കഴിഞ്ഞ ഒന്നര വർഷക്കാലമായി കേരളാ സർക്കിളിൽ അഴിമതിക്കെതിരെയും ഏകാധിപത്യത്തിനെതിരെയും SNEA യും BSNLEU ഉം സമരങ്ങൾ നടത്തിയപ്പോൾ തൊഴിലാളി വർഗ്ഗ പ്രസ്ഥാനങ്ങളുടെ സംഘടനാ സ്വാതന്ത്ര്യം അടിച്ചമർത്താൻ സർക്കിൾ മാനേജ്മെന്റിന് കുട പിടിച്ചു കൊടുത്തു കൊണ്ട് ട്രേഡ് യൂണിയൻ പ്രസ്ഥാനങ്ങളുടെ ചരിത്രത്തിൽ കറുത്ത അദ്ധ്യായങ്ങൾ എഴുതി ചേർത്തവർ ഇപ്പോൾ വന്നിരിക്കുന്ന മാറ്റങ്ങളിൽ പിതൃത്വം അവകാശപ്പെട്ടു കൊണ്ട് അവരുടെ വെബ്സൈറ്റുകൾ എഴുതി നിറച്ചു തുടങ്ങി. ഇത്തരം വെബ്സൈറ്റ് സംഘടനകളോട് ഒന്നു മാത്രമേ പറയാനുള്ളു... "എട്ടുകാലി മമ്മൂഞ്ഞുകളെ ലജ്ജാകരം ".

ഇപ്പോൾ സംഭവിച്ച ആരോഗ്യപരമായ തൊഴിലന്തരീക്ഷം വർഗ്ഗ ബോധമുള്ള, ആത്മാഭിമാനമുള്ള തൊഴിലാളി സംഘടനകളുടെ ത്യാഗത്തിന്‍റെ, ധൈര്യത്തിന്റെ, സഹനത്തിന്റെ , നിരന്തരമായ സമരങ്ങളുടെ ഫലമാണ്. ട്രേഡ് യൂണിയൻ പ്രവർത്തനം വെബ്സൈറ്റിലൂടെ ഉള്ള അവകാശവാദം മാത്രമല്ല, തൊഴിൽ പ്രശ്നങ്ങളിൽ ഉള്ള നിതാന്ത ജാഗ്രതയും അതു പരിഹരിക്കാനുള്ള ആത്മാർത്ഥമായ അർപ്പണബോധമുള്ള ഇടപെടലുകളുമാണ്.

എത്രയോ മാസങ്ങൾക്ക് മുൻപേ ഇറങ്ങേണ്ട ഉത്തരവുകളാണ് ഇപ്പോൾ വന്നു കൊണ്ടിരിക്കുന്നത്. മർക്കടമുഷ്ടിയുള്ള മാനേജ്മെന്റല്ല സൗഹാർദ്ദപരമായ തൊഴിൽ അന്തരീക്ഷമാണ് നമ്മൾക്ക് വേണ്ടത് എന്ന നമ്മുടെ ആവശ്യത്തിന്റെ അംഗീകാരമാണ് ഇന്നിപ്പോൾ കണ്ടു കൊണ്ടിരിക്കുന്നത്. മാസങ്ങളായി തടഞ്ഞുവെച്ചിരിക്കുന്ന SDE/JTO മാരുടെ ട്രാൻസഫർ ഓർഡറുകളും ഇനി ഇറങ്ങാനുണ്ട്. ഈ ന്യായമായ ആവശ്യങ്ങൾ സാധ്യമാക്കുന്നതിനും ആരോഗ്യപരമായ തൊഴിൽ അന്തരീക്ഷം നിലനിർത്തുന്നതിനും SNEA എന്നും മുൻപന്തിയിൽ ഉണ്ടാകും.

Joint Agitation Committee Leaders met CGMT Kerala Sri. L. Ananatharam and extended our total solidarity to improve the services in Kerala BSNL. Committee also requested to withdraw all Vindictive actions to boost the work force of the Circle.
CGMT assured that he would ensure industrial harmony and requested us to work as a team to bring back the circle into its past glory.

CP SNEA Com. K Sudheer, CS SNEA Com. George Varghese, CT SNEA Com. G. Prem Kumar, CS BSNLEU Com. K. Mohan, All India BSNLEU Leader Com. R. Muraleedharan Nair and other Leaders of SNEA and BSNEU met CGMT Sri.L.Anantharam and extended our total support in improvement in efficiency of service and development .The leaders pointed out the real reasons for the downward trends of Kerala circle on account of poor HR relations at all levels ,shortage of materials, vindictive actions inflicted upon the employees etc. The leaders requested the CGMT to take necessary actions for supply of material like 5pr cable, drop wire etc. Centralized Organizational Structure for Mobile Service and Strengthening its infra structure for improving the services. We also requested the CGMT to take necessary actions to boost the morale of the officers and staff by withdrawing all vindictive actions, reinstating the facilities given to Executives and Employees by maintaining cordial relation with SSA heads, officers/ staff and union/associations.

During the 3 Hour long meeting, The CGMT informed that he always had very cordial relation with his officers, staff and unions/Associations wherever he worked and his only objective is betterment of BSNL. CGMT assured that he will ensure justice to all and will not let down anyone.

CEC of SNEA and Combined Meeting of Joint Agitation Committee on 4th November 2015 at Trivandrum
Dear comrades, it is proposed to conduct a CEC of SNEA at SNEA Bhavan Thiruvananthapuram at 10 AM on 4th November 2015. GS Com. K. Sebastin will address the CEC.

It is also proposed to conduct a combined Generalbody meeting of Joint Agitation Committee at 3PM on the same day at Bank Employees Federation of India Hall, Gandhariamman Kovil Road, near P&T Society, Trivandrum. CHQ and Circle Leaders will address the meeting.

All Circle Office Bearers, District Presidents and Secretaries, CEC Members and Branch Secretaries are requested to attend CEC meetings. Please ensure Maximum participation of Members from nearby SSAs also for combined General body meeting.

As per the submission before Hon. Supreme Court, BSNLCO issued order for Sri. M.S.S Rao as PGM, RTTC, Thiruvananthapuram with instruction to directly report to Director CFA, BSNLCO, New Delhi.

Congratulations Comrades!!!
The SLP filed by BSNL challenging the Ernakulam HC order on transfer of Sri MSS Rao is allowed by the Hon Supreme Court.

Hon Ernakulam HC directed that Sri M S S Rao shall be permitted to continue as CGM, Kerala for 2 months. Since Sri L. Anantharam was already joined as CGM, Kerala on 23.09.2015, BSNL approached the Hon SC by filing the SLP. BSNL pleaded that Mr Rao is in the Agreed list and he cannot be continued as CGM which is a sensitive post. More than that industrial unrest is going on in the Circle which he could not resolve as CGM. In any case, he cannot be continued as CGM. BSNL informed the Hon SC that Sri M S S Rao who is under compulsory wait will be posted as Principal, RTTC, Trivandrum and will ensure that it is not a lower post. This proposal is accepted by the Hon Supreme Court.

BSNL engaged Addl Solicitor General (ASG) to plead the case in the Hon SC.

This was what exactly we were doing relentlessly and could succeed not only in defeating such attempt but also could expose the true colour of so called “BSNL Protectors” . Yes it was with paying heavy price and sacrifices—Charge sheets, suspensions, transfers etc. We still feel proud for being acted in the best interest of the BSNL organisations.

