Discrimination
and humiliation by GM TVM continues. SNEA TVM SSA unit fight back and
cancels all arbitrary transfers to our comrades. Congratulations to TVM
comrades for the fight against injustice.

and addressed the meeting. New office bearers elected are SSA President -
Com.R.M.Raveendranathan, SSA Secretary - Com. P.K.Manoj, SSA Treasurer - Com
Shiny Sebastian.
CP along with Org Sec Com Shiyas and Com. C. Stanley Exe
Member TVM SSA met PGM (BW) Shri.A.K.Gupta at RTTC TVM
and discussed the issues pertaining to Civil wing. Association
presented the issues like delay in promotions , not expediting the DPC for all the vacant posts,
the issue of not completing
the entry level training etc. Response PGM (BW) was very positive.
CS along with other office bearers met Executive
Director (NB) Shri.Talwar and PGM (Electrical) Shri.U.N.Rai at RTTC TVM
and discussed the common issues of Civil and Electrical wing. Association
presented the issues like delay in promotions , not expediting the
DPC for all the vacant posts, withholding the increment for not completing
the mandatory training, implementation of external projects, energy
management, utilisation of vacant quarters, unnecessary store purchase
etc. Response from ED (NB) and PGM (E) was very positive. From the admn
side CE (Elect), KRL and from Assn. side CP, CT, Org Sec Com Shiyas,
Com.Sudeepkumar V.P., Br. Secretary, Com Premkumar G., CEC member TVM were
also present.
CS along with CP, CT and ACS met CGMT and discussed the
issues in implementing the recent transfer orders of JTOs, SDEs and DEs.
From the Admn. side Addl.GM Shri. Satish Ram was also present. Non
availability of Top up vouchers, methods to popularise and to improve the
percentage of C-Top recharge etc were discussed. Shortage of materials
specially 5 pair cable, OF aerial cable ( even after sanction from Corporate
Office in Dec 2011 for the purchase of 100km of Aerial OF cable) were
brought to the notice of CGM and requested for immediate action for the
procurement of these items which otherwise will affect the business
activities of BSNL.
GS writes to CMD/BSNL demanding stern and immediate action against Sh.
Jyotishankar, GM/Thiruvanthapuram, for his established involvement in
series of serious financial irregularities.

