Salute to JAO Comrades for their sustained efforts and legal struggle since 2012. SNEA feel proud to be associated with them in their genuine demands and legal struggle for justice since 2012 under the leadership of Com PS.Shaji (JAO Trivandrum).
SNEA Kerala thanks CHQ for their timely and effective intervention in this matter inspite of the certain advices of negative elements for further litigation by filing appeal against the CAT order. With the pro-HR attitude of CGMT, PGM(F), GM(HR) etc, justice could be extended to their genuine rights for regular appointment.
SNEA CHQ also played an important role at Corporate office with their timely and effective intervention. This may be history for BSNL Kerala Circle wherein a CAT order is implemented without further litigation. Once again we thank the new HR policy of Kerala Circle. Finally the appointment orders could be issued in record time with the active involvement of our SSA Secretaries, SSA Administration and these JAO Comrades.
We wish all success to these comrades in their coming days and assure that SNEA will struggle shoulder to shoulder with them for the better future of the executives and the company BSNL. We were party to them from the preliminary discussion even before filing of the case in CAT Ernakulam. We were also involved in meeting with then Director (Finance) Shri K.C.G.K.Pillai at Corporate office.
Had the circle administration took a positive attitude and reported the factual position to the corporate office on the representation submitted by Com P.S.Shaji(JAO Trivandrum) in 2013, this issue could have been resolved in the year 2013 itself. But we have no reason to expect such attitude from the then Circle Administration headed by former CGMT.

CS writes to CGMT regarding DE(LA) vacancies. View Letter
As per Lr No:HR-III/4-25/STS(O)/2015/52 dtd 20/6/2016 , the notification was issued by Kerala Circle for 110 vacancies for looking after arrangement in the Grade of STS (Executives). However many SSAs reported that the vacancies published were far below the existing vacancies. At present 93 officers are working as Looking after DE’s. There are 163 vacancies in addition to these LA 93 DE’s.
For instances, as per notification the number of posts available at CNN SSA is 6, but the actual vacancy position is 11. There is no DE for Transmission/Installation, at two divisions DE posts are vacant, AGM (Admn) post is vacant, AGM (MM) post become vacant soon as the transfer order of AGM (MM) to Karnataka Circle was already issued by the Circle Office. In Palghat SSA 10 posts of STS are vacant but volunteers are called only for 4 vacancies. We are constrained to observe that Circle HR wing fail to understand the requirement of field units while it is very much aware of the interest of CGMT Office in this case also as the number of vacancies at Circle Office has increased considerably but the vacancies at SSAs are reduced without assessing the actual positions.
In this context, it was requested that necessary corrections may be made in the notification otherwise it will seriously affect the development works of the SSAs. And was also requested that the eligibility restriction up to Seniority Number 31265 for OC category may be changed and all the Officers of List no 6 & 7 may be permitted to apply the above posts.

on 24th & 25th June 2016

General Secretary Com. K.Sebastin addressed CEC on 25th June 2016 at Hotel Excellency, Ernakulam. GS updated the activities at CHQ on various BSNL growth related issues and HR issues. Details will be uploaded soon. The following proud achievers of SNEA family were felicitated by GS in the CEC:

CS writes to CGMT regarding difficulties experienced in CSCs after migration to ERP-SD Module View Letter

• Presently Pyro is having interface on both ways with ERP so there may be no problem for marketing people w.r.t their day to day transactions. But sancharsoft is have only interface from ERP to sancharsoft. Hence the work of CSC will increase as all the retail sales for each counter should be manually entered in ERP SD module. The Top up coupon numbers are to be entered in ERP so that it will get reduced in sancharsoft stock, but there is no provision for validating the coupon numbers which comes up to 16 digits Eg: 3300000017956684. Hence the integration of sancharsoft to ERP to be done immediately.
• All manual entries on SD module for activities done in sancharsoft to be eliminated. CSC functioning will come to stand still in the present procedure.
• Remitting of cash in different challans by splitting of different sales will also be difficult. All the above transactions can only be entered after the closure of all counters and this is not practically possible in the present situation. In ERP it is required to input details like Circle code/SSA code/SLOC in each form (Eg. For a single CTOPUP transaction to DSA, three different forms are to be filled, each form requires these three inputs, so it comes to 9 inputs for a single transaction). The login name is assigned to one SLOC and all other codes can be identified from this, so that repeated entry can be avoided.
• The DSAs are mapped to specific CSCs and they are unable to take stock from other CSCs which may be more convenient to them based on local conditions. In this era any where banking or globalisation we are shrinking to particular location. At least one DSA must be able take stock from any where in the SSA.
• The stock sold through sancharsoft is not available in SD module making it difficult to complete the challan and bank remittance.
• It is reported that printing of Invoice is not possible. Remedial measures may be taken at the earliest.
• The provision for cancellation of sales order is not possible. Provision may be given to cancel sales order at CSC.
Hence, it was requested that necessary instructions may be given to the concerned to take remedial measures in connection with S&D Module issues at the earliest.

Meeting with CGMT Shri L.Anantharam on 20/06/2016

The Association met CGMT Shri L.Anantharam on 20/06/2016 and discussed HR issues. CP Com.George Varghese, CS Com.Santhosh Kumar, CT Com.Premkumar.G, ACS Com J.V.Ramana and DS Circle Office Com.Suneer attended the meeting. Shri D.Mohan GM(HR&Admin), Shri Satheesh DGM(Admin), Shri James Sagayaraj DGM(HR) and Shri Madhusoodhanan AGM(HR) attended from Administration side.
At the outset we have conveyed our congratulations to the CGM for being posted as the CGMT of his home circle Andhra Pradesh. We thanked CGMT,GM HR and the Circle admin for the very positive attitude taken by them in following HR issues in the recent past which was absent in Kerala circle for some time in the past.
1. Posting of JAOs
2. Increasing the number of recruitment for DR TTAs
3. Posting of Ex-service men TTAs as JTOs
4. Increasing the wages of contract labours etc.

The Association had a detailed discussion on following items:
1.Transfer cases: We have pointed out though the transfer orders were issued to executives on 15-4-2016 with immediate effect, many are yet to be relieved from many SSAs even after spell of more than 2 moths. The executives who were transferred on condition for transfer back after 2 years are waiting for more than three years now. We have also pointed out that no SSA is honouring CGMTs order and in this situation we cannot expect to have discipline in the circle. The inordinate delay created by the Administration has resulted room for individuals to even approach the Court against the order. This Association was repeatedly demanding to implement the order in a time bound manner but the administration had failed to implement its own order for which the members have become the sufferers. Even those who are ready to move out on long stay basis are not relieved we have pointed out. We urged the administration to ensure the release of all 2013 cases immediately and registered our protest in the casual approach by the circle and SSA administration over this matter. Administration assured to ensure maximum release by ordering the SSAs and monitor on a day to day basis.

2. Kannur transfer case: We have pointed out that though during the last meeting on 5-5-2016 it was agreed to allow the transfer cases pending to Kannur considering the shortage of Kannur as well as all the officers are above 57 years the orders are not issued so far. CGMT has told that though he had noted the cases with all details there was no such final decision from him. We expressed our serious disagreement to the change of stand and told that it is a question of trust and understanding between the Association and Administration which we never experienced in the past. Finally CGMT has instructed to approve the order of transfer on completion of 2 years without waiting for next March.

3. Posting of JAOs: It was assured that the posting order will be issued shortly after obtaining the necessary undertaking from the official as directed by the Tribunal. The file is forwarded to finance wing for finalising the posting orders.

4. Delay in holding DPC under EPP: The Association has pointed out the delay in holding DPC under EPP in the circle against the cases since Nov 2014. These DPCs are to be conducted in every six months in advance as per the orders on the subject. It was assured that this will be taken care in future and the delay will be avoided.

5. Delay in implementation of posting orders issued within in circle office: It was assured that all orders issued will be implemented.

6. Pending VC cases and Court case on JTO to SDE promotion: In spite of repeated reminders from corporate office VC for JTO to SDE promotion which should have reached before 15-5-2016 is still pending. We were assured that all cases will be forwarded immediately. It was assured that all possible steps are being taken in co-ordination with corporate office for early resolution of the issues.

7. Implementation of Supreme Court order in case of stepping up of pay filed by Com. T.Isaac (former AGS) and others: The CGMT agreed to take necessary action in this regard.

8. Looking after in DE cadre: We have pointed out that in spite of specific assurance during the last meeting the options are not called so far. It was informed that Letter calling options are issued today.

Meeting with PGM Finance Shri K.Kulanthaivel on 20/6/2016.

The CP, CS, ACS and DS-Circle Office met PGM Finance Shri K.Kulanthaivel and discussed the following:
1. JAO posting: We thanked PGM(F) for his positive stand on the issue and requested him to finalise the posting orders at the earliest and requested him to post all officials in the same unit of their working. PGM(F) agreed to our request.
2. Temporary Advance account management on transfer : We suggested to retain the same bank account on transfer of executives for managing the temporary advance. PGM(F) has agreed to consider our proposal for its feasibility.
3. Short Billing of Election circuits: We have pointed out the short billing done by the ITPC and requested to take necessary corrective action so that no loss is incurred to BSNL. PGM(F) appreciated our vigil and informed that the case has already been referred to ITPC and the section concerned on receipt of our letter dtd 15/6/2016.