It is a matter of shame for Kerala BSNL employees to observe this vigilance awareness week with a Circle head who is under vigilance inquiry and included in the “Agreed list “of officer under investigation by CBI and CVC.

In this Vigilance awareness week of 2015 let us observe 29th October 2015 as BALCK DAY of Kerala circle for having Sri. MSS Rao as CGMT who is under vigilance inquiry and included in the "Agreed List" prepared as per CBI & CVC guidelines and unfit to occupy sensitive post like CGMT.We also demand withdrawal of all vindictive actions like suspension, charge sheet and transfer against the whistle blowers - the latest being transfer of Com. K Mohanan Circle Secretary BSNLEU from Trivandrum to Kannur, Com. Biju Raghavan, Dist. Secretary BSNLEU TVM to Palakkad, Com. Sanal Kumar. S Dist. Vice President BSNLEU to Kannur, Com. Santhosh Kumar, Asst. Secretary BSNLEU to Kozhikkode, who are already under suspension.

All circle office bearers and District , Branch Secretaries shall send saving gram to CMD BSNL on 29-10-2015 urging him to take necessary action to comply with CVC guidelines as far as CGMT Kerala who is under vigilance inquiry and included in the agreed list.

Circle President of AIBSNLEA issued a show cause notice to a SNEA Member for participating in a Lunch Hour demonstration. Lunch Hour demonstrations are conducting during the Lunch Hour break without obstructing the regular office functioning and it is also recognized by BSNLCO as an approved form of expression to invite the attention of management to employees issues. The anti-Trade Union move of the Circle President who is a regular speaker of many Lunch Hour demonstrations organized by his own union or united forum is really a shame to all Employees and workers who has listened to him..



Dear Comrades , We are unable to find any objection for participating in demonstrations or Dharna, because we believe and reiterate that these are the legitimate right and mode of any Employees’ organization to show its protests to its Managements. But we are shocked by the above action from one of the office bearer may be some “ thanks giving for favors received”. We expect all may desist from such moves in future and be the part of working class, and fight against corruption and fight for BSNL.

Com. C.N. Prakash,SDE, Rajakumari, EKM SSA expired today due to a massive cardiac arrest. Residence at Santhigiri Jn. near NAD Quarters in between Kalamasseri - NAD Bus Route. Cremation on 17/10/2015 at 11:00AM at the residence. SNEA (I) Kerala Circle conveys its deepest condolences to the bereaved members of his family for this greatest loss.

State Convention of Joint Action Committee held at Trivandrum in a Grand Manner!!!
State Level Convention of Joint Action committee against Vindictive Actions of Circle Management held at Bank Employees Union Hall at Pulimoodu, Trivandrum on 05th October 2015. Joint Action Committee Chairman Com. George Varghese presided the convention. Joint action Committee Convener Com. K. Mohan, CS BSNLU welcomed all comrades and dignitaries to the function. Com. V.A.N Namboothiri, President BSNLCCWF inaugurated the Convention. Com. P. Abhimanyu GS, BSNLEU, Com. R. Rajan, CHQ Treasurer SNEA, Com. P.V Chandrasekharan, Com. N. A Abraham, Com. A.V Kuryakose, Circle President BSNLEU, Com. K. Sudheer Circle President, Com. Somasekharan Nair CS, CCLU and other CHQ and State Office Bearers addressed the convention.

More than 400 Comrades from different SSAs attended. The convention resolved to proceed ahead with legal and organizational actions at Circle and CHQ level till departmental actions provided under rules are taken against Sri MSS Rao who is included in the "agreed list" as per the report of CBI and CVC and defying Corporate Office orders repeatedly. CHQ congratulated comrades of Kerala Circle for our valiant and sustained struggle against corruption and for the legitimate demands of casual labourers in the interest of BSNL.

Sri. L.Anantharam has Joined as CGMT Kerala as per BSNL Corporate Office Order.
Later Sri. MSS Rao approached Hon. High Court for putting him under “compulsory wait”on the ground having included his name in the “agreed list”. Hon. H.C directed Hon. CAT to make an expeditious decision on his petition challenging the order within two months. Meanwhile the Hon. High Court also directed BSNL to allow Sri. MSS Rao as CGMT Kerala till the final decision of the CAT.

Dear Comrades, what we were telling all these days regarding the professional integrity of Sri MSS Rao has been exposed by himself before Hon. CAT Ernakulam.

Sri MSS Rao has approached Hon. CAT Ernakulam seeking stay on order putting him under "compulsory wait". After hearing the BSNL counsel, the court did not grant stay on the order and posted the case to 16-10-2015. The BSNL counsel informed the Court that Sri MSS Rao has been put under "compulsory wait" since his name is included in the "agreed list" prepared as per the instruction from Central Vigilance Commission due to serious allegations which are under investigation and presently at different stages for taking disciplinary actions. On hearing from the BSNL counsel, the Hon. Court refrained from interfering the order passed against an officer who is in the "agreed list" due to vigilance inquiry. The impleading petition filed by SNEA against the OA and the impleading petition filed by 6 BSNL unions (AIBSNLEA, AIGETOA, FNTO, NFTE BSNL, BTTU, BSNLMS) in support of Sri MSS Rao also posted for hearing on 16-10-2015. We are ashamed to report that six unions AIBSNLEA, FNTO, NFTE BSNL, AIGETOA, BSNLMS, BTEU in BSNL Kerala Circle approached Hon. CAT Ernakulam for impleading in the case of Sri MSS Rao.

Circle Level Joint forum met at Trivandrum and analyzed the new developments and decided to continue the agitations until the complete withdrawal of all vindictive actions by new CGMT.

Dharna Against the formation of Separate Tower Company by United Forum of Unions and Association and Sathygraha to withdraw all vindictive action against Trade Union and Association Leaders and Activists successfully held throughout Kerala.

BSNL Employees unanimously protested against the Formation of separate Tower Company. Mass Dharna were held in all SSA HQs.

Massive Protest Demonstrations held on 14.09.2015 against suspension of
Leaders/Members of SNEA and BSNLEU in Kerala Circle.

Massive protest demonstrations were successfully held in all SSA HQ, Circle office and major offices on 14.09.2015 against massive victimizations and vindictive actions by Shri MSS.Rao. From 15th September 2015, Dharna in front of all offices will be conducted along with non-cooperation.

The protest demonstrations were also successfully held in all circles as well as at Corporate office. At Corporate Office, Com. AA.Khan, President SNEA presided over the meeting. Comrades. GL.Jogi, Chairman SNEA, K.Sebastin, GS SNEA, Swapan Chakraborty, Dy.General Secretary BSNLEU and VAN.Namboodiri, President BSNLCCCWF spoke on the occasion. A large number of members from NTR and Corporate Office of SNEA & BSNLEU have participated in the programme.

Comrades, Contrary to the assurance given by Director CFA Shri.N.K.Gupta in the meeting held on 20-8-2015, that all vindictive actions taken by the circle management will be withdrawn, the Kerala circle administration is going ahead with vindictive actions against union/association leaders and workers. Unnecessary provocations are being created by the circle administration to book the leaders of unions/associations. Finally 15 leaders including the circle, district leadership were suspended without any genuine reason and only to establish the high handedness and the anti labour approach of the circle management. Instead of taking steps to create an atmosphere conducive for development, the administration themselves charging false police complaints and court cases against the leaders of the major recognized union of non-executive and the major executive union of SNEA and also CCLU leaders. Kerala circle has been earning profit since its formation with the hard work and dedication of its employees and not with the contribution of “smart working” any single person as claimed by Sri. MSS Rao.

