അഹങ്കാരത്തിന്‍റെയും ആള്‍രൂപമായി നിന്നിട്ടും ഒരു രാജാവിന്റെ മുന്നിലും നമ്മുടെ അഭിമാനം അടിയറ വെച്ചില്ല... ..

പക്ഷേ വല്യേട്ടനും ചെറുമക്കളും എന്നു അവകാശപ്പെടുന്ന രണ്ടു സംഘടനകള്‍ ഒറ്റക്കെട്ടായി 'എന്തൊക്കെയോ കാര്യസാദ്ധ്യത്തിനു' വേണ്ടി ഇവിടുത്തെ തൊഴിലാളികളുടെ ന്യായമായ ആവശ്യങ്ങളെയും BSNL താല്‍പ്പര്യങ്ങളെയും തള്ളി പറഞ്ഞു... സത്യത്തിനും ന്യായത്തിനും നേടിയെടുത്ത അവകാശങ്ങള്‍ സംരക്ഷിക്കാനും നമ്മള്‍ പോരാടിയപ്പോള്‍, അധികാരികളുടെ എച്ചില്‍ കഷ്ണങ്ങള്‍‍ വാങ്ങി അവര്‍ക്ക് വേണ്ടി വിടുപണി ചെയ്യുകയും സ്തുതിപാടുകയും ചെയ്ത ഈ സംഘടനകള്‍... SNEAയുടെ സമരം നേതാക്കന്മാരുടെ സ്ഥലംമാറ്റം മാത്രം തടയാനാണെന്ന് പത്രസമ്മേളനങ്ങള്‍ നടത്തി പുുച്ഛിച്ചവര്‍… ട്രാന്‍ഫര്‍ പോളിസി ഇല്ലാതാക്കിയ അധികാരിയുടെ മുന്നില്‍ മൌനം ഭജിച്ച് ഓഛാനിച്ചു നിന്നവര്‍… അഴിമതിക്കാരന്‍ കേരളത്തിന്റെ രക്ഷകന്‍ എന്നു പറഞ്ഞു കോടതികളായ കോടതികളില്‍ അഴിമതിക്കാരനെ രക്ഷിക്കാന്‍ ഉത്സാഹത്തോടെ നടന്നവര്‍… തന്‍പ്രാമാണിത്തം കാണിക്കാന്‍ ഓഫീസര്‍മാരെ ലക്കും ലഗാനുമില്ലാതെ സ്ഥലംമാറ്റി കളിച്ചപ്പോള്‍ പ്രതികരിക്കാതിരുന്നവര്‍… BSNLനേ കവര്‍ന്നെടുക്കാന്‍‍ ശ്രമിച്ചപ്പോള്‍ പഞ്ചപുച്ഛമടക്കി കൂടെ നിന്നവര്‍, ജീവനക്കാരുടെ ഡാറ്റാ സര്‍വീസ്, സൌജന്യ സര്‍വീസ് ടെലിഫോണ്‍ കണക്ഷന്‍ പോലുള്ള സൌകര്യങ്ങള്‍ ഇല്ലാതാക്കിയപ്പോള്‍ 'ഞമ്മള്‍ ഡീമോറലൈസ് ആയി' എന്നു പറയാന്‍ ചങ്കൂറ്റമില്ലാത്തവര്‍... ശമ്പളവും പെന്‍ഷനും ഇല്ലാതെ ആനയും അമ്പാരിയും പരിവാരങ്ങളും ഇല്ലാതെ തലയും കുമ്പിട്ടു ചെയ്തു കൂട്ടിയ അഴിമതികളുടെ പേരില്‍ ഒരു കൂന ചാര്‍ജ് ഷീറ്റുകളുമായി റാവു BSNLന്റെ പടിയിറങ്ങിയപ്പോഴെങ്കിലും ടിയാന്റെ ശിങ്കിടികള്‍ക്ക് ബോധോദയവും ധൈര്യവും തിരിച്ചറിവും വന്നതില്‍ SNEA അതിയായി സന്തോഷിക്കുന്നു. ഇപ്പോഴെങ്കിലും ഓഫീസര്‍മാരെ അവരവരുടെ സ്ഥലങ്ങളിലേക്കു തിരികെ മാറ്റണമെന്ന് അവര്‍ പറഞ്ഞു തുടങ്ങിയല്ലോ? ഇനി ഇതിനും എഴുതാമല്ലോ ‘With our tireless and consistent efforts…’ .