Meeting with DGM (Admin) Shri R.Sathesh on 20/6/2016

The CP, CS, ACS and DS-Circle Office met DGM(Admin) Shri R.Sathesh who has taken charge recently as DGM( Admin, Legal and PG). We apprised him about some of the important cases and requested him to have a positive attitude on Union and HR issues for a healthy management and Union relation in the Circle. We also requested him to have necessary follow up on decisions taken in the meeting between unions and administration. We extended our whole hearted support from our side. DGM has assured all co-operations from his side in the days to come.

Meeting with DGM Finance Shri S.Venkatraman on 20/6/2016

The CP, CS, ACS and DS-Circle Office met DGM Finance Shri S.Venkatraman and discussed the JAO posting. It was told that the file is with him and the bond is to be finalised. We have pointed out that already legal opinion has been obtained from BSNL counsel regarding the content of the bond to be taken from the officials. On this information he has agreed that then there will not be any delay and the case will be processed for approval positively in this week itself. We have also discussed the matter regarding Temporary Advance account management on transfer of executives .

GS, CHQ President and Chairman met CMD BSNL today and held discussions on further processing of E2, E3 pay scales by DoT as assured to us. CMD informed us that he had already discussed the matter with DoT and will pursue it further.
Meanwhile the clarifications sought by DoT on financial implications will be submitted by tomorrow.

CS writes to CGMT regarding Wrong billing of LL/BB Connections provided during Kerala Assembly elections in May 2016. View Letter

For the smooth conduction of Kerala Assembly elections in May 2016, Hundreds of Landline and Broadband temporary connections were provided to Election Department by all SSAs in Kerala Circle. These connections were provided in a short period by incurring much Stores and Labour.
As per Corporate office letter R&C–CFA No.93/15-16 dtd 12-10-2015, these Broadband connections (Plan BBG ULD 1491 EA) are to be charged for a minimum hire period of two months. But the bills generated through CDR package shows that these broadband connections are charged for a minimum hire period of only one month resulting huge loss to BSNL.
Moreover, as per Corporate office letter R&C-CFA No.189/15-16 dtd 28-03-2016, Election special Landline plan 1500 is to be provided to the election offices, but the bills generated through CDR package shows that plan180 (in rural) and plan240(in urban) is offered resulting in huge loss to BSNL.
So we requested CGMT to stop the dispatch of these bills to the customer and to revise the bills as instructed by Corporate office. In this regard, it is also to be noted that the District Administration has initially ascertained the feasibility for providing connections in all polling booths and accordingly the field units had made arrangements by incurring labour and stores for providing the service but later the actual connections required was reduced considerably thereby BSNL couldn’t make any returns towards the expenditure incurred. Further for the plan for land line connections no minimum hire period is stipulated and there by BSNL can charge only against the actual period of service which is not at all economical and hence a minimum hire period of 2 months to be stipulated for landline as in the case of broadband. Since the above issues are having all India repercussions, it was also requested to take up the matter with corporate office.

CS writes to CGMT regarding Payment of Temporary Advance in ERP - Closing /Opening of Savings Bank Accounts in case of Intra-Circle transfer of Officers View Letter

As per the instructions in circular BSNL/KRL/ERP/CSC/4-4/BANK Corr/2014-15/3 Dated 14-10-2014, Savings Bank account in the name of each temporary advance holding officers was opened centrally at Trivandrum in Union Bank of lndia exclusively for temporary advance purpose. After implementation of ERP, The Temporary advance payments are released centrally by the Central Settlement Cell (CSC) at Circle office after approval by the competent authority in Business Areas in ERP workflow.
The existing instruction is that the Savings Bank account shall be closed and the card surrendered under intimation to AO (CSC), Circle office in the event of retirement, transfer etc of the temporary advance account holder. As large numbers of officers are transferred frequently, the present practice results in much administrative inconveniences and expenses both to BSNL as well as to banks. The following procedures were suggested to CGMT for consideration to mitigate hardships to temporary advance holders in case of transfer of temporary advance holders.
1. In case of inter Circle transfer, retirement and transfer to a non-temporary advance holding post, the SB account in the name of the officer may closed as per the existing instructions.
2. In case of Intra-circle transfer, the officer may be relieved from the existing post after settling the temporary advance account. The officer may instruct to make the savings bank account balance into ‘Zero’. The bank may directed to consider such cases specially and credit the interest accrued as on date without waiting for end on the period.
3. In case (2) above, the competent authority of the relieving Business Area may take necessary changes in SAP and block the officers temporary advance account in that Business Area and may make necessary entry in relieving order that shows the status of temporary advance account. Further, the banker may be instructed to suspend the operation in that account till further instruction.
4. On joining of officer in new Business Area, if the officer is posted in temporary advance holding post, the competent authority may take necessary steps to map the SB account of with a new temporary advance account of the Business Area. Otherwise, if the officer is posted in a non-temporary advance holding post, may direct to close the SB account and report the compliance.
By adopting these, we can manage the changes due to transfers internally without disturbing any external party i.e. the banker. Further, BSNL can avoid unnecessary manpower and expenditure to open new account. It is desirable to reconcile every SB account open for temporary advance dispersal centrally at Circle level, for that minimum accounts are more desirable. It is under stood that other Circles like Karnataka is maintaining same SB account in case of intra circle transfer.

GS, President, Chairman and AGS met CMD, BSNL on 14.06.2016 and discussed about the 3rd PRC. CMD congratulated SNEA for the splendid job done by mobilising the Executives in BSNL and other CPSUs for this great break through. CMD mentioned it as Great, a step in the right direction and suggested to continue the same type of activities which SNEA alone can do.
CMD informed that the revenue will be around 31,500 cross and operating profit will be about 2,100 Cr. Revenue has increased on account of Rs 1,250 Cr from USO subsidy and Rs 1,850 Cr on account of interest portion on the IT refunded amount. So this year our performance has to improve further to make our company profitable and get all the benefits of 3rd PRC.
Further we requested CMD to use his good office to prevail up on DOT to process the E2, E3, --- proposal as early as possible by intervening Secretary, DoT also. CMD reiterated his commitment on E2, E3 and recalled his earlier interaction with Secretary, DoT in this regard which shared with us earlier. CMD further assured that he will try to get the DoT approval for E2, E3 --- at the earliest in view of the 3rd PRC constitution.

CS writes to CGMT regarding inordinate dalay in processing promotions under EPP. View Letter

The promotions under EPP are delayed inordinately in almost all verticals in the Circle inspite of clear guidelines from Corporate office dtd 20/9/12. There are many cases pending in the circle which were due as on 1-10-2014 or prior to that date. We requested that all pre 2015 cases are to be settled immediately, remaining cases to be completed at least within 3 months and in future all cases are to be completed at least in the same calendar year.

CS Writes to CGMT regarding Posting of JAOs View Letter

CS expressed thanks to Circle administration for the positive attitude taken in this case in spite of previous history in this case which was totally negative. This Association was requesting the circle management for their regular appointment subjected to final outcome of SLP pending in Hon. Supreme Court as per the letters dtd 24/3/16, 2/9/13, 1/7/13
Now since the corporate office had conveyed its approval for the regular appointment of the JAOs, we requested CGMT to complete the formalities at the earliest. We also requested to appoint all these JAOs in the present units taking in to account the following facts:
1. All these JAOs are already working on officiating capacity and their regular appointment is subject to final outcome of the SLP pending.
2. At present no request is pending in JAO cadre who has completed 2 years of service.

Dear Comrades, It was because of pragmatic and proactive role of SNEA in NCOA that resulted in struggle and constitution of 3rd PRC. All other Associations were and are in deep slumber on this issue.

All the affiliates of NCOA (SNEA, MTNL, BHEL, BEL, NTPC etc.) are as much committed to and fully involved in constitution of 3rd PRC and future struggles have to be very formidable since the real challenge lies in ensuring that wage revision is completely delinked from profitability of CPSUs. 3rd PRC had to be compelled to follow the yardstick of 7th CPC. Let us start gearing up for what surely is going to be a protracted and ferocious struggle and in this struggle SNEA will be at the center stage in mobilizing and organizing future struggles.

It was only SNEA along with NTPC and Oil sector that went on three days strike in Dec, 2006 for merger of 50% IDA with basic pay and HB eventually succeeded in forcing the govt. to amend the terms of reference of 2nd PRC by asking 2nd PRC to give interim recommendation. 2nd PRC finally recommended merger of 50%IDA and govt. accepted the recommendation and we got merger of 50% IDA. We remember, we even then met then Honble PM Sh Manmohan Singh who directed Mr Santos Mohan Dev then Hon minister of Heavy industries and public enterprises to take appropriate action. It was only SNEA that was involved in struggle for merger of 50 % IDA and others were sleeping. Similarly this time too it was because of pragmatic and proactive role of SNEA in NCOA that resulted in struggle and constitution of 3rd PRC. All other Associations were and are in deep slumber on this issue.

SNEA is the only Executive Association that fights for the overall Growth of BSNL & Safeguards Interests of All, irrespective of Cadre.

Congratulations..!! to all JAO Officiating Comrades and Thanks to CGMT, GM(HR), PGM(F) for their Positive attitude and to SNEA CHQ for their timely effective intervention.

Dear comrades, Since 2013 SNEA Kerala Circle was demanding regular appointment of these JAOs who had passed the Competitive examination 2012 at a time when others were tight lipped and subrogated all their rights to the earlier CGMT.

When finally CAT Ernakulam gave its direction for regular appointment, SNEA had demanded the management to comply with Court order rather than venturing into further litigation. Though some Negative forces tried for further appeal pointing out earlier cases we are thankful to CGMT, GM(HR)and PGM(F) for the positive attitude taken in this matter to avoid multiple litigation and to extend the due to the employees.