Very Calculated and Brutal Move of Sri. M.S. S Rao even CMD was present at Ernakulam and a parliamentary committee meeting was on is nothing but questioning the authority of CMD and disrespect to the parliamentary committee. The CMD,Director HR, Director CFA were repeatedly assuring that there will not any vindictive actions in Kerala and Sri. M.S.S Rao will be shifted out of the circle as the permanent solution. The latest actions of suspension has made the whole system a mockery and challenged the authority of the CMD and BSNL Corporate Office.

Sri. M.S.S Rao has filed a Writ Petition before Hon. High Court of Kerala Against Director General of Police, Commissioner of Police, CI of Museum Police Station, BSNLEU , SNEA and CCLU with false allegations. The State Government has submitted that the Police was present at the CGMT premises and there was no law and order problem in the premises. The court did not accept the contention of the Circle Administration. The court issued a passing remark that the police shall ensure law and order situation for the functioning of Circle Office.

Later Leaders and activists of Joint Action Committee led by Circle Secretary, SNEA Com. George Varghese, Circle Vice President BSNLEU Com. Peethambaran and Dist. Secretary BSNLEU Com. Premkumar, District President SNEA Com. Joseph Lukose met CMD Sri. Anupam Shrivastava at Kochi and appraised the grave situation We have pointed out that this assurance from corporate office is repeated for more than one year but the situation is worsening day by day contrary to the assurances and requested immediate tangible actions. ' I am aware of the present situation in Kerala Circle. You All are my people and Justice will be served very soon, I will not let down my people into troubles' is the assurance given by CMD.

Comrades, in this grave situation where the Circle Administration attacking Trade Union freedom and Rights by suspending Leaders and Activists, we are starting our Real struggle for Saving Kerala Circle. 29th All India Conference of SNEA successfully held at Jaipur from 5th to 7th September 2015

Kerala struggle was in the center stage in all deleberations and in the open session.

During the commencement of Pre AIC CWC, Flag Hoisting of AIC, Inaugural Function in presence of Director HR, Open Session in presence of CMD and Director CFA and in many other occasions, the house congratulated the untiring and unparallel struggle and sacrifices of Kerala Comrades with standing ovations. In the Open Session Com. V.A.N. Namboothiri Chairman Joint Forum demanded CMD to implement his assurances to save Kerala Circle without any delay.



New Office Bearers were elected unanimously for next tenure. Com. A.A. Khan elected as new CHQ President, Com. K. Sebastin elected as new General Secretary and Com. R. Rajan elected as Treasurer. Com. Adsul who is the present CS, Maharashtra was elected as Deputy General Secretary. Com. P. Padmanabha Rao was elected as AGS and Com. Panduranga Nayak was elected as Joint Secretary (South). The AIC unanimously resolved to honor Com. G.L. Jogi, the Roaring Lion of BSNL by nominating him as the Chairman of the Association.

In his opening remark as President, Com. A.A Khan categorically emphasis that settlement of Kerala issues at any cost is the primary focus of the new body. AIC registered its strong concern and protests in the downtrend of Kerala Circle in the Basic Service Segment like Landline, Broadband and Mobile Service for the last two years when almost all circles have shown positive signs . All Circle Secretaries expressed their strong protests in the delay of the settlement of Kerala issues and demanded for the immediate trade union program at All India Level by giving notice by the CHQ. AIC passed the resolution to strengthen the struggle of Kerala by conducting Massive All India Trade Union programs along with BSNLEU if the issues are not resolved as committed by CMD. AIC concluded at 5AM on 8th September 2015.

Protest Demonstrations from 1st September 2015 Started vigorously at Circle Office.

Sri. MSS Rao perpetuates his vindictive and provocative actions by endeavoring to build up erroneous cases against Association and Union Leaders by surprise inspections. To show his supremacy, meetings are also being arranged in the Circle Office. The portfolios of GMs are also changed to suit his personal requisites. Employees, Workers and Officers vigorously protested against the endeavored Vindictive Actions and show off of supremacy by conducting mass Protest Demonstration in the Circle Office.

Sri. MSS Rao has requested the Police Assistance under his signature and ultimately our Brave Fighters were abstracted forcefully by the Police. The meeting scheduled was lasted for only few minutes for name sake. Dear Comrades, we cannot allow the continuance of Sri. MSS Rao as it was categorically assured by Director CFA for the peaceful atmosphere and prospects of BSNL Kerala Circle. We will continue our struggle till the ultimate goal is achieved.

Protest Demonstrations held throughout the Circle by BSNLEU and SNEA demanding implementation of All Commitments made by Director CFA to the Joint Agitation Committee including Change of Sri. MSS Rao. Huge turn out was reported in all Centers. Circle office was virtually came to a stand still in spite of heavy deployment of Police Force. Staff meeting and Sweet distribution programmed by Sri. MSS Rao could not be carried out.

At Corporate Office, CHQ leaders of BSNLEU and SNEA met CMD and Director HR and urged for immediate settlement of Kerala decisions intimated by Director CFA to the Joint Agitation Committee on 20th August 2015. CMD assured that Corporate Office is on the job in a fast track manner.

Valiant Comrades of Kerala once again shown their Massive Protest with a gigantic CGMT Office March from Students Center, Palayam to Circle Office. Nearly 2500 activists including hundreds of lady comrades participated in the March Led by Samara Sahaya Samithi. Leaders of State and Central Employees and Officers Unions/Associations Led the March. The mammoth meeting after the March was presided by Com. P.V Chandrasekharan. CS, BSNLEU Com. K. Mohan, CS, SNEA Com. George Varghese, CS CCLU Com. Somasekharan Nair and other State and Central Leaders of Service Organizations addressed the meeting.

The Meeting with Director (CFA)

By evening, we were invited to the meeting chaired by Director CFA Sri. N.K. Gupta for settling the demands raised by Joint Agitation Committee. Sri. A.K Jain CGM, NCNGN, Sri. R.M. Subbaiah, CGMT, Kerala, Sri K Kolanthavel PGM Finanace, Sri. George T Mathai , Sr. GM, Kottayam, Sri. Prabhakar GM (S&M CFA), Sri. Satish Ram GM, Alappuzha, Sri. Sathyamurthi, GM (HR) Sri Nirmal P G ,GM IT and other senior officers were present in the meeting. Circle President of SNEA and BSNLEU, Circle Secretaries of SNEA, BSNLEU and CCLU and other CHQ, Circle and SSA Leaders of SNEA, BSNLEU and CCLU represented Joint Agitation Committee. Representative of Contractors were also present in the meeting.

Wage Enhancement of Casual Labours

Three Important Items were discussed in the meeting. And the most time consuming process was to fix the wage enhancement of Casual Contract labours. The item was discussed in length and breadth taking all aspect into account. Financial obligations to BSNL on Wage hike, Social Security and statusof Casual Labors and requirement of a Legitimate Tendering process to make a vital enhancement in wages were discussed. We have elaborated the way in which minimum wages were fixed in the on-going contract system. Finally Director and CGM NCNGN were convinced and they have told that the wages should be increased reasonably to ensure the availability of Continuous Manpower with experienced labours by protecting their social security. From the Minimum Wage Rates for different Categories finalized by Kerala Govt., it was found that minimum wages is fixed @Rs 340 for some category of labours instead of the present rate of Rs. 236/- and Rs. 258/- as fixed in the on-going contract system. The Director requested us for some more time to fix the amount with a reasonable hike because he wanted to get the approval of Management Committee. He has also suggested to constitute a committee by including one representative from Labour side to recategorise the nature of labour so that the wages can be increased as suggested by us. We have requested the Director to take necessary approval to fix the wages at a minimum of 340/- with only two categories as followed in the present system. The Director assured that the wage hike will be decided in 30 days and will be reasonable and which will not disappoint the Labourers and it will be effected from 1st of August 2015.