The
Formal meeting with circle administration held on 20/03/2012. Besides CGMT,
Addl G.M Sri Sathish Ram and G.M (HR) were also present. The association was
represented by C/P C/S, Asst C/S and C/T
1. The CGMT mentioned about the remarkable and
outstanding performance done by Kannur SSA Staff for achieving more than
one Lakh MNP port in to our Fold. If other SSAs has also tried a bit we
would have achieved the 100% target.
2. OFFTG
Promotions DGMs/DEs.
The court directions on DGM
promotions in 147 seniority case and delay in getting the verdict of
sustainability of List No.6 has adversely affected the further offtg
promotions of DEs. The Association demanded necessary action on this
subject. The administration may move Court immediately for the interest
of service .There will not be any Offtg DGMs and about 75 posts of DEs will
be vacant unless and until circle administration move the court immediately
and get a positive direction on the subject. The CGMT has agreed to pursue
the case in the court as well as with Corporate office.
3.OFFTG
promotion to SDEs.
The court verdict actually did not ban any
offtg promotions. But it should be minimal and should not be an unending
process. The association requested to issue offg promotions orders to all
existing looking after SDEs immediately and further move the court citing
the stay order of various court in conducting DPC for regular promotions to
SDEs for further extending offg promotions.
4. TTA to JTO
Offg promotions.
CGMT has agreed to continue the
offtg promotion to JTOs after March 31st.
5.TRANSFERS:
All request transfers will be considered
with substitute on one to one basis as agreed upon by Circle administration
earlier in April and it will be minimum. However the wide disparity of
longest stay between SSAs will be given due consideration in effecting long
stay transfer. The Assn requested the CGMT to implement the pending cases of
last year orders and new orders may be issued only to the extent of balance
minimum requirement. The shortcut method adopted by some units to favour
individual may not be encouraged. This may create hurdles in smooth
operation of the process and may drag to CAT/Courts. The SSA heads and
Circle office should not encourage this.
6.TRIVANDRUM
SSA
Vindictive attitude of GM TVM
against SNEA members - The association strongly pleaded for shifting the
officer to some unimportant portfolio. CGMT informed that an impartial
enquiry is almost over and suitable action will follow soon.
7.Deployment of
surplus staff:
MS AT
staff - Though the association pleaded for
allotting these staff to SSAs the Circle administration has pointed out the
Phase-VII project is likely to be started soon and informed that the MS wing
has been instructed to carry out an objective assessment regarding
requirement to implement our suggestion. . The association still feels that
it is not correct to keep sizable number of executives idle when the field
SSAs are suffering a lot due to retirement of executives. The issue will
be further taken up again regarding judicious deployment of staff in all
wings such as circle office, circle AT, CTTC / RTTC / STP / STR / Inspection
circle.
8.Denial of
access to other operators Telephone Number from service numbers.
The CGMT informed that this is
done to save huge termination charges paid to other operators. How there is
no blanket ban and the service will be restored on need basis to necessary
units/ officers.
9.Processing
of KSEB bills through IMS and payment to KSEB through core banking in all
SSAs. The CGMT has appreciated our suggestion and informed that this will be
instructed in the next Circle management meeting.
10.
Deployment of Staff utilized in TRA on implementation of CDR.
The suggestion of the association for deployment of Staff and Accounts
Officers in CSCs and marketing was appreciated by the CGMT and it was agreed
to instruct SSAs in this regard.
11.Marketing
suggestion regarding “advertisement jingles” put forth by the Association
was appreciated and agreed to examine for implementation.
12.
EPP pending up gradation cases. DPC, in all cases reached in
circle office is over and orders will be issued soon.
13.Rural allowance
to staff working in Ernakulam SSA - dependent stations. CGMT has agreed to
decide on the matter without further delay.
14.
Anomaly in pay fixation of JTOs of Ernakulam SSA on
regularization. CGMT has agreed to give proper instruction to Finance wing
to settle the issue.
Meeting with Chief Engineer (Electrical)
CP,
CS, ACS, Org Sec Com Shiyas, along with SSA Secretary Com T.Santhosh
Kumar and Branch Secretary Com Binukumar met CE (E) in his office and
discussed the following items.
1. Pending
transfer cases. The Association requested to consider the request transfer
and restrict the transfer cases to the barest minimum. CE has responded
positively to our suggestion
2.
Procurement of store.
The
Association suggested to keep minimum Reserve Stock Level for stores
considering the financial health of the company and for procurement of
quality material.
3. HR
relations under EE electrical Calicut.
We have
pointed out the unhealthy HR relation prevailing under EE Electrical Calicut
and requested the intervention of CE for proper guidance.
4.
Pay fixation case of JTOs - E1+ 5 Increments. It was agreed to implement the
pending cases.
Circle
Executive committee meeting of SNEA (India) Kerala Circle to be held on
Thursday, 22nd MARCH 2012
at SNEA Bhavan, PJ Antony Rd, Palarivattom, Ernakulam at 10 AM.
All CEC members including Branch secretaries are requested to attend the
meeting in time.
It is reported that pay recovery is being
ordered in many SSAs against pay fixation on account of granting fixation
benefit on offtg promotion prior to the implementation of EPP. As per order
dt 19-11-2010 issued at the intervention of this Association Corporate
office has directed the field units not to resort to such recovery pending
finalisation of the case. All SSA secretaries may take the matter with
administration to stop such recovery if any. >>>>>>>>

(India) extend total support to the strike on 28th Feb 2012 called by the
Centre of Trade Unions . Participate in the demonstrations and other
meetings.
Working class unity- Zindabad, Working class struggle- Zindabad, Inquilab-
Zindabad. Down-down with the retrograde and hostile policies of the
government to promote private sector by destabilizing and demolishing CPSUs,
including BSNL.