Congratulations..!! Revised allotment of vacancies for Kerala Circle for the Direct Recruitment of TTAs (Junior Engineers) for RY-2015.

Congratulations for the revised allotment of vacancies for the direct recruitment of TTAs(now JE) for the recruitment year 2015 for Kerala Circle. The vacancies are now revised from 13 to 100. View Revised allotment letter dtd 09/06/16

Earlier, BSNL Corporate office vide Letter No. 7-1/2016-Rectt dated 06/05/2016 has informed Kerala Circle to notify for direct recruitment of TTAs from open market for the recruitment year 2015. Only 13 vacancies were allotted to Kerala Circle out of total reported 2700 vacancies.

As Kerala Circle is an important and evergrowing Circle of BSNL, this association wrote to CGMT Kerala for the revision of vacancies and the matter was projected to CHQ. (reported in this site on 15/5/16). We thank CHQ leaders for the revised allotment.

Congratulations..!! Request transfer orders issued for JTO(E)
All JTOs(Electrical) who were transferred in 2014 on Longstay basis are now transferred back to their parent units. View Orders
This Association was pursuing for more than a month. We thank Chief Engineer (Electrical) and Circle Administration for the orders.
With this the transfer policy which was very transparent and systematic prevailing in Telecom Engineering wing is extended to Electrical wing also. This is another milestone achievement of SNEA. We will further try to implement this transparent & systematic transfer policy in all remaining sections also which would be free from undue influences and parochial considerations.

Regularisation of Officiating JAOs
CHQ President Com.A.A.Khan met GM(FP) Shri Sunilkumar and discussed the issue of regularisation of 34 JAOs officiating in Kerala Circle. Com.President pointed out that the clarification sought by Corporate office from Kerala Circle has been reached and requested for approval of the Corporate office for their regular appointment as directed by Hon CAT Ernakulam. GM(FP) informed that the case is now under consideration of Legal section and a final decision will be taken by next week.

CS writes to PGM(F): regarding publishing of long stay list of A&F executives of Kerala Circle vide letter No:HR II/1-8/2013-14/52 dtd 03/05/2016. SNEA Kerala suggested following points that needs to be considered before finalizing the long stay list: view letter

1) Certain discrepancies are crept in the list w.r.t. date of joining of directly recruited JAOs of 2003 batch even though most of them had joined as JAO in the same date,i.e;09/02/2004. Criteria for calculation of long stay shall be based on prevailing guidelines where joining date of a batch of officers are remain same.
2) It is felt that this list serves the only purpose of calculating the long stay of A&F executives of circle as a whole. To consider the transfer of executives from one business area to another business area on request or on long stay basis cadre wise long stay list with date of joining in the present SSA is required as being done in Engg wing. SNEA Kerala requested PGM(F) to publish cadre wise long stay list after incorporating SSA stay particulars including the stay in non territorial circle like STR, STP etc. Efforts to be made to publish the list in substantive cadre wise instead of in looking after.

It is reliably learned that today the Management Committee of BSNL Board approved the upgradation of pay scales in two parts. One from E1A to E2 and E2A to E3 protecting the 5 promotions and second from E3 to E4, --- E6 to E7. The proposals will be send directly to DoT. This is as per the assurance given to us on 17.05.2016.

We are extremely thankful to CMD, DIR(HR), GM(Estt) and the entire HR team for getting the approval in the time frame given to us. We will be pursuing all other issues also as per the commitment given on 17.05.2016.

Demonstration infront of DPE Office, New Delhi demanding immediate constitution of 3rd PRC.

Today hundreds of Executives from various CPSUs conducted Lunch Hour demonstration in the banner of NCOA infront of DPE office, New Delhi demanding constitution of 3rd PRC. GS, President, Chairman, AGS, Jt Sec and other office-bearers of SNEA participated in the demonstration. Chairman/SNEA, NCOA President, Secretary General/NCOA, Com Ashok Rao and others spoken on the occasion. Since there is no indication from Govt on the constitution of 3rd PRC, the agitation programmes are to be intensified in the coming days.

On 22.06.2016, Mass Dharna to be held infront of DPE office, New Delhi and all Circle / SSA HQs demanding immediate constitution of 3rd PRC.

BSNL launched another marketing initiative-Free To Home service
By this facility, Free Call Diversion is allowed from Mobile to any Landline (Home/Office) within LSA(Circle). Hon MoC&IT launched the scheme on 30/05/2016. CMD BSNL called the Core Committee of the Forum of BSNL Unions and Associations and informed. This scheme will popularise the landline and address the inbuilding coverage issue. Further we requested to consider the call diversion from landline to mobile also during faulty condition.

Settlement with SNEA on HR issues in the meeting with CMD and DIR(HR) on 17.05.2016

1. Implementation of Joint Committee recommendations:
Jt Committee reconstituted only due to SNEA agitation in April/May, 2015 and all the three recommendations are due to the efforts of SNEA.

a) Implementation of standard pay scales of E2, E3 replacing the intermediary pay scales of E1A and E2A.

SNEA demand : E2 and E3 with existing five promotions.

UF demand : E2 and E3 with four promotions.

Settlement : E2, E3, E4, E5, E6, E7 replacing E1A, E2A, E3, E4, E5, E6 with existing five promotions. To implement standard pay scales of E2, E3 immediately before 3rd PRC and simultaneously give benefits to the JTO/JAOs recruited/ Promoted in 2007, 2008, 2010, 2013, 2014, 2015 and fresh recruits, it will be delinked from E2 to E7. By this five Time Bound Promotions will continue to get, thousands of DE/CAOs promoted between 01.10.2009 and 01.10.2014 will not lose one fixation in E4 scale, thousands of SDEs got one additional increment in E2A scale will not lose it, DGMs promoted recently will get one increment in E5 Scale etc.

b) Implementation of CPSU Cadre Hierarchy:

Settlement : Processing by 31.08.2016. While implementation, our demand for 1) as a onetime measure, promotion to SDE, Sr SDE and DE grades without DPC for the Executives in higher scales, 2) address all seniority related issues like LDCE seniority, promotion quota seniority, Direct/Dept rect, Qualifying/non-qualifying etc, 3) change of designations to Asst Manager, Dy Manager, Manager, Asst General Manager, 4) decentralization of DPCs to Circles, 5) uniform date of promotion to end anomalies etc will be considered positively.

c) First TB Promotion uniformly after 4 to 5 years instead of 4 to 6 years:

Settlement: It will be processed to MC, Board, DoT etc immediately after processing of CPSU Hierarchy.

2. Officiating pay fixation, protection of pay -- withdrawal of wrong clarifications:

Settlement: Necessary steps will be taken to correct/withdraw, both clarifications.

3. 30% superannuation benefits:

Settlement: The medical expenditure calculation will be re-examined and on actual basis and contribution will be made accordingly.

4. Promotions in various cadres:

Settlement: To expedite the JTO to SDE case at Ernakulam, as per our request, BSNL engaged senior lawyer from Hon Supreme Court. Case is expected hearing in June. LDCE result declared.

5. Notional pay of E1A and E2A for Civil/Elect/Arch/TF/PA/PS cadres w.e.f 01.10.2000:

Settlement:This anomaly will be resolved by extending notional pay.

6. Membership verification:

Settlement: Notification will be issued shortly. Membership verification notification issued on 25.05.2016 itself.

7. First TBP after 4 years for JTO(LA) and Sr SDE at par with AAO and Sr AO:

Settlement: No discrimination. The clarification will be examined. It will be extended uniformly to other wings.

HR Issues and 3rd PRC:
The delay in 3rd PRC constitution is creating wide spread resentment among the Executives in various CPSUs. National Confederation of Officers Association (NCOA) in which SNEA is a major constituent, decided to organize various Trade Union Programmes demanding the constitution of 3rd PRC. On 01.06.16, demonstration infront of DPE office, 22.06.2016 Dharna and 27.07.16, March to DPE office at New Delhi etc planned. We will struggle till the constitution of 3rd PRC.
Another big challenge before us is that BSNL has to implement standard pay scales of E2 and E3 replacing the intermediary pay scales of E1A and E2A before constitution of 3rd PRC. The entry level pay scales of E2, E3 approval is very crucial for 3rd PRC. Otherwise the pay revision for all the BSNL Executives will be under trouble.
The undue delay in settling the HR issues compelled the Assn to serve notice for Trade Union Actions. Eventhough Assn had submitted the charter of demands on 11.02.2016, mgt didn’t taken any action to resolve the issues. Our agitation programmes compelled the management to initiate actions on various HR issues as given under.