Wrong HR Policies and Service Related Issues

We have elaborated the Wrong HR and Service Policies adopted by Sri. M.S.S Rao as CGMT. Curtailing the Freedom of Association and Union Rights by initiating vindictive Actions, Rationalization Policy, Derailing of Smooth Transfer Policies, Disconnection of RSTC beyond 8Km, removal of STV to TMs, removal of Data Facility, destruction of Centralized Organizational Structure of Mobile Service, Service deterioration, Threatening SMSs and Orders in the name of smart working, unproductive project like DCRMS and harassment against Top Managers and Officers in Webinars and Meetings etc were broadly narrated to the Director and The CGM NCNGN. We have also pointed out his purposeful negligence by violating all hierarchies in the company in implementing the orders from the Supreme Authority of BSNL, Corporate Office. The Director and The CGM NCNGN patiently heard all our submissions about autocratic and unilateral wrong policies of Sri. M.S.S Rao. The Director and The CGM NCNGN expressed their anxiety and concern about total collapse of Service in the last two years. They observed that the lack of timely intervention of The Circle Management at the initial stage of industrial unrest only made the situations in Kerala Circle in an unfortunate Diemensions and the Kerala Management is completely responsible for creating and developing such circumstances to an exploding situation. Sri. Anil K Jain, CGM NCNGN pointed out that Kerala is the Engine of BSNL and the circle is deciding the direction of the company. Hence Corporate Office could not allow such a bad situation continuing in Kerala. Finally Director pointed out that as far as Kerala is concern, Sri. M.S.S Rao is a History and he will not be sent back again to Kerala.

Vindictive Actions

The Director entrusted the new CGMT Sri. R.M. Subbaiah to settle all vindictive action during the protest period of Dharna, Relay and Indefinite Fasting etc. It was already reported earlier as the decision of National Council Meeting that taking part Dharna, Protest demonstration and Fasting will not be treated as Strike. Hence all vindictive actions such as Charge Sheets, Dies-Nons etc initiated/implemented in the wrong interpretation of Strike and all Vindictive Transefers imposed on Union and Association Leaders, Office Bearers and Activists are decided to settle as agreed by CGMT Kerala Sri. R.M. Subbaiah.

Comrades, We are thankful to Sri. Anupam Shrivastava, CMD BSNL for his timely intervention to resolve the issues. We are very grateful to our Director CFA Sri. N.K. Gupta who is the in charge of Southern Zone for coming down from Delhi only for settling our agitation. We are also thankful to Sri. A.K Jain, CGM, NCNGN for his timely interventions and advices to settle the agitation . We are very thankful to our New CGMT Sri. R.M. Subbaiah for his lenient view to settle the agitation by taking the Field realities into account. We are very thankful to All MPs, All Political Leaders who love BSNL Kerala, Com. P.V Chandrasekharan, All Leaders of State and Central Service Unions/Associations, All Trade Union Leaders for your tremendous support and timely advices. We are very thankful to CHQ Leaders of BSNLEU and SNEA, especially Com. Abhimanyu GS, BSNLEU, Com. V.A.N Namboothiri Convener JAC, Com. G.L. Jogi President SNEA and Com. K. Sebastin GS SNEA.

Comrades, without you, This agitation would not have been a great success. You stand as a rock behind the Leaders even many vested interests were making many spurious reports about the developments and tried to irritate you. Even The Director CFA mentioned your patience and discipline you have shown when you have assembled in thousands in the premises of Circle Office.

We proved that neither self proclaimed and fake achievements through different medium nor personalized and blind praising nor aggravating Notices against the trade union ethics are the strength of a successful trade union movement but the Unity, determination, endurance, consciousness about the right of a labour and above all Courage to react to protect the self-respect of the employee. Immense pressure created by our untiring and brave movements forced CMD BSNL to send the Director CFA to settle the issues. This was the first time in the history of BSNL, any Top Executives from BSNLCO were being sent to a Circle to settle the local issues. We can proud that due to our fearless fights, other Associations/Unions also got a chance to meet the Director at CGMT Office.

Once again Congratulations to all Valiant Comrades irrespective of the Class and Cadres. Our Unity proved that there is only one color, one Voice and One Class for workers and our Unity has only one result, Success. Lets continue this unity to derive new directions to our Circle and also to entire BSNL Family. Each one of you can be proud that you were the part of this historical movements which will be written in the golden letters in history. Now it is our responsibility to prove that the Kerala circle will regain its glorious period under the new management culture and motivated staff.

The Meeting Lasted for Two and Half Hours. Director (CFA) Sri. N.K. Gupta and CGM (NCNGN) Sri. Anil Jain, CGMT Kerala Sri. R.M. Subbaiah and other Senior Officers represented administration. CS BSNLEU, CS SNEA, CS CCLU, CP BSNLEU, CP SNEA and other Leaders represented the Joint Agitation Committee. After the positive assurance got from the Management, Joint Action Committee decided to Call off the On-Going Agitation. Congratulation Comrades, It is the Victory of our Unity and Courage!!!

Dear Comrades, We will have further discussions on HR and service policy matters with administration to bring back a healthy working atmosphere in the circle.

Kerala BSNL Service Stand Still as Employees protest at its peak

The Agitation called by BSNLEU and SNEA(I) is going to its peak as non Co-Operation severely affected the services. Faults are climbing up. Offices are closed. CSCs are non functional.
Kerala Circle is plunging into deep crisis day after day. Industrial turmoil is at its peak. Who is responsible?
From some part, it was asked that our services were going worse due to on-going agitational actions.
Who is the responsible for this service deterioration? What was the condition before starting the agitation?

Reduction of DEL from 29Lakhs to 21 Lakhs in Two years, who is responsible?


Disconnection of 8 Lakhs Landline in Two years due to shortage of Material and Man Power, who is responsible?


Landline Revenue decreased by 8% wrt Last FY, who is responsible?


Reduction in NPC Provision by 50% due to Materials and Man Power, Who is responsible?


In this Data era, Broadband registered negative growth for first time, who is responsible?


When our opponents are growing by double from last year, our GSM prepaid provision has shown negative growth?? Who is responsible?


From 12%, Mobile Revenue growth decreased to 4%, who is responsible?


MNP Port-in were far less wrt previous years due to service instability, Who is responsible?


MNP Port out overtook Port in due to poor network quality mainly due to Poor Battery backup, Who is responsible?

We were continuously reminding the administration about fast service deterioration due to shortage of Manpower and Material and also unhealthy working atmosphere prevailing in the circle. But administration never gave their attention to real field issues rather they focused on unproductive and visionless projects like DCRMS and unhealthy and autocratic HR Policies in the name of 'Smart Working' and 'Rationalization'. Which is the real cause of the strike.