മാനേജര്‍മാര്‍ക്ക് വേണ്ടിയല്ല തൊഴിലാളികള്‍ക്കുവേണ്ടിയാണ് സംഘനകള്‍ എന്നവര്‍ തിരിച്ചറിഞ്ഞതില്‍... റാവുഖാണ്ഡം അവസാനിച്ചപ്പോഴെങ്കിലും ഇതൊക്കെ പറയാന്‍ ധൈര്യം കാണിച്ചതില്‍... അതിയായ സന്തോഷം തോന്നുന്നു.

അവര്‍ പറഞ്ഞതുപോലെ റിട്ടയര്‍മെന്‍റിന്റെ വക്കിലെത്തിയ ഏതാനും ജീവനക്കാര്‍ക്ക് ട്രാന്‍സ്ഫര്‍‍ കൊടുത്തപ്പോഴല്ല ഇവിടുത്തെ ജീവനക്കാര്‍ ഡീമോറലൈസ് ആയത്... റാവുവിന്റെ ദുര്‍ഭരണം മൂലം എത്രയോ കാലം മുന്നേ തന്നെ അവര്‍ ഡീമോറലൈസ് ആയിരുന്നു.. ട്രാന്‍സ്ഫര്‍‍ പോളിസി റദ്ദ് ചെയ്തപ്പോള്‍, ഓഫീസര്‍മാരെ തലങ്ങും വിലങ്ങും ട്രാന്‍സ്ഫര്‍‍ ചെയ്തപ്പോള്‍, ഒരു ബാനര്‍ വെക്കാനോ ഒരു ധര്‍ണ നടത്താനോ പോലും സമ്മതിക്കാതെ തൊഴിലാളികളുടെ പ്രതിഷേധം അനുവദിക്കപ്പെട്ടിട്ടുള്ള സമരമാര്‍ഗ്ഗങ്ങളില്‍ കൂടി പ്രകടിപ്പിക്കാനുള്ള‍‍ അവസരങ്ങള്‍ നിഷേധിച്ചു കൊണ്ട് സംഘടനാ സ്വാതന്ത്ര്യം നിഷേധിച്ചപ്പോള്‍, 2013ലെ ട്രാന്‍സ്ഫര്‍ ചെയ്തവരെ തിരികെ കൊണ്ടുവരാതെ യാതൊരു മാനദണ്ഡവും നോക്കാതെ തന്റെ ഇഷ്ടക്കാരെ മാത്രം തിരികെ കൊണ്ടുവന്നപ്പോഴൊക്കെയാണ് അവര്‍‍ ഡീമോറലൈസ് ആയത്... ഇന്ന് തലപൊക്കിയ ഇപ്പോള്‍ മാത്രം ഡീമോറലൈസ് ആയ ഈ 'ഞമ്മള്'‍ റാവുവിനെ പേടിച്ച് അന്ന് ആ പാദാരവിന്ദങ്ങളില്‍ സാഷ്ടാംഗം വീണു കിടക്കുകയായിരുന്നു... അതുകൊണ്ട് ഈ സാമ്പത്തിക വര്‍ഷത്തിന്റെ അവസാനം ട്രാന്‍സ്ഫര്‍ കൊണ്ടുക്കണം എന്നു പറയാണെങ്കിലും 'ഞമ്മള്'‍ കാണിച്ച ധൈര്യം അപാരം തന്നെ.

SNEA ആവശ്യപ്പെടുന്നത് അങ്ങനെയല്ല... ഇന്നെങ്കില്‍‍ ഇന്ന് അതായത് എത്രയും വേഗം ഞങ്ങളുടെ സഖാക്കളെ... സഹപ്രവര്‍ത്തകരെ... അവരവരുടെ സ്ഥലങ്ങളിലേക്ക് മാറ്റം കൊടുക്കണം... അതിനിനിയും കാലവിളംബം പാടില്ലാ... റാവു അഴിമതിയുടെ ആള്‍രൂപമാണെന്ന് SNEA പല പ്രാവശ്യം പറഞ്ഞു.. അന്നവര്‍ നമ്മളെ തള്ളി പറഞ്ഞു.. പക്ഷേ നമ്മള്‍ പറഞ്ഞത് സത്യമാണെന്ന് കാലം തെളിയിച്ചു… ഇത്രയും നാളും SNEA പറഞ്ഞത് ശരിയാണെന്ന് ഇപ്പോഴെങ്കിലും അവര്‍ക്ക് മനസ്സില്ലായല്ലോ...