1. Joint Committee recommendations on various HR issues: The Jt Committee was constituted in 2012 itself. However it was not functional at all. On pay scales, our demand was E2 to E7 pay scales from 2002 onwards. SNEA is struggling for that. Same demand we are pursued during 2nd PRC also. From 2014 onwards, SNEA alone started struggles as the other two Assns in UF are not shown any interest in resolving the issues. During that agitation in 2014, mgt once again send the E1A and E2A proposal to DoT for its reconsideration. Meanwhile mgt almost decided to demote the JTO and SDE cadres from E1A to E1 and E2A to E2. The E1 scale in JTO RR and E1+5 etc are the decisions in this regard. Sensing the danger of demotion of the cadre and its far reaching consequences, SNEA intensified the struggle. We had taken a conscious decision in the Jaipur CWC in 2014 that first we have to address E1A and E2A to E2 and E3 to protect the cadres from demotion, protecting the 5 TB promotions before 3rd PRC and then to focus on the change in other pay scales. If E2, E3 is not settled before 3rd PRC constitution, it is going to affect our future seriously. SNEA alone pursued the case in DoT to ensure that DoT is not changing the stand. Then DoT referred the matter to DPE. In advance SNEA met the Secretary/DPE and other officers and convinced them to reject the proposal of E1A and E2A. Finally DPE also rejected the proposal in July, 2014. Even then, mgt was not ready to consider the case which compelled SNEA to serve notice in 2015. On our agitation, CMD, BSNL intervened and the committee reconstituted with clear direction to submit the recommendations within 3 months. The committee submitted its recommendations on 07.10.2015. It is a great breakthrough as there is a committee recommendation now on the important HR issues.
The non resolution of the HR issues compelled the Assn to serve notice for trade union actions on 28.04.2016 on the charter of demands submitted on 11.02.2016. Meanwhile we witnessed that some negative forces are working overtime to derail the issues and undermine the Khan Committee recommendations. Eventhough they had made the recommendations and become party to that, we had seen that they are disowning their own recommendations for petty interests, more than the management. Sensing the danger of burial of Khan Committee, Assn also started agitation. We are very well knowing that once Khan Committee recommendations are put under cold storage, our demand for CPSU Cadre Hierarchy and first TBP after 4 to 5 years also go into cold storage. In the whole process even they demanded to reduce the hard earned TB promotions from 5 to 4. The 5 TBP and pay scales are the results of the struggle of SNEA alone in 2002 when all other 14 Assns are ready to get absorbed in BSNL for just Rs 2000/- without any terms and conditions. Our struggle in 2002 assured us 5 TB promotions between 4 to 6 years. Till that we are having only one TBP, that also after 12 years. So, any reduction in the number of promotion is unacceptable to us as 5 TBP is the result of our struggle. Those who never struggled or not taken any pain to get it, can easily demand for reduction of number of promotions for their petty interests. SNEA is duty bound to protect them and will struggle for that. From 1980s onwards our Assn struggled for years together for the upgradation of the pay scales of the basic cadre, JTO. In 1986 we got it upgraded from 1400 scale to 1640, in 1996 again we got it upgraded from 1640 scale to 2000(6500-10500) and again in 2002 we upgraded it from 2000 scale to E1A scale. So any attempt to reduce the pay scale of JTO or equivalent cadres will be opposed by SNEA tooth and nail. We will struggle till we achieve our goal of upgradation of the pay scales from E1A to E2 and E2A to E3 and then upto E7.
Our agitation once again put the issues back on track and management started acting on various demands. On 11.05.2016 itself, DIR(HR) given administrative approval for the implementation of Khan Committee recommendations on standard pay scales of E2 and E3 replacing the intermediary pay scales of E1A and E2A. A detailed discussion was held on the charter of demands with CMD and DIR(HR) on 17.05.2016 and concrete assurances were given to resolve all the issues in a time bound manner. An action plan and target date also fixed. The status of various demands are as under:
a) Implementation of standard pay scales of E2, E3 replacing the intermediary pay scales of E1A and E2A. The strong demand from SNEA to consider change of other pay scales of E3 (Sr SDE/Sr AO) to E4, E4(DE/CAO) to E5, E5(DGM) to E6 and E6 to E7 got favourable response from CMD. Our strong stand that 5 promotions are to remain unchanged, compelled mgt to respond like that and we got a commitment from CMD that this issue will be considered after E2, E3. Due to the urgency of settlement of E2, E3 scales before constitution of 3rd PRC and to give relief to our young JTO/JAOs of 2007, 2008, 2010, 2013, 2014, 2015 and to the upcoming batches it was decided to delink E2, E3 protecting 5 promotions from the cascading effect (E4 to E7) and process it on fast track. The danger of reduction of promotions, we could overcome by this as there was a strong demand from some negative and divisive forces to reduce the promotion and implement E2 to E6 for their petty interests, mortgaging the overall interest of the cadre. Their intention was to reach somehow E4 scale even at the cost of one promotion without getting any benefit and creating huge anomaly and pay loss/reduction in increment for thousands of comrades and torpedoing the implementation of CPSU Hierarchy. They are not even able to cite one advantage of their proposal whereas SNEA pointed out several disadvantages. The gameplan is to kill Khan Committee recommendations as it benefit the cadre, large number of Executives most of them are from SNEA and the future of the young comrades. This attempt was foiled by our timely intervention. Further we protected the other two major recommendations on CPSU Hierarchy and first TBP. It was assured that the proposal will be processed to MC by 31.05.2016. The real struggle on E2, E3 will be to get the approval of BSNL Board and DoT. For that we have to get geared up.
The Board is not even clearing the E1+5 increments for the remaining Executives for the last one and half years. Then one can imagine the fate of E2 and E3. E2, E3, ---E7 in a single stretch may be even rejected by Board, even before reaching DoT. In that case E2, E3 also will go. Evenif it reaches DoT, it may have to go to the Union Cabinet due to the cabinet decision in MTNL pension issue. Knowing these facts, strategically we got delinked E2, E3 from cascading effect and in second stage to get them processed.
b) Implementation of CPSU Cadre Hierarchy: Assn strongly demanded for its early implementation as all the promotions are stayed by various courts and we are struggling for years to get relief from the courts. The only solution is early implementation of CPSU Hierarchy. In DoT era, only one financial upgradation was available, that also after 12 years. By the struggle of SNEA(TEOA) alone in 2002, we could get five TB promotions by reducing the residency period from 12 years to 4-6 years. By the Khan Committee recommendation, JTOs after 5 years of service will become SDE, SDEs after 5 years of service will become Sr SDE(total 10 years) and Sr SDE after 5 years of service will become DE(total 15 years), ensuring minimum 3 functional promotions in the career of an Executive. Further we demanded for 1) one time relaxation for promotion to SDE, Sr SDE and DE grades without DPC for the Executives in higher scales, 2) change of designations to Asst Manager, Dy Manager, Manager, Asst General Manager, 3) uniform date of promotion to end anomalies etc. CMD and DIR(HR) assured to consider the demands positively. CPSU Hierarchy will address all seniority related issues like LDCE seniority, promotion quota seniority, Direct/Dept rect, Qualifying/non qualifying etc. The proposals will be finalised by 31.08.2016.
c) First TB Promotion uniformly after 4 to 5 years instead of 4 to 6 years: It was a major anomaly for the 1993, 1994, 1995 -- etc batches who got first TBP in 6 years whereas their seniors as well as juniors got it in 4 to 5 years. SNEA alone taken up this issue in the agitation in 2015 and got it added as a terms of reference of the committee. It was assured that it will be processed to MC, Board, DoT etc immediately after CPSU giving relief to thousands of our comrades. For this purpose the EPP dated 18.01.2007 has to be amended w.e.f 01.10.2000.


2. Promotions in various cadres: All the promotions are stayed by various courts. JTO to SDE, SDE to DE, JAO to AO, AO to CAO, SDE to EE promotions is stayed. To expedite the JTO to SDE case at Ernakulam, as per our request, BSNL engaged senior lawyer from Hon Supreme Court. Case is expected hearing in June. The stay on declaration of LDCE result was vacated by the CAT, Chandigargh. Immediately after that Assn intervened and met DIR(HR) and ensured the declaration of results. However stay continuing on promotion. This case along with the case on SDE to DE promotion is listed for 08.07.2016. Assn pursuing all the cases in different courts. However due to the multiplicity of the litigation, the only viable alternative is CPSU Hierarchy.

3. 30% superannuation benefits. CMD assured 6% contribution at our Jaipur AIC to begin with. Mgt later on changed the mind and made a proposal of 3% in a meeting held on 19.02.16 in which SNEA was not present. Since much opposition was not there from the participants (those who are insisting nothing less than 12%) in the meeting, mgt gone ahead with the proposal. SNEA strongly protested against this betrayal and demanded minimum 6% as assured. The proposal of 3% is now approved by BSNL Board. On our strong protest mgt decided to review the contribution. CMD and DIR(HR) assured us that the medical expenditure calculation will be re-examined and on actual basis, contribution will be made. It is surprising to see that our friends kept a studied silence on this issue at a crucial time, where the social security of thousands of the employees are involved whereas they didn’t taken any time to serve notice only on MT issue, even for SRD MT.

4. Officiating pay fixation, protection of pay -- withdrawal of wrong clarifications by BSNL: Thousands of JTOs, JAOs, SDEs, AOs officiated in higher post during DoT and BSNL period prior to the clarification are facing reduction in pay by one or two increments and recovery of lakhs of rupees. Later on BSNL decided not to recover the pay immediately and referred the matter to a committee. For the time being, the orders are implemented only by few Circles like WB, JKD, BR, UP, MP, TN, KRL, CHTD, CTD etc. The EPP clarification dated 19.02.2010 denied pay protection on offtg promotion which is against the provisions of FRSR, MoF orders, DoT orders etc. From DoT period onwards pay protection allowed till the clarification. Surprisingly, the EPP clarification dated 30.05.2007 not allows pay fixation with one increment from same scale on officiating promotion where as EPP provides the same on any post based promotion. Assn was struggling against these two clarifications since 2010. Unfortunately the committee formed to examine the issue also not gone into depth and simply okayed the clarification which compelled us to make it an agenda in the strike notice. After lot of deliberations, now mgt understood the mistakes and assured that necessary steps will be taken to correct both the clarifications and given a target date of two months time. This will give relief to thousands of Executives facing reduction in pay and recovery. This is one of the major achievement due to the agitation.