Dear comrades, this is the fight for protecting BSNL Kerala. Unprecedented to its history, Landline sector registered more than 15% disconnection in Last year and lost more than 25% in the Last Two years, at the same time we lost only 22% for 8 years from 2004 to 2012!!!. Our Mobile Sector Revenue growth as well as customer base withal in negative trends. Port Out overtakes Port In. Broadband Customer base commenced negative for the first time.

Very Effective Transfer policies prevailed in the circle have abolished in the name of rationalization and unprecedented to All India Transfer Policies, man power from shortage SSAs were decremented. Well performed TMs worked in Internal, Marketing and Customer Cares were sent out to External in the name of Smart Working, DGMs and DEs were called to Circle Office and were interrogated and mortified in the name of management meetings

Without spending much in Capital expense for purchasing new equipments for upgrading infrastructure like Battery and Power Plant, Service were deteriorated and purposefully shown Profit when the Major sectors like Land phone revenue and Mobile Revenue growth registered negative. Without giving even 50% of the Market Rate of Labour Charge, situation engendered such as Casual Labours are leaving BSNL and left the Executives into immensely colossal crisis. Executives working in the field were tortured without giving sufficient material, money and Manpower for maintaining the network.

With Visionless Management, equilibrium subsisted in Kerala was consummately collapsed. Few SSAs were marked as excess Man powered SSAs and some SSAs were marked shortage only by simple mathematics and without taking any field realities such as financial, industrial geographical and historical importance into account. After collapsing all equilibrium, new JTOs were pumped into far away stations which were marked as Excess by the administration!!!.

Implemented ERP without any consultation and home work, and purposefully collapsed Mobile Services when BSNLCO injuctively authorized all circles to follow Kerala Model. Without permitting field executives for maintenance, they were coerced to do baseless projects like DCRMS and Pillar and Power Plant photos etc. Without allowing executives to analyze the fault to make remedial actions, they were authoritatively mandated to cook Report and Power point Slides to embellish weekly Management meetings. Wasted Day and nights of DGMs and DEs into Webinars and Meetings and diverted their attention from the real problems being faced in Field.

Dear Comrades, when we questioned all these irregularities, we were punished with Charge Sheets, Dies Non and Transfers. No Action taken for the betterment of the service by the Management. Protests of Casual Labours was neglected even after repeated requests of Labour Commissioner. This situation was invited by BSNL management both in Kerala and Corporate Office. BSNLCO was inactive whenever we were trying to brief the issues prevailed in the field. Kerala Management ignored our repeated requests for improving the service and also to create a healthy working atmosphere.

Dear comrades, We got many historical achievements due to our Massive movements. 22.5Million GSM expansion in 2007 was possible only due to our Massive Movements, 100% BSNL share still with Government of India only due to our Massive Movement against disinvestment, 78.2% DA Merger was become a reality only due to our massive Movements, and during April 2015, Govt. decided to refund spectrum charges and also declare a lot of aid for BSNL to make a better service only after our Massive Movements, Hence our Unity can make vital changes.

This struggle is to make our service more better by ensuring continuous Labour assistance, sufficient materials in a healthy working atmosphere. Please don’t feel that our services deteriorating due to our Agitation, these small wounds are for the permanent medicine for the chronic disease affected in our Circle. Lets keep our unity, Intensify our struggle, March Ahead, Lets fight for our Goal, Final victory will be ours which will create a very healthy, fearless, confident and Highly productive working atmosphere.

Meeting with The CGMT , Kerala and SNEA (I) on 10th August 2015
Association Leaders led by Circle Secretary met CGMT Sri. R.M. Subbaiah on 10th August 2015 and discussed the following items.

1. Vindictive Actions on SNEA Leaders and Members:- The CGMT assured that he would stand on his commitment to withdraw all Vindictive Actions as directed by Corporate Office.

2. Store and Service related issues:- The CGMT informed that he already wrote to Corporate Office to allot 6500Km 5 Pair Cable after analyzing each and every justification and norms and expected the store very soon. And he assured the he will take all efforts to get more stores.

We also requested the CGMT to reinstate the Transfer Policy which was existing in the Circle to avoid anxiety of all Executives and also to bring a transparency in the transfer Orders and also to implement Corporate Office Order for Centralized Organizational Structure for Mobile Service in Post ERP era for a Better and well optimized Network and Service.

CGMT assured that He will bring back everything into Normal and he requested for reasonable time for resolution of all issues. He requested all Employees to work hard since lot of Faults are pending in the field and Lot of NPCs are also to be provided. He also appealed our concerted effort to improve the service immediately.

Congratulations to all.. Our Kerala comrades created history. Their continuous struggle on various issues reached finality. Ultimately, BSNL Corporate Office restored it's authority by issuing ultimatum to settle all issues by 4 pm today. New CGM took charge in the evening and all vindictive actions withdrawn by new CGM. Transfers will be cancelled, all charge sheets withdrawn. CGM shifted. Labour issues resolved. Joint agitation with BSNLEU from 03.8.2015 given new dimension to the whole struggle.
Hats off to the comrades of Kerala circle for taking the struggle to a logical conclusion and giving a new dimension to the struggle by SNEA. There is no words to thank CMD, DIR (CFA), DIR HR, CGM, NCNGN, Sr GM (SR) and other senior officers for timely intervention.

Congratulations to Valiant Comrades for the Historical Win!!! As per the Discussion with Management chaired by our NEW CGMT Sri. R.M. Subbaiah and Joint Agitation Committee of SNEA and BSNLEU, the management agreed to following demands raised by us.

1. Rs. 100/- hike will be given to Casual Contract Labours as an interim relief. For finalizing the wages and bonus, a committee will be constituted by next week and will be settled in limited time frame.

2. All Vindictive actions like Charge sheets and Dies Non implemented on BSNLEU and SNEA comrades since June 2014 are withdrawn

3. All Vindictive transfers implemented on SNEA and BSNLEU comrades will be withdrawn and further Meeting will be held with SNEA on Monday, 10/08/2015 for settling inter SSA Vindictive Transfers and discussing other HR and service issues raised.

4. Circle Administration ensured that there will be determined effort to create a healthy working atmosphere to improve the service and staff relation.

BSNLEU and SNEA(I) Kerala circle on agitation against the anti employee attitudes of circle management.

The combined working committee of BSNLEU and SNEA ,Kerala Circle held at Trivandrum on 28.7.2015 discussed the present state of affair regarding BSNL services and HR environment prevailing in Kerala Circle. The meeting noted with serious concern the reduction in growth of BSNL services in all areas viz Landline, Broadband, Mobile Services etc in the last two years with respect to the preceding period .

The meeting also expressed its serious concern over the repeated attack on Trade Union and Association activities by the circle management by ways of police intervention, transfer, charge sheets, dies-non etc without any rhyme or reason.

Hence the meeting decided to launch the Indefinite Fasting at Circle Office and Lunch Hour Demonstration at All SSA HQs from 3rd August 2015 and Non Cooperation from 10th August 2015 to redeem the BSNL Kerala Circle from the prevailing precarious situation.


Workers, Non Executives, Executives and Senior Management of Kerala Circle is reeling under a unprecedented working environment which is defeating the initiative taken at corporate office level and the CHQ of all unions and Associations for the revival of BSNL by launching new plans and aggressive marketing and developmental activates .

Under the present situation, Kerala Circle will be missing this golden opportunities as long as the Workers, Non Executives, Executives, Staff Representatives and Senior Management are taken into confidence by a rational approach of the Circle management.