വൈകിയാണെങ്കിലും അവര്‍ക്ക് വിവേകം ഉദിച്ചു എന്നു വിശ്വസിക്കാം.. അധികാരികളുടെ കാലടികളില്‍ തൊഴിലാളികളുടെ അന്തസ് അവര്‍ ഇനിയും പണയം വെക്കില്ല എന്നു നമ്മള്‍ക്ക് പ്രത്യാശിക്കാം..

MINUTES OF MEETING HELD ON 17TH DECEMBER, 2015 IN BSNL CO WITH GM (HR/ADMIN) OF TERRITORIAL AND NON TERRITORIAL CIRCLES


Highlights of the Meeting

CMD
  • Sound HR practices and policies which are crucial to creating and maintaining a conducing environment, which supports employees to focus only on the quality of their work and service.
  • He said that our manpower is not the liability but it is our strength.
  • He appreciated the services, BSNL employees provided during disaster like flood, earthquake etc.
Director (HR)
  • By inspirational leadership our manpower can be invoked to contribute to productivity.
  • The associations and unions are to be given patient hearing and it does not cost much. Firstly the issues which have no financial liability and related to their esteem have to be taken and as and when our financial position improves other issues having financial implications will also be addressed.
  • She advised all that more channels should be opened for communication with Unions/Associations.
  • Director (HR) pointed out that circles have to conduct the meetings with unions regularly. PGM (SR) also stressed that works committee meeting should be held regularly on monthly basis; local council at SSA level should be held on bimonthly basis, circle council at circle level quarterly and National council at corporate office level on quarterly basis.
  • Training centres play a very important role not only for re-skilling and revamping but the focus now has to be on new skill areas like customer service, sales and marketing which have been far away from the domain of BSNL staff. And to train the staff in these new areas training centres have to play a great role.
  • Dir (HR) asked to work for making available VC and APAR alone so as to expedite preparation of DPC and to have readiness. She stressed on having a scientific method of APAR.
DGM Personal
  • Circles should keep ready the details of executives required for promotion like APARs so that promotion could be done at the earliest when the court decides the case.
DGM Training
  • Retaining the talented Faculty / SMEs in Training centers:
    Separate transfer policy to be made for trainers, as training delivery is soft-skill oriented & specialized work; and routine transfers hamper quality of training delivery.
  • Regular Principal must be posted at all Training centers He requested HR Heads to give inputs on this issue to Training Cell for further submission to the concerned unit in corporate office.
Sr. GM (Pers, Rectt and Trg)
  • JTO to SDE(T) LICE: Vacancy (2010-11, with backlog) is 3200. LICE were conducted in June 2015. Result is ready for declaration.
  • Total 20 cases, filed against the LDCE, are being clubbed in PB CAT by 21.12.2015, all out effort is being taken to vacate the Stay.
  • LDCE for Vacancy Years 2010-11 to 2014-15 (~3500) will be initiated in 2016, separately.
  • About Transfer & Posting orders, he said that Transfer Orders issued by BSNLCO has to be effected by Circles within 3 months. Un-worked Orders will be effected by BSNLCO on the 1st day in excess of 3 months. Tenure Periods will henceforth be literally observed and Officers deputed will be relieved in exact time.
  • Optimising ERP Utilisation DPC henceforth would be paperless, time-bound.
GM(Restg and WS&I)
  • Keep the priorities of Parliament Committee in mind while engaging Casual Contract labourers. i.e. payment of wages to Labour through cheque, as per Minimum Wages Act and social security measures .
  • The important duties of the representatives of principal employer (PE) are to ensure licence by contractor, basic amenities to labour, timely disbursement of wages, payment of wages fulfilling minimum rates requirement, in the presence of the representative of P.E., by cheque or online, safety measures, health and sanitary arrangements, maintenance of records, statements, cards, display board, compliance to social security measures – EPF, ESI, annual return to the prescribed authority.

Trivandrum
More than 400 comrades participated in the Dharna which was chaired SNEA SSA Secretary Com. Santhosh Kumar.T. Welcome speech was delivered by BSNLEU Dist Secretary Com Binny. The Mass Dharna was inaugurated by Confederation Secretary General Com. Krishnan and BSNLEU Circle Secretary Com. K Mohanan, SNEA Circle Treasurer Com. G Premkumar, NFPE Circle Secretary Com. P K Muraleedharan, NFPE Circle President Com. Jacob Thomas addressed the Dharna. Vote of thanks delivered by Com Vamadevan CCLU SSA Secretary.