United Forum of BSNL Executives Kerala Circle

A meeting of United Forum of BSNL Executives Kerala Circle was held at SNEA
Bhavan Ernakulam on 27 th Jan 2011 to discuss about the successful
implementation of agitational programs decided by the United forum. All the
three circle secretaries Sri TK Mangalanadan AIBSNLEA, Sri V. Ajithkumar
AIGETOA, Sri George Varghese SNEA along with other Circle office bearers and
SSA/ Branch Secretaries and activists at Ernakulam attended the meeting. The
following decisions were taken in the meeting for the successful
implementation of the agitational programs.
1. Steering committee at circle level (CP, CS, CP, Treasurer of the three
executive Assns.)
2. SSA level coordination committee of all the three Associations.
3. Notice/Poster will be supplied by the Circle to each SSAs.
4. Flexboard should be exhibited well in advance in all SSAs.
5. Expenditure sharing to be decided at SSA level meetings.( At circle
level 50:30:20.SNEA: AIBSNLEA:AIGETOA)
6. Combined meetings in all SSAs at branch/ area/ building level to be
arranged with participation of circle office bearers.
7.100 % participation should be ensured in the 3 days Dharna by
earmarking members for each day.
8. Vehicles should be arranged for conveyance of members for attending
Dharna at SSA H/Qs
9. Circle office bearers shall plan tour programme for attending meetings
in all SSAs.

Appeal to all Staff especially to Executives
:
Broadband targets for 2011-12 – OUR CIRCLE performance is far from
expectations. We could achieve only 61101 connections against a targets of
393000 net BB Conns. during 2011-12.Now our Circle Office has appealed to
all Staff to canvas for providing at least two BROADBAND connections per
month for FEB and March-2012 .If we sincerely took effort we could provide
64000 new BB conns. in Feb and March. All our members are requested to do
whatever is possible in this endeavour.
Costing and
Tariff section New Delhi has increased the band width ie download speed
almost the double the existing speed. Our Broadband service is the best in
the markets for competitive tariff and efficiency

this prestigious award.

Rajesh was working as SDE at Iritty Sub Division situated about 40KMs from
Kannur lying in the Western Ghats. He was performing well as SDE(G) during
the period of tenure. Later he has been transferred to Kannur CSC on regular
promotion as SDE through LDCE about 28 Kms from his residence. Wherever he
was he had done his duty with utmost sincerity, integrity and efficiency
which has been well assessed by SSA administration judiciously and hence he
has won this prestigious awards. He is a soft spoken, pleasant and
enthusiastic team leader delivering maximum output by himself and also
fetching maximum output from subordinate staff
.
He is in the for front of all Trade Union Programmes called
by our Association and JAC and on behalf of SNEA (I) Kerala Circle we
salute him with honour and pride on this occasion.

On 24-1-2012 the CS was called by Sri Premachandra CGMT over
telephone in response to Association letter regarding officiating promotions
in the circle .The CGMT has assured the CS that all the existing officiating
promotions in the circle will be continued after 31-3-2012 as usual without
any hindrance. Regarding new officiating it was assured by him that
instructions has been issued to HR section for processing the ACRs and DPC
.The new promotions shall be issued by March . The delay in issuing
promotion under EPP was brought to the notice of the CGMT by the CS. CGMT
has assured to expedite the cases. We are thankful the prompt response of
the CGMT. The shortage of 5 pair cable , drop wire and fund for
developmental works was discussed with the CGMT.
As assured to the CS, the Circle Admin has endorsed the order
regarding granting of 5 increments to 2008, 2009 JTOs and JAOs to the SSAs.

grand reception was arranged by SNEA (I) Pathanamthitta SSA
in connection with the Retirement of respected GMT PTA SSA Sri C.Sasidharan
on 21/01/12 at Hotel Thilakam ,Thiruvalla.
Almost all the members of the association and good number of
retired members participated in the meeting. The meeting was presided over
by Com John (president) SNEA (I). Com Manoj branch Secretary welcomed the
audience. Com Manoj gave a brief description of the activities and
achievement made w.r.t PTA SSA on assumption of charge of SSA Head by Sri
Sasidharan as GMT .
The
meeting was addressed by Com N.A Abraham who briefly commemorated the
earlier association with JETA in 1975 to 1981period by GMT. His vision and
approach to core issues of BSNL was always positive and has taken a bold
stand during absorption process in 2005 and opted BSNL and became the part
and parcel of our organization which is to be appreciated by all of us. He
also thanked the GMT for taking the bold decision of introducing a legally
valid contract system for O& Maintenance work of external lines and cables.
CP
explained in detail the importance of our on going agitation for ensuring
the honor and pride of the absorbed executives. While the management is
contemplating new RR within few weeks for rehabilitating non optee ITS man
by giving pay protection/seniority and sudden jump in their Scale the same
management is considering our young JTOS/JAOs with contempt and even not
ready to concede EIA/E2A scale by offering just 5 increments.
Com Jacob Mathew CWC member SNEA(I) also narrated the initiatives
and keen interest shown by GMT PTA for improving Mobile service in PTA SSA
and maintaining a cordial and peaceful relations with all including with
association which helped everybody to work without stress and strain.