GS and CHQ president met CMD(BSNL) and appraised him the developments in Kerala Circle and the continuing vindictive actions of CGMT/Kerala. The trade union rights are neglected and the working atmosphere is further worsening. Casual labourers are on agitation for the last four weeks and service is badly affected. Vindictive action is continuing against the Office bearers of BSNLEU also. Further we informed the CMD that the orders issued by BSNLCO with the approval of then CMD/BSNL as settlement of the agitation in Kerala is not implemented by the CGMT. If the instructions of CMD itself is defied by the CGMT, then who will listen to the CGMT and what discipline will be enforced in the Circle.
CMD immediately directed DIR(HR) to see that whatever the instructions are issued by the CO, it is implemented in letter and spirit by the CGMT/Kerala.

CGMT Kerala is continuing his vindictive actions on SNEA (I). Latest Victim in this series is Com. Santhosh Kumar. T, SSA Secretary SNEA (I) TVM who has addressed BSNLEU’s Strike at Circle Office on 22nd July 2015 after Office Hours. This has provoked CGMT and now he is transferred to Kannur in an arbitrary Manner. Earlier Com. Santhosh Kumar. T was transferred from Circle Office to Trivandrum SSA for steer heading the SNEA Agitation at Circle Office during July 2014.

As part of the Agitation conducted by SNEA (I) during June, July 2014, CGMT has started vindictive actions on Association Leaders and activists. Circle Treasurer Com. Premkumar G, SSA President Com. Narendra Kumar, Circle Office Branch President Com. J.V Ramana, RTTC Branch Secretary Com. Sudeep Kumar. V.P, CEC Member Com. Sabu V.G and many other activists of SNEA were transferred to remote stations as the part of Vindictive Actions. SNEA (I)'s Determined Fight for the Protection of Legitimate Right of Standard Pay Scale -E2/E3- for Basic Cadres - JTO&JAO / SDE&AO - Coming to a Reality... Joint Committee Constituted during the discussions to settle the Agitation Called by SNEA (I) in April/May 2015 decided to recommend E2/E3 for JTO&JAO / SDE&AO ... Congratulation Comrades... This is the victory of each one of us... We are not fighting for Individual Achievments... but for the betterment of Entire Cadre... Proud to be the member of this Mighty Association....

The Joint committee meeting held on 09.07.2015 for the Implementation of standard pay scales of E2 and E3 replacing non standard pay scales of E1A and E2A come to a historic decision to recommend standard pay scales E2 and E3 replacing non standard pay scales of E1A and E2A w.e.f 01.01.2007 for the basic cadres of JTO/JAO, SDE/AO and equivalent cadres.

This acheivment will have everlasting and cascading impact on Future pay revision and status of Executives of BSNL. This Association was struggling for E2 Pay Scale for JTOs at the time of formation of BSNL in 2000. At that time we could compel the management for accepting E1A Pay scale instead of the offered E1 Scale. Afterwards it was our attempt to get a revision equivalent to E2 during 2nd PRC. But BSNL Management decided to offer revised scale of 16400/- equivalent to E1 Pay Scale. This has resulted huge Pay loss to the tune of more than Rs. 5000/- to JTOs joined after 2007. Once again we have started our efforts in different form, firstly All JTOs of 2005 Batch were granted 30% fitment irrespective of the Date of Joining and thereby their loss was addressed. Then by our sustained efforts 5 increments were granted to JTO/JAOs of 2007 and 2008 batches as a interim measure till finalization of Standard pay Scales in BSNL.

Though BSNL tried to get approval for the E1A and E2A pay scale from DOT and DPE, we could see that DPEs not approving non standard pay scales. With this we again asserted before the management for approving standard pay scales of E2 and E3 as has been done in other PSUs where non Standard Pay scales were in force. Our struggle in various occasions was finally culminated in April/May 2015 for the reconstitution of the Joint Committee with a specific mandate to decide on the Matter within Three months, after the Joining of Sri. Anupam Srivatsava as CMD BSNL.

While some groups were apprehensive about the benefits of their group, we solely concentrated the upgradation of the Cadre irrespective of the benefit to each group and suggested viable means for the resolution of the issue. It may be recalled that some groups are even questioning the reconsititution of the committee. But today we are able to see the result of reconstitution of the committee by the initiative taken by SNEA (I).

Arrears will be paid once company become profitable. The official side strongly opposed any cascading effect as it is not in the purview of the committee and having huge implications in the future even though all Associations demanded for the same.

By this, one of our major demand for standard pay scales of E2, E3 etc for JTO/JAO and SDE/AO is nearing resolution and further we could stop the proposed move to demote the basic cadres of JTO/JAO and SDE/AO by reducing the pay scales.

The Jt committee was reconstituted on 08.05.2015 as a result of the SNEA(I) agitation in April/May, 2015 and the fruitful discussions held on 06.05.2015.

The next meeting of the Jt committee will be held on 27.07.2015 for discussing CPSU cadre hierarchy and first TBP uniformly after 4 years.

Congratulations to one and all, Congratulations to Com. K. Sebastin, General Secretary who was the master brain behind this Initiative.

We could achieve the upgradation for the Basic Cadre during the central pay revision in 1986, in 1996 and now in the First pay Revision of BSNL in 2007, which no other Unions/Associations under any PSUs can claim. Now it is the time for each and every executives, particularly the new entrants to decide which Association can achieve and safeguard their genuine demands.

The Arbitrary Transfer order issued by the Circle Administration transferring SDEs from RTTC without observing any norms is Stayed by Hon. CAT EKM upto 17thJuly 2015 in spite of the arguments by BSNL that the officers were relieved as per the order which is issued only Yesterday, on 07 th July 2015.

We wish, the Circle Administration will show more enthusiasm, attention and lightning actions in Service related issues rather than destroying the morale of the Employees.

Our CEC Member, TVM Com. V. G. Sabu has been awarded Degree of Doctor of Philosophy in the Faculty of Management Sciences by Mahatma Gandhi University, Kottayam, Kerala.

The title of the Ph.D. Thesis is “A Study on Marketing Strategies of BSNL in Telecommunication Services - A Comparative Study with Private Sector Telecommunication Service Providers in Kerala.”

Circle Administration continues the Pick and Choose Transfers, leaving behind the executives in uncertainty.
Adding uncertainty to the pending transfer requests of officers transferred in the interest of services during 2013 and previous years, now the Circle Administration is issuing a few transfer orders in a pick and choose manner. This has resulted much resentment and created frustration among the officers.

We urge the Circle administration to stop these arbitrary practices and consider all cases in a transparent manner as practiced in the circle.

The committee constituted by Management held discussions with the GSs of SNEA(I), AIBSNLEA, AIBSNLOA and AIGETOA on 30-06-2015 on MT recruitment.

Assn demanding rect of MTs from Intl candidates for the last so many years to fill up the vacuum at the top level management. Even we demanded creating about 300 additional DGM posts and fill it through internal candidates. From 2010 onwards we fought in the court for changing the eligibility criteria for Intl candidates and we succeeded in January, 2013 and accordingly MT RR also amended. From that time onwards Assn was strongly demanding filling up of MT posts from among Intl candidates. Even on 10.02.2014, Assn served notice on HR issues and rect of MTs from Intl candidates was one of the demands. So MT rect from among Intl candidates to take place in the larger interest of the Organization, Assn pointed out. At the same time there is no need for Extl MT as sufficient talent is available within the organization and MT(Extl) rect process should be scrapped, Assn demanded.