5. Notional pay of E1A and E2A for Civil/Elect/Arch/TF/PA/PS cadre w.e.f 01.10.2000: This issue was agitating since long time. It was SNEA who took up the issue since beginning. Our AIC at Kannyakumari decided to work for uniform promotion policy and uniform pay scales for all the Executives, irrespective of wings. On promotions, we could achieve it for TBP through EPP. On functional promotion, it can be achieved through CPSU. But pay scale demand could not achieve for the above cadres eventhough we are struggling. But we could make a breakthrough on 17.05.2016 when SNEA got an assurance from CMD that this anomaly will be resolved. This is another achievement of our recent agitation.

6. Membership verification: Due to multiplicity of Assns and their vested interests, none of the important HR issues are not getting resolved. Our committed members and the Executives are the victims of this. Few are taking the entire cadre into ransom. Even Non executives are working together for the employees and could achieve better than the highly educated Executives. It is high time for those people to open their eyes and see what is happening. Overall cadre interest is totally neglected/missing on various issues, rather petty interest in taking the leading positions. Recently we are observing that instead of making serious efforts to get the Khan Committee recommendations which will benefit the entire cadre by upgrading the scales from E1A to E2 and E2A to E3, will give better pay for the JTO/JAOs recruited after 01.01.2007, give promotions to thousands and thousands of Executives who are waiting for promotions for years together, the anomaly in 1st TBP for thousands of Executives are getting resolved, the Assns made the recommendations are now, not allowing the management to implement the same. To end this deadlock situation, membership verification is only the solution. Management now convinced the same and assured that process will be initiated again soon.

Whatever the drama going on nowadays and the crocodile tears witnessing, all are the due to this development and not due to the eagerness to settle the issues. They want to confuse the membership, taking up unrealistic demands in the last moment knowing very well that nothing is going to happen. Otherwise they could have allowed the mgt to implement the recommendations and struggle for the remaining issues after that. SNEA is demanding the same, implement the recommendations without any dilution and change and address the remaining issues one by one after that. Remaining in E3 scale for 10 years with a promotion and fixation from SDE to Sr SDE after 5 years( that also the Executive reaches E3 scale in the 6th year instead of 11th year, from E2A to E3 scale in SDE grade) is the biggest problem for them just like 7 MTs rect in SRD MT rect. The advantage for the cadre getting upgraded pay scales of E2 scale, the benefit to the thousands of young JTO/JAOs recruited after 01.01.2007 etc are not their interest or priority. Even they are ready to accept E1+5, E2, E6 instead of E2 , E3!
In the near future all the Executives will get an opportunity to respond to this attitude which is killing the future of thousands of Executives for vested interest.


7. First TBP after 4 years for JTO(LA) and Sr SDE at par with AAO and Sr AO: Recent clarification created wide spread resentment among the Executives because of the discrimination. During discussion management agreed to re-examine the matter and render justice to the JTO(LA) and Sr SDEs. In addition to that the clarification has created large scale pay reduction for those promoted as CAOs during the intervening period as they are losing the one increment they got on CAO promotion in E4 scale. Assn demanded to address this problem also as the benefit given to the CAOs cannot be taken away by another clarification.

We have to continue our struggle to get the commitments implemented as per the target date, without any deviation.

WILL THEY REALISE NOW WHAT SNEA WAS VISUALISING ON IMPLEMENTATION OF KHAN COMMITTEE RECOMMENDATIONS
CS AIBSNLEA wrote to GS AIBSNLEA (view letter) regarding pay recovery and loss of one increment to officers of finance wing on advancing the grade E4 and E5. According to him there are 115 officers in Kerala Circle facing pay recovery and pay loss.
If the demand of AIBSNLEA and AIGETOA is accepted regarding Khan committee recommendations it will affect more than 10000 executives in SDE/AO, DE/CAO, DGM who were functionally promoted after 1-1-2007 and result in reduction of one promotion in entire service to all executives.
We hope at least now they will try to understand the implications which were well anticipated by SNEA in this regard. They were arguing let anomaly or pay loss happen then only it is to be looked into. Congratulations to CS AIBSNLEA for bringing this issue to his GS. We hope for the best.
SNEA suggests - try to avoid anomalies and payloss which can be very well forcasted. The stand of SNEA in regularising offg JTOs were also in the same line which was agreed by all including Unions and Management.
The demand of GS AIBSNLEA for clarification on E5 to E6 promotion were also without knowledge on the subject which SNEA could get it cancelled by timely intervention.

SDE to DE Promotion: It is learned that Hon CAT Chandigarh vacated the stay and given clearance for the promotions from SDE to DE subject to the outcome of the court case. In LDCE case, Hon CAT allowed to declare the result of the LDCE from JTO(T) to SDE(T) but the promotion orders can be issued only after the final judgment. The case is posted to July, 2016. The details will be known only after receipt of the court order.

Congratulations to all Comrades, our Unity and commitment leading to resolution of the long pending issues:

In view of the Relay Hunger Strike from tomorrow onwards, CMD and DIR(HR) called SNEA for detailed discussion on various HR issues as decided in the meeting held on 13.05.2016. From Assn side GS, President, AGS and Jt Sec attended the meeting. GM(Pers), GM(Estt), GM(SR), Addl GM(Pers) and DGM(Estt) were present in the meeting.

At the outset CMD told that he had taken it very seriously that a very responsible Assn like SNEA gone for agitation at a very crucial period. This year is very crucial for BSNL as 3rd PRC is fully depending on this years performance. All the issues will be resolved in a time bound manner, CMD assured.

GS and President explained the compulsion of the Assn to serve notice as no decision is taken on Joint Committee recommendations even after 7 months even though all the three Assns given a unanimous recommendation, thousands of JTOs, JAOs, SDEs, AOs officiated as SDE, AO, DE, CAO in DoT and BSNL before 19.02.2010 are facing recovery and reduction of pay due to wrong clarifications, on 30% superannuation the assurances are not followed, notional pay for Civil/Elect etc not considered so far etc giving an impression that management is not serious on resolving the issues. Eventhough the time schedule given after the meeting with DIR(HR) is reasonable, Assn want concrete action plan how the issues are going to be resolved within the target dates.
After that, discussions held on various agenda items:

1. Implementation of Joint Committee recommendations on:
a) Standard pay scales of E2, E3 replacing E1A and E2A: Assn strongly pleaded for its early implementation as 3rd PRC is fast approaching. Already there is a unanimous opinion in the Khan Committee on the issue and hence there is no justification for delaying the matter further. The five assured promotions should not be disturbed. The cascading effect also to be considered from E3 to E4, E4 to E5, E5 to E6 and E6 to E7, Assn demanded. On this CMD informed that there is an additional financial implication of more than 200 Cores for this alone and DoT may not agree for change of all the pay scales. After detailed discussion, CMD assured that first, Khan Committee recommendation will be implemented by replacing E1A to E2 and E2A to E3 by making necessary changes in the EPP to protect the five TB promotions and it will not be linked with cascading factor. It will be taken to MC and approved latest by 31st May, as assured. CMD categorically assured that it is the responsibility of BSNL management to get it approved from DoT and he personally taken the responsibility for that. On our repeated pleading for cascading effect from E3 to E4, E4 to E5, E5 to E6 and E6 to E7, CMD assured that it will be considered after this.

b) Time Bound Functional promotion or CPSU cadre hierarchy: GM(Pers) explained the status of the issue. Assn demanded that as a onetime measure, Executives on higher pay scales may be promoted to the next higher grade without DPC by taking VC, as DPCs are already done for TBP. Further pleaded that the DPCs should be decentralised, promotion shall be based on recruitment year wise giving relaxation to the qualifying service for the Executives recruited/promoted in the same vacancy year, uniform date of promotion, change of designation by giving designation followed in BSNLCO like Asst Manager for JTO, Dy Manager for SDE, Manager for Sr SDE, Asst General Manager for DE etc. Assn expressed its concern over the delay as a simple issue like standard pay scales taken so much time, so management is not serious on this issue also. On this CMD directed GM(Pers) to stick to the target date. GM(Pers) assured CMD, DIR(HR) and Assn that the draft will be ready by the target date of 31st August.

c) Uniform TBP between 4 to 5 years instead of 4 to 6 years w.e.f 01.10.2000: Assn strongly protested as this issue was not even reflected in the letter on action plan on various issues. GM(Pers) explained that it is linked with CPSU and will be processed after that and hence not shown as a separate item. Assn explained that this can be settled earlier itself and it has to be implemented w.e.from 01.10.2000. Since CPSU related work is already started, finally it was assured that it will be processed immediately after that. Necessary correction in the action plan also will be made.

2. Officiating pay fixation, pay protection – withdrawal of wrong clarifications issued on 30.05.2007 and 19.02.2010.
Assn explained the issue in detail. Management side maintained that a committee examined the matter and found that the orders/clarifications are correct. Now after submission of further data, mgt agreed that it will be re-examined based on the additional inputs given by the Assn like MC Note, Hon SC orders, FRSR etc. Assn demanded that since the clarifications are wrong and it is against the provisions of EPP order dated 18.01.2007 and FRSR, it has to be withdrawn immediately. Pay protection is provided under FRSR and as long as FRSR is followed in BSNL, it cannot take a contradictory stand. Thousands of SDEs, AOs, DEs and CAOs are facing pay reduction and recovery by the wrong clarification.
After thorough discussion, management finally agreed to withdraw both the clarifications dated 30.05.2007 (sl no.10) and 19.02.2010(sl no.4 and 9). This is a great breakthrough and will give relief to more than 15,000 SDEs, AOs, DEs and CAOs who are facing pay reduction and recovery by the wrong clarification. By this, this issue will be fully settled.