Palakkad
The Mass Dharna at GMT office Palakkad was inaugurated by Com. Chandran CK , CITU State Committee Member. SSA Secretary SNEA Com. John Jacob, Asst. SSA secretary Com. Chandran, BSNLEU SSA Secretary Com. P R Parameswaran ,Circle Joint Secretary Com. Vijayan, SSA President Com. Chandrasekharan , Com. Kuppuswamy addressed the Dharna.

Kollam
More than 150 Comrades participated in Dharna at Kollam which is Inaugurated by Com. C C Pillai CITU State Member. Asst. Circle Secretary SNEA Com. Nijumudeen addressed the Function. BSNLEU SSA Secretary, CCLU representatives and other Leaders of SNEA and BSNLEU addressed the Dharna.

Malappuram

Dharna at GMT Office Malappuram was inaugurated by Com. Gafoor, Area secretary North, SNEA, Com. Prabhakaran, SSA Secretary, BSNLEU has delivered the Welcome address. The Dharna presided by Com. Balu, SSA President BSNLEU. SSA Secretary Com. Chandramohan, BSNLEU Circle Organizing Secretary, SSA Secretary CCLU addressed the Dharna. Nearly 150 comrades participated in the Dharna.

Thrissur
The Dharna at Thrissur was inaugurated by BEFI State President Com. T. Narendra and presided by SNEA SSA Secretary Com. P.V.Gokulan. BSNLEU SSA Secretary Com. P.R. Sankaranarayanan, CCLU Dist. Secretary Jijo George, BSNLEU Circle Organizing Secretary Com. V.S. Krishnankutty, Central Government Employees Co-oridnation Committee Member Com. V. Hari, AIBDPA leader Com. S.K. Gopalan, BSNLEU SSA President Com. AA Jose, BSNLEU SSA Asst. Secretary Com. K.R Krishna Das were the main speakers in the Dharna.

Ernakulam
The Dharna attended by more than 250 comrades which was presided by Com. John Benadict, SNEA SSA Asst. Secretary. Welcome address was delivered by Com. Premkumar BSNLEU SSA secretary, Com. A.V. Kuriakose Circle President, BSNLEU inaugurated the Dharna. Com. George Varghese, Circle Secretary, SNEA, Com. Madhu Circle Secretary CCLU and BSNLEU Leader Com. Comrades, Gear up for the DHARNA on 12thJan2016 throughout Kerala Circle

Dear Comrades, Gear up and Mobilise for Dharna with BSNLEU on 12/01/2016 in all SSA's for withdrawal of vindictive actions and restoration of transfer/HR Policies in Kerala Circle.

Comrades, the reply recieved from Kerala Circle Administration is unsatisfactory and completely disappointing (View Letter) and is listed below:

Demand 1: Withdraw all the vindictive actions against BSNLEU and SNEA leaders and workers.
Reply from Circle Administration: As per Corporate Office instructions, action is being taken.
Actual Truth: Director(CFA) in his minutes of the meeting clearly assured that all vindictive actions will be withdrawn. But in Kerala Circle, all procedures are going on and even diesnon cases are not settled and inquiry hearing is scheduled for 12-1-2016.

Demand 2: Cancel the illegal transfer orders of six officials enabling them to join their original offices.
Reply from Circle Administration: Clarification is sought from Corporate Office on this issue and as soon as orders from Corporate office is recieved, it will be implemented.
Actual Truth: The letter from Corporate office dated 02-12-2015 was not replied by the circle inspite of repeated reminders by the Association. Finally the Association handed over a copy of the letter on 30-12-15. Only after that the reply was forwarded. No effective persuasion is taking place to resolve the issues.

Demand 3: Implement the recommendations of the committee for contract labourers and enhance the wages from 1-8-2015 as agreed upon by Dir (CFA) vide letter No.ND/NCNGN/Cores/MOM/2015 dt 8th Sep2015.
Reply from Circle Administration: The recommendations of the committee as mentioned in your letter is not yet recieved in this office and after reciept of the same, action will be taken on the same.
Actual Truth: The minutes of the meeting held on 30-10-2015 was handed over to CGM in person by Com. Namboodhiri and requested further action. On 21-12-2015 DGM HR has acknowledged in the presence of GM HR that the minutes were received. No action has taken so far and today even the receipt of such minutes are denied by the administration.