It is our considered view that till CPSU cadre hierarchy is implemented, present promotional avenues to continue through DPC, LDCE, MT etc. We cannot put on hold the entire promotion in the pretext of CPSU hierarchy implementation going to happen in future. Both LDCE and MT are two fast track promotions overlooking the seniority.

In case of postponement or cancellation of examination, legal issues will crop up as internal candidates will definitely challenge the decision and in the whole process BSNLMS RR and implementation of CPSU cadre hierarchy also will be affected. So all these issues are to be taken into account, Assn told the committee.

GM(P) suggested that since examination will be held only after 15th August, after the joint committee is supposed to submit the recommendations, BSNL will conduct MT exam for Intl quota alone and consider postponement of Extl MT. This proposal is not accepted by some. Finally GM(P) informed that the views of different stake holders, ie. Assns, Unions and Management will be communicated to CMD. GM(P) informed that other than Assns, other stakeholders are demanding MT recruitment on the larger interest of the company. The number of registrations from internal candidates touched 10,000.

Some simple questions our friends are to answer:-

If you are concerned about seniority, why our friends are not opposing the recent LDCE?
Why they are not demanding abolition of LDCE like MT?
Why they are demanding eligibility in DGM recruitment overlooking the seniority of thousands and bypassing SDE, Sr SDE and DE grades?
Why they even gone to the courts for getting eligibility?
If LDCE and DGM direct recruitment on fast track promotion are good, then why MT is opposed?
Is the real agenda is to block 2005, 2007 and 2008 rect JTOs getting fast track promotion?
Are they want to stop the fast track promotion to 2005, 2007 and 2008 rect JTOs? Why the double stand?
Is MT rect is more important than E2, E3 pay scales and CPSU hierarchy and other HR issues for them?
If not why they are not ready for an agitation earlier on pay scales, CPSU hierarchy etc?
Why notice only when MT notification issued? That also adding the pay scales and CPSU hierarchy issue in the notice when those issues are referred to a fast track committee and already discussion is going on in a weekly basis?
Everybody in BSNL knows for the last one year MT rect process is going on? So the intentions???
Is it to deviate attention from the achievement of SNEA(I) on reconstitution of the committee and settlement of the issues? Or they want to linger on the issues?
Are they not interested to send the ITS back to DoT?

More importantly, what is their stand on continuation of ITS in BSNL? Yes, one section never demanded the repatriation but the other one is there in the court also demanding repatriation. Without allowing Management to create an alternative Mgt in place of ITS, how we can expect they will be send back to DoT. This is the question asked by the Hon courts? Can we create a top management in BSNL on conventional methods? Some are never bothered about BSNL and to fight for any issue regarding future of BSNL and not joined in any agitation also. Anyhow one good development is that now everybody want to see that the joint committee constituted after the agitation of SNEA(I) on 08.05.2015 is working overtime and competing the task by the targeted date of 15th August. It is a very positive development to see our demand of standard E2, E3 scale is settling and discussion on Time Bound Functional promotion or CPSU cadre hierarchy is going to start next month. Even after recommendation, pay scale issue may be settled early and CPSU hierarchy may take may take more time to complete the formalities and start implementation. That itself will be a great achievement. Our entire focus is on the settlement of these two HR issues and completing the DPCs and other promotions.

CS Writes to CGM regarding Pending HR issues

CS writes to CGM to inform the decision of CEC on the pending HR issues. The CEC meeting of SNEA Kerala Circle held on 13-6 2015 have decide to once again urge the Circle Management to take necessary actions for the redressal of the following demands.

I. Issue Transfer Orders on requests from the officers transferred in the interest of service during 2013 and previous years.

II. Implement Corporate Office Orders for settling the Agitation of SNEA(I) in 2014.

III. Reinstate Data facility in Service Mobiles to executives

IV. Implement the order to restructure the Mobile Service in Post ERP environments as per the recommendations of the Restructuring Committee.

V. OMCR modification at Ernakulam may be reviewed by considering the suggestions for staff amenities and working space.

VI. Stop all pick and choose transfer orders without following norms .

Report of Circle Executive Committee Meeting
at Ernakulam
On 13th June 2015

The Circle Executive Committee Meeting of SNEA (I) held at SNEA Bhavan, Ernakulam on 13th June 2015. More than 60 CEC Members attended the meeting. The meeting presided by Circle President Com. K. Sudheer. Our beloved General Secretary Com. K. Sebastin was the Chief guest. Our Ex. Circle President Com. K.D. Sebastian attended and shared his views and ideas for the future Programs.


At the outset CEC bid tribute to the departed Comrades Late. Com. Babu.PJTO,Karyavattom, TVM SSA and Com. P.T. James, SDE, Panambilly Nagar, Ernakulam. Com. Ravi P.P, Area Secretary (South) recollected the commitments of Late. Com. Babu.P as an Officer as well as an Association Activist. Com. John Benedict, Asst. Secretary, EKM SSA shared the committed and dedicated work of Late Com. P. T. James.


Most of the Members shared the Anxiety and Protest about the in-ordinate Delay in issuing Request transfer Orders which really led the circle to an Uncertainty. CEC also viewed the Pick and Choose Transfer orders issued from Circle Office are highly objectionable. Transfer Orders violating the Long Stay List issued from Circle Office against SNEA Members in Electrical and Telecom Engg wing are also discussed and CEC has expressed strong protest in those cases.


CEC expressed that Corporate Office has no interest to implement its orders issued to Circle Office. By violating all Hierarchy in the organizational Structure of BSNL, orders from the Higher body is being rejected or unaddressed by a Circle Management time to time. Orders regarding settlement of Agitation of SNEA (I) Kerala in 2014 and the Very Important recommendations of Restructuring Committee to demerge Mobile Services and bring back under a Central Management to improve the efficiency of the Services were kept idle or unaddressed or neglected by Kerala Circle Management for months together.


Data Service Withdrawal from Service Mobiles of Executives was widely discussed. CEC expressed its strong protest against the withdrawal of Data Services and decided to demand restoration of the Data Services for the operational and marketing activities. In the present set up,executives are really felt ashamed when some customer complaints are coming about Data/3G. CEC felt that these moves are really demotivating the executives. CEC decided to discard the Present inferior Service Mobile Connections having only Voice and SMS facility if the DATA is not restored shortly.

Our Beloved General Secretary Com. K.Sebastin addressed the CEC. He assured that CHQ will pursue to execute all Orders issued from Corporate Office to bring back smooth working culture in Kerala.


GS expressed his confidence in the New CMD Sri. Anupam Srivatsava with full fledged Board of directors like Director (HR), Director (Finance), Director (EB) etc for ensuring BSNL viability. All these directors at the top managements are BSNL Absorbees and having more than 4 to 6 years services. With this one of Major Demand – BSNL WANT OWN TOP MANAGEMENT - has come true and GS shared his hope that new ideas of the management would guide BSNL to a new glory.


Regarding the Service issues, GS expressed that even after commissioning of 20000 Towers in the country out of planned 27000 in the last phase, the revenue is not increasing. As we are getting huge public protests to implement more towers, to widen our network BSNL Management is in the discussions with other operators to make Active Infra Sharing by enabling our customers to roam intra circle and inter circle in other operators network too wherever the customers are getting dominated signal level. GS told that its Technical Feasibility Testing is under way and it may likely to launch soon.