3. 30% Superannuation benefit to BSNL recruited Employees.
As assured in the meeting with DIR(HR), the contribution will be worked out after the recalculation of the medical expenditure.

4. Membership verification among Executives Associations by addressing the issues raised. Restoration of trade union facilities and deduction of subscription from Salary till membership verification is conducted.
Mgt side explained that salary deduction cannot be implemented as it will influence the verification. Then Assn demanded that the verification has to be done as notified earlier and there is no stay on the verification as claimed by the mgt. On this CMD and DIR(HR) responded very positively and directed concerned officers to take all necessary actions to complete the verification at the earliest in a time bound manner. Finally management decided to conduct the membership verification due to our struggle. This will be another breakthrough.

5. Promotions in different wings from JTO to SDE, JAO to AO, SDE to DE/EE, AAO to CAO and DE to DGM.
DIR(HR) informed that all efforts are being taken to resolve the court cases. A senior lawyer from Hon Supreme Court is deputed to Ernakulam for final arguments. Similarly other cases also will be dealt.

6. Notional pay of E1A and E2A for Civil/Elect wings w.e.f 01.10.2000.
Assn explained the Vinai Shahi Committee report, BSNL Board decision etc. Earlier it was linked with JAO pay scales but now it is settled for JAO in isolation. But only for Civil/Elect wings Executives, E1A and E2A pay scales are not implemented. BSNL policy is a) uniform promotion policy and b) uniform pay scales for all the equivalent cadres in different wings. To have uniform pay scales of E1A and E2A for all the JTO/JAOs and SDE/AOs it has to be implemented for Civil/Elect etc wings also w.e.f 01.10.2000. After discussion CMD directed concerned officers to settle the issue favourably ensuring uniform pay scales for all the Executives w.e.f 01.10.2000. This issue was pending for years together and after the intervention of CMD and DIR(HR), it is getting settled. This is another major breakthrough in todays meeting.

7. First Time Bound Promotion after 4 years from Lateral JTO and Sr SDE grades as done in the case of AAO and Sr AO grades.
It is decided to examine the case as per earlier discussion. Assn clearly told that it will not tolerate any discrimination. Management assured that there will not be any discrimination and the whole issue will be examined in totality as per the time schedule.

Our sincere gratitude to CMD, BSNL and DIR(HR) for their timely intervention and taken bold steps to resolve the issues in a time bound manner.

There are no words to congratulate all the Executives, especiaaly our SNEA comrades who stood solidly behind the issues and struggled shoulder to shoulder. Hats off to them. Congratulations to all the CSs, SSA/Branch secretaries and office bearers and activists at different level for their effective leadership to make the struggle a grand success.

Our struggle will ensure that the JTO/JAOs recruited after 01.1.2007, ie 2007, 2008, 2010, 2013, 2014, 2015 and future recruits getting E2 scale starting with Rs 20600. This will set the stage for implementation of 3rd PRC. When the others tried their best to derail the issue by raising irrelevant things, our struggle saved the issue.

Comrades, we had only deferred the agitation programme, not withdrawn it knowing very well that lot of negative forces are working against the resolution of the issues. We should be very careful about their tactics. We have to keep all the organizational preparedness to respond in a short notice if there is any deviation from the commitment and target dates.
Note: Dear Office Bearers, Kindly inform all about the above concrete assurances given by CMD. Take printouts and distribute to all executives.

Relay Hunger Strike on 18th, 19th and 20th May 2016 at BSNLCO, Circle/SSA HQs:
Make extensive preparations to make the Relay Hunger Strike successful. Our demand of standard pay scales of E2, E3 with five promotions (with or without cascading effect) for the JTO/JAOs recruited after 01.01.2007 should settle before constitution of 3rd PRC. Settlement of CPSU cadre Hierarchy, 1st TBP, 30% superannuation benefit with minimum 6% as promised, Officiating pay protection, Notional pay of E1A and E2A w.e.f 01.10.2000 for Civil/Elect etc etc are fully depends upon the success of our struggle. All Executives are requested to join this movement for the upliftment of the cadres.


Meeting with CMD, BSNL on 13.05.2016:
CMD BSNL had a brief meeting with GSs of SNEA, AIBSNLEA and AIGETOA. Eventhough we are not interested for a combined meeting, after continues request, GS attended the meeting. CMD sought the opinion of the Assns on two issues:

1) Implementation of Khan Committee recommendation on standard pay scales of E2, E3: First AIBSNLEA told their view that as per the recommendation; E1A should be replaced by E2 and E2A by E3. Anomalies if any should be settled later by changes in the EPP after implementation.

SNEA reiterated its stand that the committee recommendation is to be implemented in totality from the beginning. It can be implemented in two ways: a) with cascading effect: E2(JTO), E3(SDE), E4(Sr SDE), E5(DE), E6(DGM) and E7(SG DGM), in that case no change is required in EPP which was our original demand or b) by simply replacing E1A with E2 and E2A with E3. ie. E2(JTO), E3(SDE), E3(Sr SDE), E4(DE), E5(DGM), E6(SG DGM) with necessary changes in EPP as recommended by Khan committee to protect five promotions and anomalies.

As per Khan Committee, one Executive has to work in E3 (pre-revised E2A) scale in SDE grade for 5 years and in Sr SDE grade for 5 years in the same E3 (pre-revised E3) scale already approved by DoT. In other words, on Khan Committee implementation also, one Executive has to work in E3 scale for 10 years, 5 years as SDE and 5 years as Sr SDE.

Since mgt is not ready to implement the first option with cascading effect, the second option is acceptable to us to resolve the issue provided management is ensuring promotion and fixation benefit from SDE to Sr SDE in the same E3 scale after 5 years, GS told.

As per Khan Committee recommendation, one executive has to work 5 years as SDE in E3 scale and 5 years as Sr SDE in E3 scale. If Khan Committee felt that an Executive has to work only 5 years in E3 scale, it would not have recommended E2A to E3 scale again, since E3 scale was already approved by DoT in 2009 itself as replacement scale for pre-revised E3 for the Sr SDE/Sr AO. Only E1A to E2 was sufficient. Both Assns should have demanded only E1A to E2. Then why simply creating confusion now, we could not understand. Is it a calculated move to derail its implementation?

2. MT Recruitment: There is no requirement of Extl MT as abundant talent is available within the company. Thousands of highly talented and experienced Executives are available within BSNL. MT(Intl) is a fast track promotion for the meritorious candidates, another fast track promotion like LDCE. The rect should be completed at the earliest as the candidates already lost one precious year due to the delay. The number can be increased from 150 to 300, About 11,000 Executives applied for the MT(Intl) rect, GS told. More than the employees, it is the requirement of the company to build a top management from among the potential talent within BSNL as ITS officers are leaving BSNL and there will be total vacuum at GM/CGM level. GS told CMD that SNEA and AIBSNLEA fought for eligibility to all the Executives of BSNL for appearing in the MT(Intl) exam by launching agitation and even fought legal battle at Ernakulam and PCAT New Delhi and now they had taken a U Turn on the issue. SNEA always stood on principles and continue with that.

Since there is no further improvement on the issues, all efforts are to be made to make the Relay Hunger Strike from 18-20, May 2016 a Grand Success.

CS writes to CGMT:
Hard Realities of Sunday fault clearance and provisioning.
The hard realities facing in the field units due to shortage of staff does not allow us to achieve the targets of Sunday fault clearance and provisioning in true spirit. In fact, if the workers are really engaged on Sundays we are bound to give them weekly off on a week day which will affect the output on other days which will be definitely above that of Sundays. We are of the view that whatever figures available now are only statistical and may not be on physical terms. We are afraid by practicing such procedure may have far reaching consequences on our work culture rather than improving the efficiency in actual terms.
The Circle Executive Committee of SNEA met on 7-5-2016 has resolved to request the Circle Administration not to insist on such reports from the field units considering the practical difficulties. View letter

Recruitment Branch of BSNL Corporate office has informed all circles about the proposed direct recruitment of 2700 TTAs from open market for the year 2015. It is surprising to see that just 13 vacancies are allotted for Kerala circle out of total reported vacancies of 2700. It is known to all in BSNL that revenue contribution of the circle is more than 10% of the total revenue for BSNL in the country and possesses the highest land line connections among all other circles. Kerala Circle always occupies the top position among all other circles as far as profit making is concerned. Kerala circle has been consistently registering profit and it is learnt that the circle is all set to register more than 600 crores profit in the FY 2015-16 thereby surpassing the last year profit of 400 crores registered during the FY 2014-15.
It seems that proper assessment and analysis has not been carried out by the concerned in arriving at the strength of TTAs for Kerala circle. From the revenue point of view and from the DEL figures, it is well justified that Kerala Circle deserve more TTAs. The decision by the concerned to recruit just 13 TTAs to this consistently growing circle is not at all reasonable and hence to be reviewed immediately to meet the growing operational requirements of the circle.
It is also to be noted that even though Kerala circle has reported total vacancy of TTAs as on 31st March 2015 as 562 the vacancy in realty would be much more at the end of this year on account of the following facts. About 260 TTA post will become vacant in the circle on regularization of officiating JTOs by June 2016. More than 600 JTO posts are being filled from among TTAs within the year through LICE. Thus total TTA post vacancy would be 562+860=1422.
We hope justice would be rendered in allocating sufficient human resource to Kerala circle, the highest profit making and potentially important circle in the country, thereby motivating the circle to perform much much better than what is expected out of it. View Letter