The meeting of SNEA Kerala circle was held at SNEA Bhavan Thiruvananthapuram
on 11th &12 th Jan 2012. Com. R. Rajan Jt Secy South
CHQ attended the meeting on both days. Jt. Secy CHQ in his address briefed
members the present development regarding BWA spectrum, 3G roaming, New
Telecom Policy 2011, Pension Contribution, Spectrum charges, new stake
holders for 4G roll out like Mukesh Ambani etc. and roll played by SNEA to
protect the interest of BSNL and also to bring all unions and Associations
together in this regard.
The
meeting discussed the newly promulgated rectt. rule for rehabilitation of
non optee ITS officers in BSNL with promotions, pay protection and with
full Govt pension. While BSNL is not able to finalize the pay scale of JTOs/SDEs
for the last 5 years the BSNL (ITS) management could frame a new Rectt
Rule exclusively for the interest of ITS cadres in 2 weeks time against the
existing RR and depriving all promotional avenues of its own loyal
employees both absorbed and directly recruited. The meeting decided to make
all out preparations for the success of agitational programs on 16th
and 20th Jan 2012 in coordination with other Executive
Associations AIBSNLEA and AIGETOA.
The meeting suggested the
CHQ to pressurize the Management for further repatriation of ITS in DGM and
DE level as sufficient executives are already available in BSNL. Meeting
suggested to explore legal options along with organizational programs for
stopping this illegal rectt. exclusively for ITS to the PSUs denying
opportunity to others which is violation of fundamental right for
consideration. It also opined that the rectt. in SAG/HAG should be
restricted to need basis instead of the sole purpose of rehabilitation of
all ITS officers. The committee felt that 50 professional from market can be
taken as suggested by the Sam Petroda committee by paying them at market
rate instead of paying to 450 inefficient managers who have failed in all
fronts planning/ procurement/ marketing etc . The members failed to
understand the justifications for offering higher post and pay to this
officers who have decided to opt out from BSNL and failed to deliver results
in all front. Some members also suggested that if ITS cadre can be allowed
in government service up to 2012 with govt. pay and pension and recruited
as outsider at higher level in BSNL even at the age of 57 with full pay
protection the same option should be given to all already absorbed officers
also.
The meeting
expressed strong concern in the move of the Circle Admn to stop officiating
promotion in the circle. The meeting passed a resolution protesting against
this decision of the and demanded to review all orders and reissue for 179
days as provided under rules. The meeting decided to resort t any type of
trade union pogrammes to protect promotional avenues. The meeting expressed
surprise over the intention of h management when more than 50 % post are
lying vacant in all cadres and this promotion does not involve any financial
implications.
The meeting decided to pursue
the pending transfer cases in all cadres by March 2012 either by promotion
or by long stay basis.
Members expressed their
concern in shortage of fund and vital stores like OFC , MLLN modem, DSLAM
ports, 5pair cable, drop wire etc which is affecting the revenue and
customer satisfaction and decided to bring in to the notice of
Administration and CHQ. It is felt that considering the revenue earning
capacity of the Circle Corporate office should give some preferential
allotment to the circle.
The meeting
expressed concern over denial of all technical up gradation training in the
name of expenditure cut. Meeting suggested to arrange training for officers,
at least those who are opting for technical upgradation training. It was
also pointed that while there is no examination for non executives as well
as Sr. level officers w.r.t time bound promotions, the same is insisted for
executives alone which is discriminatory.
It was pointed out that a good amount of revenue is earned by training
centers/ SSAs through external training and this income has to be taken in
to account while considering training expenditure
Members pointed out the
deterioration in quality of Mobile services and suggested for proper cluster
optimization. It was also suggested that the mobile wing can be merged with
SSAs for effective man power utilization and for improving the service as
the real feed back of the customers is available with the CSCs and Marketing
wing only. It is reported that with implementation of infra mtce tender
there is good scope for redeployment of staff and vehicle in Mobile
Services. The officers posted for AT and NQM in MS are to be properly
redeployed.
It
was suggested that a technical audit has to be done in STR for proper
utilisation of installed transmission equipments. The members felt that a
large number of equipments can be spared in STR by proper rearranging and
these equipments can be used by the SSAs effectively. It was also pointed
out exclusive rooms allotted for STR equipments causing higher electricity
charges and complicating mtce issues.
The
members pointed out that since CDR has been implemented in most of the SSAs
and the officers and staff currently posted in TRAs have to be redeployed
in marketing and CSCs for improving the sales and solving the billing
complaints at the CSCs. It was also pointed out that there are many instance
of non receipt of bills and short billing in bulk quantity after the CDR
migration. The meeting pointed out the errors in migration of WiMax platform
to Kennan and suggested to have a total reconciliation of data in all SSAs
Members pointed out the
deficiencies in FTTH and Wimax equipments and reported that all AT
objections are waived in commissioning these equipments.
The meeting decided to conduct contact
classes for coming LDCE for maximum benefits to all the executives as there
are more than 3000 vacancies and total eligible candidate applied is just
double.
It was reported in the
meeting that Kerala Civil and Electrical wing is undertaking external
projects and at present projects worth more than Rs.900 cr is under
implementation. The acute stagnation in this wing was brought to the notice
of the meeting and decided to urge the CHQ to take action for filling up all
vacant posts.
The meeting felt that merger
of mntce region/ projects wing/ civil/ electrical in to circle is the need
of the hour for proper utilization of man power and reduction in expenditure
and decided to pursue the case at CHQ level.
It was decided to update the
membership list of all SSAs by including all members from Circle / STR/ STP/
Inspection wing/ Civil/ Electrical/Accounts . The list executives in MS/STR/STP/
Civil/ Electrical/Inspection wing will be uploaded in the circle website. It
was reported in the meeting that more members from accounts wing/ civil/
electrical are ready to join the association and all SSA secretaries are
instructed to contact these members for enrollment.
The meeting decided to
complete the CHQ Building fund collection immediately as the building is
expected to be inaugurated in the first week of Feb 2012.
All SSA secretaries are
requested to pursue the CR/SR/VC in all promotion cases.
The meeting decided to make
all preparations for the success of All India Conference. It was also
suggested to request CHQ to change the date of AIC considering the financial
year closing and Examination period.