Demand 4: Resort to healthy HR policies including transfer policy which was in smooth operation in the Circle till 2013.
Reply from Circle Administration: Long stay transfer will be implemented after have a meeting with the Associations.
Actual Truth: The long stay list of executives are called from all SSA's including Malappuram and Kannur and High ranges and Wayanad from where more than 100 officers are waiting for transfer after serving in these difficult stations. Once again it is clear that the Circle Administration has totally failed to the realities prevailing in the Kerala Circle.

Meeting with CMD BSNL

Circle secretary,SNEA and Assistant Circle Secretary, BSNLEU along with SSA office bearers met CMD BSNL at Cochin Airport on 10-1-2016. The office bearers thanked CMD for his extraordinary actions in the interest of BSNL and in particular for Kerala Circle. The Association requested the attention of CMD to the following problems in Service sector:

Consumer Mobility Sector

  • Mobile - Zero back up sites - Association requested for approval for procurement of 2200 Battery sets as projected by the circle. The Association pointed out that during last year 1400 battery sets which was approved could not be procured due the failure of vendor and requested to consider this fact for giving further approval.

  • Nortel BTS - The Association pointed out issues related with power and maintenance of Nortel BTS’s and requested for replacement of Nortal equipment.

  • PP and DG - the Association pointed out the infra issue of 2002-2006 and requested sanction for replacement of unserviceable PP and EA.

  • The Association requested CMD to sanction more BTS for Kerala considering the market potential, geographical features and revenue from the Circle.

  • The Association requested CMD to instruct the circle to restore the pre ERP operational model as suggested by the expert committee so that the BSS operations are made under single unit rather than fragmenting the same in to SSAs.

  • The Association pointed out the Tower sharing issues related to payment of rent and consumable items and CMD informed that suitable instructions will be issued to the Circle in this case.
CMD assured positive actions in the line and informed that CGMT will be instructed to discuss the issues with the Association.

CFA sector

  • OF cable - The Association pointed out acute shortage of OF cable and informed that only 100 Km of OF cable is allotted against the requirement of 2200 Km.
    CMD informed that OF cable procurement was not there for last 5 years and now tender has been finalised and the supply will be stared from this month.

  • 5pr cable and drop wire - The Association pointed out that in Kerala circle unlike others ,rural connections are double that of urban which require higher quantity of material for provision and maintenance. The present allotment of 5 pr cable and drop wire is too insufficient for the Circle and requested for more supply.
    CMD informed that Kerala will be given preferential treatment in allotment of funds and stores. CMD Appealed to work more as decided under SWAS programme announced by the forum particularly looking forward to 2017 pay revision.

The Association pointed out that though new CGM has taken charge in the circle, many vindictive actions and HR issues are still pending which require better attention to improve the HR and service activities.
CMD replied that he is aware of the issues and suitable instructions will be issued to the Circle. We thank CMD for his prompt attention to our request and his gesture in granting us the meeting inspite of busy schedule .

Completion of APAR for the period 2014-15 of DGMs!!!
DPC for DGM adhoc/regular in Engineering, Accounts, Electrical and Civil wings are in progress at the Corporate Office. However APAR for the period 2014-15 of DGM and equivalent officers in Kerala Circle have not yet been conveyed/shown to them as per the mandatory requirement. It is learnt from reliable sources that the APARs of these Executives have not been reviewed by the former CGM Sri. M.S.S.Rao. Therefore, there is every chance of these officers in the grade of DGM in Kerala circle, losing their long awaited promotion.

We are sure that the CGMT, Kerala cannot let such mishaps. Therefore, the Association requested CGMT to complete the review of APAR and submit them to the Corporate Office in time for consideration in the ongoing DPC.

It is further requested that the APAR for the year 2015-16 of the above officers for the entire period may also please be reviewed by the CGMT, Kerala.

We thank PGM finance Sri KK Vel and Circle administration for considering all request transfer cases in JAO cadre along with the posting of New JAOs.. This kind of Attitude in HR was completely missing in the circle during the past two years which derailed the peaceful environment of the Circle.

Long Pending Transfer Cases.

Circle Executive Committee of SNEA discussed the pending Transfer cases in details who were transferred in 2013 and earlier. One of the major demand of the Association was the restoration of transfer policy which was ensuring the transfer back after 2 years.