Meeting with DIR(HR):
As per the direction of CMD-BSNL, DIR(HR) invited SNEA for the discussion in the morning around 10 AM. After the Dharna started at BSNLCO, the discussion started at 11.10 am and continued for one and half hours. GS, CHQ President and AGS participated. During discussions, Assn clearly told management that sufficient discussions were already held on the issues but no concrete decision has come. In the name of consensus, issues are dragging. Already there is a consensus on some of the issues and Joint Committee recommendations are made.
DIR(HR) informed that on implementation of standard pay scales of E2 and E3 replacing intermediary pay scales of E1A and E2A, Administrative decision will be taken today itself to implement the recommendations as it is. Assn once again made its stand very clear that E2, E3 scales should be implemented immediately from 01.01.2007 replacing E1A and E2A without disturbing the 5 time bound promotions already Executives having as recommended by the Khan Committee.
Further discussions held on CPSU Hierarchy, 1st TBP, Offtg pay protection, 30% superannuation, Ist TBP from JTO(LA) and Sr SDE after 4 years, Notional pay scale of E1A and E2A for JTO/SDE(C/E) etc w.e.f 01.10.2000. On these issues, management is trying to settle them in a time bound manner and the time schedule will be intimated to all, DIR(HR) informed.
Comrades, we had seen lot of assurances in the past also. This time we have to ensure that management is taking concrete decisions to settle the issues. So, make extensive preparations for the next programme from 18th to 20th May, 2016. Campaigning may be done by making special GBs at SSA level. Our CSs and other office bearers should start touring different locations.

Meeting with CMD and DIR(HR)
GS, AGS and Jt Sec met Sri Anupam Shrivastava, CMD(BSNL) and Smt Sujata T Ray, DIR(HR) and extended our sincere gratitude for the approval of 30% superannuation benefits to BSNL direct rects with initial contribution of 3% from BSNL, amendment to SDE RR clarifying the method of seniority fixation in the ratio 2:1, E1+5 increment to the remaining batches of JTO/JAO etc in the Board meeting held on 05.5.2016. We reminded them about the assurance given to SNEA at Jaipur AIC about 6% contribution. Both reassured that the percentage will be worked out after the recalculation of the medical expenditure by the Fin wing and the contribution will be enhanced accordingly as assured to SNEA.


JTO to SDE promotion - Court Case:
The case is listed for hearing on 18.05.2016 at Ernakulum. GS met DIR(HR) and other senior officers and requested them to send a senior lawyer from Supreme court, New Delhi to defend the case at Ernakulam on 18.05.16 as suggested by CS/Kerala. DIR(HR) agreed to our suggestion and action is being taken to send the lawyer from SC to Ernakulam for arguments on 18.05.16.


Why Recommendation of Joint Committee is not implemented by BSNL Management?
Truth in reference to the SDE and Sr. SDE to remain in E3 pay scales for 10 years: Comrades, being a member of Joint Committee and having signed the recommendation on Standard pay scales of E2 and E3 replacing the non standard pay scales of E1A and E2A for JTOs and SDEs, it was known to all constituent Associations that SDE and Sr. SDE will remain in E3 pay scale for 10 years because SDE in E2A scale is getting upgraded to E3 scale, 5 years in advance. That is why provision is made in recommendation that necessary provision/changes in EPP should be made to give one increment after five years for TBP from SDE to Sr. SDE Grade.
Our humble appeal to all members of Joint Committee is, LET US HONOUR OUR OWN RECOMMENDATIONS and maintain same stand in discussion with Sr. Management of BSNL to pave way for E2 and E3 pay scale implementation for JTO and SDE cadres before 3rd PRC.

Meeting with CGMT on 5/5/2016

The Association held a meeting with CGMT on 5/5/2016 to discuss Service and HR issues. Circle President Com George Varghese, Circle Secretary Com T.Santhosh Kumar, Circle Treasurer Com Premkumar.G, ACS Com J.V.Ramana, Area Secretary (South) Com Harikrishnan.G, CWC Member Com Sureshkumar and District Secretary of Trivandrum Dr.Sabu.V.G attended the meeting. DGM (HR/Admin) Shri James Sagayaraj and AGM(HR) Shri Madhusoodhanan also attended the meeting.
We thanked CGMT for restoring the Transfer policy-2008 (dismantled by earlier Administration) as per which transfer orders were issued to bring back our Comrades to their home SSA and also for bringing back normalcy in Kerala Circle.
CGMT informed that in the recently concluded FY 2015-16, Kerala Circle has registered revenue figures of Rs 2950 Crores with 4% revenue growth and the estimated profit is more than that of last year. We congratulate all executives, staff and the management for achieving this inspite of many odds and the turbulence prevailed in Circle. The revenue growth is only 4% and the reason is well known to all.


Excerpts of the meeting:

• Transfer requests to Kannur SSA: We thank CGMT for agreeing to bring back the comrades transferred out of Kannur in 2014 in the name of rationalization by earlier Administration.

• Looking after arrangements and transfer cases in Civil and Electrical wings. Agreed to discuss with Civil/electrical wings.

• Withdrawal of order No. HRIII/Transfer Policy/2014/2 dated 5-8-2014: CGMT agreed to withdraw the order and to follow the transfer policy evolved as per the discussions held with association so that all court cases in this regard can be withdrawn.

• JTO to SDE promotions, VCs pending from 4 SSAs (ENK, PTA, KNR, KTM)

• Looking after arrangement in DE cadre. We have requested to take necessary steps for the LA in DE cadre and pointed out that there are more than 150 vacancies in DE cadre and many DEs who were earlier promoted are reverted. It was agreed that it will be processed immediately.

• Pending requests on compassionate grounds: We discussed in detail on merit of each case one by one. CGMT did not agree to our request and we had pointed that these cases were approved by earlier Admins on merits and it will be an injustice to the affected families and requested to review the cases again.

• We registered our protest for reverting back DGMs in Kannur SSA in the month of their retirement. These Comrades are retiring in this month and with hardly a few days left, they were reverted. We requested Administration to show some humanitarian concern to these officers who have rendered more than 30 years of service to the department. We argued that if 7 excess DGMs can be accommodated in the Circle office, then we don’t see why 2 more DGMs cannot be accommodated in Kannur for a few 25 days.

• Long stay Transfer Exemption on administrative grounds to officers of Circle office and special protection to litigants against BSNL: we requested CGMT to review the cases which doesn’t deserve merit. We strongly protested for exempting few JTOs of Circle Office from Longstay transfers who are litigants against BSNL in the ongoing “JTO to SDE promotion” Court cases and because of whom around 6000 JTOs were denied from getting promotion since more than 5 years. The special considerations to officers working in Circle office will be sending a wrong message to the officers working in the field. We are of the view that the CGMT is not been properly briefed all the facts in most of these cases.

• Wage revision of Contract workers: Administration informed that the wage revision process is in final stage.

• Mobile Services Pre-ERP model: We reiterated the merits of Mobile Services Pre-ERP model, but it appears that Circle Administration is not in favor of going back to earlier model. We have even pointed out many pending issues of the sector under the present arrangements and the dip in revenue growth in CM sector . In the last FY 2015-16, CM revenue growth was a meager 2.75% whereas in FY 2014-15 the growth was 12.77%.

• OMCR issues: we came to know that the letter regarding seeking corporate office approval is pending with circle finance wing. We protested for the slow progress which is against the assurances and urged for early action in this regard.

• NOC related issues: Allot more VLANS (at least 125 nos) to Mobile services Kerala. The NOC to be decentralized on circle basis to address the above problems.

• Laying of OF cable: procurement of OF cable low count and higher size, laying PLB pipes along with NFS work. Posting more executives in transmission for speedy provision and maintenance of EB projects FTTH, etc, providing necessary Tools like Splicing machine, OTDR, vehicle etc..

• Procurement of battery and power plant.
• Shortage of 5pr cable, drop wire etc.
• AMC with vendor of mobile equipment under different projects cost reduction
• AMC/ CMC of mobile Infrastructure like DG, power plant etc
• Acquisition of more BTS sites in dense urban and sub urban area for congestion relief
• Renewal of lease agreements with BTS sites land/building owners.
• Point of Presence in Important/Commercial Areas
• Proper Utilisation of Coverage on Wheel BTSs in Trucks
• OFC extension to BSNL/IP sites
• Alarm Wiring
• OMCR should be given at least a read only permission username in every T1/T2 RPR nodes to telnet the nodes to take periodical dumps and to develop an in house software to tackle the quality issues and problems like broad cast flooding etc.
• Commissioning of OF cable laid to BTS.
• Commissioning of DGs installed .
• PBX Hacking and International Revenue Share Fraud.
• Review of External projects - Shortage of Executives for Electrical maintenance
• Posting of Heads in Kannur, TVM, PTA SSAs, Mobile Service, Senior Architect.
The meeting which began at 4 PM ended at 9 PM. We thank CGMT for his patient hearing.

CHQ News: BSNL Board Meeting

It is understood that the Board meeting held on 05.5.2016 approved 30% superannuation benefits to BSNL direct rects with initial contribution of 3% from BSNL. Now it has to be approved by DOT, the administrative ministry. We will continue our struggle to increase the contribution to 6% as assured to SNEA. Amendment to SDE RR clarifying the method of seniority fixation in the ratio 2:1, E1+5 increment to the remaining batches of JTO/JAO etc and some more HR issues also discussed and will be treated as approved after some more clarification. Congratulations to all. Sincere gratitude to CMD, DIR HR, GM Pers and GM Estt for the major breakthrough.