Regarding Implementation of NOFN Project, GS told that, we have only commitment to execute the project and whatever the stores given to BBNL on Loan Basis may take back not as Cash, but as required stores. And also informed CEC that installations of OLT equipment for NOFN project is not done by BSNL and also there is no contract signed by BBNL and BSNL for AMC of the same, so BSNL has no liability to attend the fault in the equipment or Cable side at present. Moreover he informed that BSNL is going to take 25000Km Fiber from BBNL as Lease basis so requested to project the requirements to meet the service demands.

Regarding the implementation of E2 and E3 as the Basic Standard pay Scales for JTO and SDE, Even though other Associations are making many queries regarding pay anomalies likely to come up as part of the implementation of E2 and E3 and some of them are demanding for implementing Pay upgradation to all pay bands, GS told that such queries and demands are only to help BSNL Management to keep the item pending and it would not help the executives. Our Genuine demand is the pay protection of the Basic Cadre of executive. Even in the last JTO RR published by Corporate Office, the pay scale was published as E1 for JTO, and it would badly affect the cadre in the next pay commission report if we are not settling the issue of before next pay commission. Hence GS assured that in the upcoming meeting also we will try to resolve the issues of Standard pay scale of E2 for JTO/JAOs and E3 for SDE/AO and also assured that any anomalies can be settled by mutual discussion with management.

Promotion was One of the Other topic discussed in the meeting by GS. To overcome the unscrupulous Legal fights in many courts, implementation of CPSU hierarchy for Time Bound Functional Promotion would be the only solutions. Elaborating the importance of CPSU Cadre Hierarchy, he pointed out that while Finance Wing are now promoting 2010 Recruited JAOs as AOs, JTOs of Engineering wing and Civil/Electrical Architecture Wings recruited from 1995 and 1992 respectively are still waiting for their promotion. To overcome this disparity due to many court Cases and administrative delays CPSU hierarchy is a Good solution. The Point needs more discussions at various levels to overcome the implementation difficulties. He assured that SNEA(I) will follow up the developments of the discussions very closely and we are trying our level best to convince the management to implement CPSU hierarchy.

Regarding Management trainee selection . GS conveyed that SNEA is of the strong view that there is no need for external MT recruitment for the company and demanding the change in recruitment rule in this line . Since we have enough in-house talents in BSNL, SNEA is demanding some fast track promotions to man the top positions. Our Middle Management in GM/CGM Post is still with ITS.A major difficulty faced by Govt. and BSNL Board to repatriate ITS Officers was, there were no BSNL Absorbed Officers to substitute with CGM/GM Level at present, this is the only reason by which ITS officers are continuing in BSNL. We will not be able to fill the post of GM/CGM Post even with CPSU Hierarchy implementation since a JTO require 16 years to become a DGM and further 10 Years to become a regular GM hence some fast track in-house selection procedure should be there to fill those vacancy to regularize the GM/CGM Post . Hence GS once again confirmed that SNEA will not support for the selection of External Management Trainees and will fight for 100% MT seats to be filled Internally by making change in BSNL MS RR.

GS told that extending the 75% post for Promotion to DE Cadres by seniority was the success of the determined single handed move of SNEA . With this we could reserve 87.5 % DE/AGM Posts in Telecom Engg wing for Internal Candidates and could restrict the percentage of MT to 12.5 % against the 100% as recommend by KPMG and 50% originally notified under 2009 BSNL MS RR. At this point we must remember that in other streams Finance, Civil Electrical Etc even this is yet to be achieved in spite of the tall claims of others . GS told that we will further struggle hard to get 100% DE/AGM /CAO posts to be reserved for Internal Candidates.

Full pension option of EPF was come in the discussion and GS told that BSNL Top Management is fully convinced to ensure the Financial and Social Security of BSNL DR Employees at the time of Superannuation and discussions are started by the Top Management with EPF authorities to settle the issue. But from some corners objections are popping up against the implementation of Full Pension and demanding to continue the present scheme. GS requested everyone to think twice about this issues and feedback as soon as possible.

GS also told that CHQ is trying to extend 75% DE Post reservation done in Telecom wing to all other wing like Civil, Electrical, Architecture and Finance and amendments in Rectt. rule for civil/electrical finance and for regularization of Offg. JTOs which is at present before BSNL board.

GS expressed strong anxiety in Kerala Circle Performance since the Disconnections are multiplying by many fold in Landline and Mobile Sector. GS also pointed out that more than 40% Total Land Line Disconnections happened in Kerala since the formation of BSNL is in the Last Two year. The physical achievement in Landline , Broadband and and Mobile is far less than what Kerala achieved two year before. He also expressed his anxiety in huge reductions in Profit Growth to 10% from 100% before three years. Anyway He extended sincere congratulation to All Work force of Kerala who worked with determination even in the difficult working environment.

Com. K.D Sebastian Ex. Circle President had also energized the CEC members with his marvelous speech. He told that the untiring, invulnerable and committed work force is the only strength in the success of Kerala Circle and nothing can demoralize this unity. He asked to focus to achieve more and more as done in the past with unity and dedication. He congratulated all members who stood strong in the very difficult working environment in the circle to achieve this.

Com. George Varghese presented the report before CEC. Delegates. All SSAs represented their views, protests, anxieties in various factors affecting the Services of the Circle and Morale of the Executives. At present the entire time is spent for preparing reports rather than actual activities required in the field. In the name of implementation of ERP ,DCRMS etc the field units are put to untold miseries without any improvement in service. The meeting expressed its apprehension on the ultimate result , if the present management’s style to executives are applied to the non executives .It was also reported that the Circle management has discriminated SNEA by denying permission for meeting at circle Office canteen hall after office hours while all other Unions and Associations are permitted .

Present denial in issuing request transfer orders has derailed the smooth transfer policies which was prevailing in the circle to meet operational requirement as well as interest of executives. This in turn has demoralized the executives who were transferred under specific assurance for transfer back after 2 years and brought down the confidence of the executives in the Management.

The meeting decided to boycott the use of inferior mobile connections without data service if the DATA facility is not restored by the Management and the date from which will be intimated appropriately.

CEC, after detailed deliberations, decided to raise the following demands to the Management once again.

I. Issue Transfer Orders on requests from the officers transferred during 2013 and previous years .

II. Implement Corporate Office Orders for settling the Agitation of SNEA(I) in 2014.

a. Implement the order for Leave Regularization
b. Implement the Order to reinstate Circle Office Branch Office Bearers
c. Stop victimization to Association Office bearers.
d. Stop discrimination to Association functioning.

III. Reinstate Data Connections in Service Mobiles.

IV. Implement the order to restructure the Mobile Service in Post ERP environment as per the recommendations of the Restructuring Committee.
CEC entrusted Circle Leadership to decide on organizational action if the demands are not honored by the management.

Circle Executive Committee Meeting at Ernakulam

CEC of SNEA (I) Kerala Circle held at Ernakulam on 13th June 2015. Our beloved General Secretary Com. K. Sebastin attended and addressed the meeting. The meeting expressed its anxiety about undue delay in issuing Request and Long Standing Transfer Orders, delay in Reinstating the Data Service for Service Mobile Connections of Executives, Undue delay in implementing Corporate Office orders for settling the Agitation of SNEA (I) Kerala in 2014 and also for the delay in Restructuring of the Mobile Service as per the Restructuring Committee recommendations. The meeting has decided to Launch Organizational Programs for issuing and implementing these orders. The detailed report will upload soon.