During 2014 Sri MSS Rao refused to adhere to the above policy in spite of posting of more than 130 Executives in JTO Cadre in the circle . Eventhough he was compelled to consider most of cases due to our struggle some cases are still left out which was due in 2014. In 2015 he has completely negated the transfer policy in the circle resulting denial of transfer back of nearly 100 officers to their request SSAs.

In spite giving workable solutions without much difficulty to any section the present circle administration is also reluctant to consider the case in the last phase of the financial year. We have pointed out many cases completing 58 years and many can be done on mutual basis. It was assured by the Administration that all cases will be considered in the first week of March 2016 to which we have expressed our resentment. The administration agreed to consider the cases completed 58 years and which can be done on mutual basis. We have pointed out that the Corporate office is issuing orders for those officers who were posted to the Kerala circle on promotion at their request immediately after 2years to their home circle and there can not be any justification for delaying the request of these officers who were transferred in the interest of service.
The CEC meeting decided to pursue the cases further for early settlement the restoration of Transfer policy that was prevailing in the circle .

23rd Circle Conference at Kottayam on February 18 & 19, 2016

CEC of SNEA discussed in detail about conducting of Circle conference at Kottayam on February 18 & 19, 2016. Since our Fund have been diverted to conduct different Court Cases and Agitational Programs, it is decided to raise Rs.500/- from each member to meet the expenditure of Circle conference.
CEC also decided to give a Diary to All Members as a memento of Circle Conference instead of giving special mementos only to delegates for the circle conference.

Agitational Programs to Settle Transfer Cases and Vindictive Actions.

CEC decided to go for Agiation if required to settle the Transfer cases and to withdraw all Vindictive Actions taken including increment barring, Charge sheets, withholding Promotions, Dies Nons, Vindictive Transfers, etc. for questioning the Transfer/Rationalization Policy, Autocracy and Corruption of Sri. MSS Rao.

CEC also decided to conduct Joint Programs with BSNLEU for early settlement of All Vindictive Actions.

Combined Working Committee with BSNLEU

Combined Working Committee with BSNLEU decided to launch Trade Union Programs to bring Back Normalcy in Kerala. Combined Working Committee conducted at K.G Bose Bhavan, Ernakulam on 30-12-2015. Com. George Varghese, CS, SNEA presided the meeting. Com. Mohan.K, CS, BSNLEU addressed the meeting. Com. Sudheer. K, CP, SNEA, Com. Kuryakose CP. BSNLEU addressed the meeting.

SWAS (Service With A SMILE)

Combined CEC decided to go along with the Organizational Call from CHQ Forum to give Better Service to the Customers with the Program SWAS (Service With A SMILE). Since the present circle administration is not sensitive to address the core issues of the employees, CEC decided not to share platform with management for the SWAS program. The meeting called upon all executives and staff to work hard for the improvement of service and revenue as per the program called by Forum CHQ- Service with a Smile. The meeting also decided to conduct meeting at SSA/ Subdivision/ Exchange wise to impress up on the staff for the effective implementation of the program. It was also decided to make wide publicity among customers the role being played by BSNL in regulating the tariff and ensuring the service at the time of national calamities and in remote and in and inaccessible arecas.

Agitational Programs.
Combined CEC decided to go for Agitational programs from 12th January 2016 onwards demanding withdrawal vindictive Actions as assured by BSNLCO. CEC observed that no committee has been constituted by circle management for recategorisation of the workers to settle Wage Hike of Casual Contract Labours as assured by the Dir CFA on 20-8-2015. Combined CEC urged Circle management to settle All vindictive actions taken against the members of SNEA and BSNLEU since 2014 June and to settle the demands of contract labours for creating a healthy working environment.

Comrades, Lets work more united in 2016 for a better and Healthy Working Environment in Kerala circle. Lets make all out efforts to make the Programs Service With A Smile a Grand Success.

Finally circle office has endorsed the corporate office order directing the CGMT BSNL Kerala Circle to sanction all the leave which were denied at the instruction from Sri MSS Rao.

It ,may be remembered that even one new set of leave rules were circulated by Sri MSS Rao to deny even medical leave.. In many cases leaves which were sanctioned by competent authority was cancelled by logging in HR package as SSA administrator.

All SSA Secretaries are requested to follow up the pending cases in their Units..