Regularization of Officiating JAOs
General Secretary Com K.Sebastin, CHQ President Com A.A.Khan, SNEA Finance Advisor Com Sudha met GM(Finance) Shri Sunil Kumar at Corporate Office and discussed the issue of giving regular appointment to officiating JAOs in Kerala Circle as ordered by CAT Ernakulam.
The leaders detailed the entire matter on the subject since 2010 JAO examination, 2012 JAO examination, carry forward vacancy of 2010, pending SLP wrt 2010 etc….
The Association requested the management to make regular appointment to the officiating JAOs as ordered by CAT Ernakulam. It was also pointed out that appeal against similar order of CAT Ernakulam already dismissed by High Court of Kerala.
GM(Finance) had a patient hearing and assured considering our request for regularization after examining the details from the concerned sections. The association will followup this matter further for a positive result.

CHQ News: DIR(HR) called a meeting of SNEA, AIBSNLEA and AIGETOA today to finalise the implementation of standard pay scales of E2 and E3 replacing E1A and E2A as recommended by the Joint Committee: The Jt Committee made two recommendations regarding pay scales, 1) replacement of intermediary pay scales of E1A with E2 and E2A with E3 for JTO, SDE and equivalent cadres and 2) to make necessary changes in the EPP to avoid anomalies.
Assn demanded that E2, E3 pay scales are to be implemented as per the recommendations of the Jt Committee after incorporating necessary safety clauses in the EPP to avoid anomalies. At the same time, the assured 5 promotions also to be continued in the future, which is part of the absorption conditions. Recommendation of CPSU cadre Hierarchy and 1st TBP is fully linked with the recommendation on pay scales. DIR(HR) finally informed that the recommendations of Jt Committee will be implemented first and other fresh demands will be examined later after obtaining further inputs.
Assn requested to implement the recommendations at the earliest by taking the approval in the next BSNL Board meeting itself since 3rd PRC will be constituted soon.

We urge Shri L.Anantharam, CGMT Kerala Circle, not to ratify any actions taken by Shri MSS Rao or by his Subordinates (like orders, instructions, complaints, courtcases, formation of committees, transfers & postings, decisions of meetings etc…) at his behest (on written or oral instructions) which were issued with malafide and parochial considerations.

It has come to our notice that disciplinary actions, displeasures etc has been initiated/imposed on many officers who has complied with the written/oral instructions of Shri MSS Rao while he was holding the charge of CGMT prior to 23/9/2015.
We are eager to see what action will be taken against those who had acted in his aid and in the behest of Shri MSS Rao (during office hours and beyond) during those periods when he was not having any role in Kerala Telecom Circle.

We express our sincere thanks to Shri L.Anantharam CGMT, Shri Mohan GM(HR) and the whole Circle HR team for releasing the transfer orders which were pending for more than 2 years in the Circle. We take this opportunity to congratulate all our Comrades for their sustained struggle which started since 1st May 2014 when the transfer policy was simply violated by Shri MSS Rao.

Dear Comrades,
Our Struggle was for a healthy HR management to meet the operational requirements and the reasonable expectations of executives. We don’t want to comment upon the stand taken by the so called Associations when the legitimate rights of the executives were brutally demolished by Shri MSS.Rao.

When SNEA members were facing all sorts of vindictive actions including Dies nons, second medical opinions, vindictive transfers, arbitrary transfers, chargesheets, suspensions, punishments etc, they were busy with patronizing with Shri MSS.Rao by conducting press conferences & even approaching Courts for his retention in the Circle just to extend the license to continue his atrocities to the executives and thereby destabilizing the healthy working environment of Kerala Circle. But the valiant struggle of SNEA against corruption, vindictive actions and attack on trade union rights silently resulted in dishonorable expel of Shri MSS.Rao along with his dogmatic policies.

In this occasion of festival of Pooram where Honourable High Court has directed to limit the sound level to below 125 decibels, we recall the days when Shri MSS Rao brought Pollution control board officials to the Circle Office to test the voice strength of SNEA Comrades during our valiant struggles.

We will not be surprised to see the writings likely to appear in some other website “with our untiring and consistent efforts, long stay transfer orders issued........”

During the discussion of transfer issues in the combined meeting of all executive associations with CGMT on 28/3/16, they lost their patience for sitting in the meeting which lasted only for a few hours that too in an air-conditioned conference hall, we don’t know how they could wait for the last two weeks for the release of transfer orders.

We are closely monitoring for the omissions and discrepancies in the released orders and the same will be taken up for necessary modifications. We thank SNEA CHQ which displayed a crucial role in bringing the normalcy in Kerala Circle by posting Shri L.Anantharam as CGMT for implementing the instructions from BSNL Corporate office on the HR issues of Kerala Circle.
Once again we thank Circle Administration, all our Comrades, fellow associations and unions who stood with us in our noble cause.

Transfer News:Our Circle Leaders are in contant touch with Circle Administration regarding the transfer cases. Yesterday, the whole HR team at Circle Office was working hard in the late hours for releasing the transfer orders. Finally yesterday at 8PM, Administration informed that transfer orders will be released on Saturday Evening (i.e today 16/4/16). We once again thank CGMT, GM(HR) and DGM(HR) for their efforts and commitment to release the orders in this week itself.

JTO-LICE News: As per the Interim Orders given by various CAT Benches, BSNL Corporate office has decided to provisionally allow all those TTAs to appear in the LICE for promotion to the post of JTO(T) to be held on 22/05/2016, for whom examination for Direct Recruitment in the TTA grade was held in the year 2007 and training was completed after 01/07/2008.

Meeting with GM (HR): Circle Treasurer Com. Premkumar.G and District Secretary(Circle Office) Com. Suneer met GM (HR) and also DGM(HR) today for discussing HR issues:

1. Transfer cases : GM (HR) informed that the Administration is finalising the orders and it will be issued in this week.

2. Posting of Ex-Servicemen TTAs as JTOs: GM HR informed that the particulars regarding their Group-C service in Air Force is being obtained from Air Force Record Office. The details of officials retired from Army and Navy to be collected from similar such offices.

3. Posting of JAO(Officiating) on regular basis: GM HR informed that circle office will take up this matter with BSNL Corporate office with a positive note for implementation of CAT order rather than challenging it, as requested by this Association in our letter dtd 24/3/16

Dear comrades, we are in receipt of innumerable queries in this regard from members who are away from home SSA for more than 2 years. Although we were assured that the orders would be issued in the first week of April, which is now extended to one more week. Kindly recall that we were struggling for the restoration of transfer policy since 1st May 2014 and hence we appeal to our members to wait for this week.

Meeting with GM(HR): Circle President Com. George Varghese, Circle Secretary Com. T.Santhoshkumar, Circle Treasurer Com Premkumar.G and Assistant Circle Secretary Com. JV Ramana met GM(HR) Shri Mohan on 2nd April 2016 and held discussions on various HR issues. DGM(HR) Shri James Sagayaraj was also present.

Posting of Ex-Servicemen TTAs as JTOs: We have invited the attention of GM(HR) regarding the instructions issued from Circle Office to the SSAs to obtain the Certificates to the effect that the Ex-Servicemen TTAs were holding Group-C post in Defense Services from competent authorities. We have pointed out that in the discharge certificate only their designation details are mentioned and classification of post is not there as such it has become difficult to obtain certificate from the Ex-Service welfare board and the certificate can be issued by the concerned discharging unit only. The Association pointed out that central pay commission classifies posts based on Basic pay and it can be taken as a certificate to the effect whether in Defence service, Ex-Servicemen were holding Group-C post according to their scale of pay at the time of their discharge. GM(HR) had a patient hearing and responded positively and ascertained DGM(HR) the feasibility of obtaining the required certificate from the Defense authorities centrally from the Circle office rather than directing the SSAs or the individuals which will complicate and delay the process. The association had informed that already AP Circle had sent these Ex-Servicemen TTAs for field training and requested for early action in this regard.

Posting of JAO(Officiating) on regular basis: The Association had a detailed discussion with GM(HR) along with DGM(HR) in the above issue, started since 2010 and the pendency of the court case upto Supreme court. We have pointed out that the filling up of posts declared in 2010 was done subjected to the outcome of the SLP pending in 2011 itself. The carry forward vacancies of 2010 were also filled in 2013 subjected to the outcome of SLP by all other Circles. The order from CAT Ernakulam is on the same line safeguarding all interest of BSNL by ensuring an undertaking from the officials to compensate all the expenditure incurred by BSNL in the event of final outcome of the SLP pending at Supreme Court. It was also brought to the notice of GM(HR) that already an appeal filed against the CAT order in High court of Kerala was dismissed and the association requested to comply with the CAT orders rather than going ahead with multiple litigations since all the BSNL interest are taken care in the order from Honourable CAT Ernakulam. GM(HR) assured to study the case in detail with a positive note.

Dear comrades, Com. Sujatha, JTO (Intl), Paravur of EKM SSA expired. Cremation will be held at 04:00PM today at her residence near Puthenvelikara Exchange. SNEA Kerala Circle conveys its deepest condolences to the bereaved members of her family for this greatest loss.

SNEA has always fought for the regularization of Officiating JTOs, which could happen only by amendments to the JTO RR. JTO Recruitment Rules 2014 were framed mainly for the regularization of officiating JTOs.