, Circle President during 1999-2003 was felicitated in the CEC meetingon
the eve of his superannuation. All members recalled his valuable service
during last 20 years in different capacity. We wish him all happiness,
prosperity and a healthy long retired life.
General Body Meeting of Trivandrum
SSA held on 11th Jan 2012 and attended by nearly 150 members. GB
felicitated Com. Joseph Mathew, Com.C.K.Kuriakose and Com. Jayalakshmi on
the eve their superannuation. Circle President, Circle Secretary, Circle
Treasurer, Area Secretary (S) and many Circle Office bearers attended the
meeting. The meeting decided to start the classes for LDCE on 15 th
Jan 2012.
The reduction in pay
due 2nd PRC implementation with respect to pre revised pay of
E1A Scale of JTOs/JAOs in BSNL is partly achieved by allowing 5 increments
added to revised scale of E1 starting from 16400. The demand for E2 scale
and also for EIA scale has been rejected by DPE/DOT/BSNL management. The
whole issue of this disparity has been lime lighted by SNEA Kerala circle
especially by Com George Varghese while serving at Malappuram SSA and all
the JTOs of the particular 2007 recruited joined our association and the
new pay of 2007 JTOs are compared with pre revised pay. Com Abu Rezzal Dist
Secretary strongly pleaded for solving this anomaly. (refer SNEA KRL circle
letter to CHQ and also to Circle administration (Our Circle website dt ) As
a result of this OUR CHQ positively responded and took up the case with BSNL
management. In the initial stage they refused to act .We decided to go for
agitation subsequently a committee was formed which finally took the
decisions to allow 5 increments and rejected the demand of E2 and E1A
scale on the plea that mid scale EIA is not allowed by DPE and E2 is not
possible due to financial constraints of the Company. The whole issue
wouldn’t have occurred if the Justice Rao committees 2nd PRC
report was accepted as such (proposed pay scale for A+ category PSU ) but
GOI only accepted the D category pay scale to all PSUs and hence the
anomaly and discrimination occurred.
Dear
comrades,
We are compelled to accept this situation due to the
company’s ill health. It does not mean that our demand for E-2 Scale has
been dropped. Our fight must go on until it is achieved along with the
fight for the policy change of GOI to protect the Govt Sector PSU for
carrying out its social obligation and retaining the huge loss making rural
telephony and also to retain the tariff at affordable rates to general
public .

in the strongest way.

100% participation in all
the SSAs of Kerala. No ITS Officers were allowed to enter any office and all
the executives/non executives voluntarily participated in the strike
call given by JAC. Thanks to all the employees of Kerala for making
the historical strike a complete success.
Participate
and mobilise for December 15 th Strike demanding immediate repatriation of
ITS and against Govt policies resulted BSNL into a loss making PSU which was
eaning 10000 Cr profit and with 40000 CR. cash reserve with 3 Lakh
employees.
Hon.Ernakulam CAT Judgement in the Seniors ( SDEs promoted as adhoc DEs
before getting the second TBP ) getting less pay than Juniors ( SDEs
promoted as adhoc DEs after getting the second TBP ) case :
“
The respondents are directed to step up the pay of the
applicants
to the level of pay of their juniors with effect from the date of arising of
the anomaly of seniors drawing less pay than their juniors in respect of
each of the applicants within a period of 3 months from the date of receipt
of a copy of this order. However, this order will not stand in the way of
the Committee set up to deal with the issue under consideration in these
O.As, giving a more beneficial recommendation for the applicants.”
This issue is already under active consideration of Committee headed by PGM
( Finance), Corporate office. This committee has been constituted at the
intervention of this association and we already have had a number of
discussions on this issue with the members of this committee giving them
important inputs for resolution of this anomaly.
BSNL
employees and officers from the various part of Trivandrum SSA took part in
the march from Museum compound to Rajbhavan. The March was inaugurated by
Former Finance Minister Com. Sivdasa Menon. He stressed the need for unity
of whole working class to fight against the policy that is detrimental to
the interest of BSNL. Your Unity and struggle will be only guarantee to
protect your rights. The JAC District Convener Com Murlidharan Nair welcomed
the rally participants. Com Mohan Convener JAC, Com.N.A.Abraham Chairman JAC,
Com.Shyamkumar AIBSNLEA, Com.Santhoshkumar T SNEA also addressed the
march. About 1500 members participated in the rally to Raj Bhavan with a
sizable number of women employees.
The
SSA level convention of JAC for successful implementation of Strike on 15th
DEC and SSA HQ march and Raj Bhavan March on 8th DEC has been taking
place successfully in almost all SSAs. Local convention at Exchange /Office
is also going on in full swing. Our Circle and SSA office bearers are
actively participating in all the programmes. Some of the SSAs are
organizing VAHANA PRACHARANA JATHAs for the publicity of the strike and
to explain the general public the importance saving BSNL for keeping the
tariff at a affordable rate.
Our
SSA/Branch/CEC/CWC members must meet every member of our association and
ensure total participation in the strike.
The success of the strike will decide the future of our
Company.

Annual Conference of SNEA(INDIA) KANNUR SSA
Branch was held on 10/11/2011 at SKY Palace Auditorium .The
meeting was formally inaugurated by Com K Sebastin AGS
.He narrated the various agitational programme taken up by JAC against the
proposed plan of VRS and also for restoration of existing benefits of LTC
/Medical allowance .leave surrender ect. He stressed the importance of ITS
absorption issues which is a must for the growth and development of BSNL..
We all must cooperate with BSNL management for smooth transition of
absorption process. He also informed that the new Office building will be
ready for inauguration by Dec end and all must contribute the due share to
Building/ legal Fund.

The proposed VRS will not solve the financial crunch of our company
.Adequate compensation for the loss making Rural sector and the loss due to
stoppage of ADC must be given to BSNL for the survival of our company. The
license fee reimbursement and refund of BWA spectrum must be given to BSNL
for the survival.

Secretary elaborated the various activities taken up by Circle union . The
unceremonious relation with TVM SSA management and our association and the
TVM comrade’s fight against such autocratic and vindictive action of G M T (TVM)
must be supported by All SSA units. He also emphasized the need of exposing
the retrograde policy of the department and GOI against safeguarding the
interest of BSNL .BSNL is bleeding not because of the work force but because
of the wrong policies of government that suits for the private corporate
telecom service providers rather than public sector BSNL . He narrated the
various policy decisions of government that makes our company bankrupt. The
existing status of all cadre issues are also explained in detail.. The
ongoing DPC of Adhoc STS promotion and the difficulties due to unwanted
litigation in different courts etc for promotion of JTO to SDE .LDCE etc
also narrated by C/S
The
meeting was presided by Com P.Ramachandran Dist President. Com K.V Chandran
welcomed the audience. The report submitted by the secretary and the audited

ON 3rd NOV 2011 at SNEA Bhavan Ernakulam
The CEC meeting held at
SNEA Bhavan Erakulam on 3rd Nov 2011presided by Com.NA Abraham
Circle President was attended by Circle office bearers , SSA secretaries ,
CEC members and branch secretaries.
The CEC discussed the
ongoing activities of GMTD TVM against SNEA members for exposing the corrupt
practices’ and questioning his actions which are against rules and
procedures. The meeting expressed its concern in continuing harassment in
spite of the assurances given by the CGMT in this regard. The meeting also
discussed the unhealthy HR management exhibited in Civil and Electrical wing
in the Circle. The meeting decided to take up these issue with all concerned
and authorized the Circle office bearers to chalk out suitable
TRADE UNION
PROGAMMES to protect the interest of the members. The
meeting congratulated TVM SSA body for their active role in defeating the
sinister design of the GMT TVM by timely and sustained organizational
activities and for enrolling more than 45 new members especially form
Accounts wing.
The
meeting discussed NTP2011 and expressed its concern against the hidden
agenda to assist the private operators at the cost of PSUs. It was pointed
out that the new policy- like one nation one license etc is aimed at
legalizing the illegal activities of private operators .The new policy
facilitate private operators without any infrastructure to rollout service
by utilizing the infrastructure of BSNL. It was decided to make all out
effort to create public opinion against this.
Members pointed out
unnecessary equipment installations in STR
wing without even 50% loading the existing equipments while SSAs
are starving for transmission equipments. It was decided to study the case
in detail and make proposal for sharing/sparing the equipments/fibres
to the SSAs.
The inefficiencies of GPON/WiMax
equipments and its under
utilisation
was also discussed in the meeting. Non adherence to PO conditions of these
equipments was also pointed out in the meeting.
Shortage of
equipments and problems faced in maintenance was also considered by the
committee. The meeting expressed surprise in the reported shortage of Mobile
number level which clearly expose he inefficiency of the Management. In the
meeting Progress was reported by SSAs
by PTA, ALPY, MRX, KTM, KLM, PKD
in external plant mntce
tender. Remaining SSA Secretaries are instructed to pursue the case with Admn.
The implementation of
project Sanjay was also discussed and much progress was reported from most
of the SSA except, Kannur,
Kottayam,
and Kozhikode.
These cases are to be persuaded by the SSAs
.
The unhealthy individual favoritism
being shown in Mobile Service was pointed out in the meeting which is
demoralizing the general members who has complied with administrative orders
.
The CR assessment for EPP and Adhoc
STS is not satisfactory in most of the SSAs and this has t be speeded up.
The meeting decided to make all
efforts for successful implementation JAC agitational programs and demanding
change in Govt policies which against BSNL and in favour of private
operators. Members expressed the view that JAC relation should not be
limited for strike purpose alone but it should be available for the day to
day operations of the services.. It was pointed out by many members that
in most of the posters only VRS is projected and the policy matters which
are the real reason is sidelined.
The meeting decided to make all
preparations for the All India Conference by electing the delegates from all
branches and clearing CHQ quotas and completing the CHQ building/legal fund
collection .
General
Body meeting of Trivandrum SSA - GB of Trivandrum SSA held at YMCA hall on
2nd Nov 2011 was attended by nearly 150 members from all streams of
Executives. The meeting was attended by Circle President, Circle Treasurer,
ACS Com Aslesh, Circle Organising Secretaries Com. P.P. Ravi and Com Shiyas.
The meeting elected the Executive committee members and the delegates for
the AIC at Nanded.
GPRS
and 3G facilities withdrawn at 1200 Hrs on 22.10.2011 restored on 24th Oct
2011 by the active intervention of Circle Secretary SNEA (I) Kerala.

measures of Jyothi Sanker GM TVM continues in Trivandrum
Smt
Leema Pathrose JTO and Smt Mridhula Bhai SDE Sreekariyam were transferred
from the existing place to far away place against transfer policy and the
assurance given by Hon’ble CGMT Kerala and PGMT Trivandrum
Sri Babu SDOT in charge Varkala, Com Ajith kumar SDE in charge CSC CTX, Com
Anilkumar SDE(P) in charge Parassala, Com Babu SDE in charge Vithura were
removed from their respective SDE posts and reverted as JTOs by Mr Jyothi
Sanker GM Trivandrum in order to demoralize and demotivate SNEA members who
bravely refused to join AIBSNLEA
SNEA Leaders Com Premkumar D/S, Com NA Abraham, Circle President, Com Narendra
kumar, Com Santhosh Kumar BS CGMT Branch, Com PP Ravi Circle Org Secretary,
Com.P.Janardanan, Circle Treasurer has to plead for hours with PGMT TVM SSA
Shri.A.Balasubramanian to reverse this vindictive action of Mr.
Jyothisanker against SNEA members. Circle Secretary also intervened and took
up the case with CGMT Kerala .
The meeting started at 14.15 Hrs and in the end of the day at 19.45 Hrs PGMT
agreed to restore status quo and all orders were kept in abeyance.
Assn
discussed and settled the issue of telephone connections to comrades
transferred to outside SSAs, the case of transfer of Com.Valsala Kumari to
Manacuad, relieving of SDEs by Admn without the knowledge of the Controlling
officer and thus resulting to without proper making over / taking over of assets, display
of orders in SSA net, marking copy to recognised Associations/Unions etc.
All these cases settled with PGM TVM.
Dear Comrades,
No Officer can question our credibility, integrity, loyalty to
BSNL and our members pride. If any body questions it SNEA will not be a mute
spectator.

A
meeting of the Joint Action Committee of BSNL Associations/Unions of
Executives and Non-Executives was held at New Delhi on 21st
Sept 2011. After detailed discussion the following decisions were
taken unanimously:
The JAC
decided to organise agitational programmes on the important issues
facing the BSNL and the employees.
a)
Massive Fast from 10.00 Hrs to 18.00 Hrs on 27th
September 2011 at SSA/Circle/Corporate Office levels with maximum
participation.
b)
One
Day Strike on 10th October 2011.
Demands:
1.No VRS.
2.Payment
of Bonus (PLI).
3.
Restoration of Medical Allowance, Leave encashment and LTC.
4.
Conclusion of the process of ITS absorption.
5.Merger
of 78.2% IDA.
6.
Expeditious implementation of important business projects like ERP,
NGN, Transmission NMS and Immediate Procurement of equipments
including GSM, BB modem, MLLN Eqpt etc.
7.
Government Policy related issues:
a)
Compensation for loss making rural services according to policy
commitments.
b)Pension
Contribution to DOT only on actual basic pay instead of maximum of
the pay scale.
c)Refund
Rs. 8313 crore paid towards non standard BWA Spectrum band.
d)Giving
BSNL complete freedom to decide its circles of choice for 3G
spectrum – flexibility already extended to pvt operators at the time
of 3G auction.
e)Access
Deficit Charges (ADC) should be quantified through adequate and
appropriate mechanism before phasing it out.
f)
Reimbursement of Licence Fee to BSNL as assured at the time of
corporatisation.
g)Refund
of ‘Notional Loan’ of Rs. 7500 crore with interest collected by DOT
from BSNL.
h)
Discontinue the Telecom Advisory Committees.
8)
Procurement of GSM equipment, Broad band modems, MLLN equipment for
leased lines, expeditious finalization of certain critical business
mechanisms like ERP, NGN, NMS for sale of bandwidth etc.
Comrades of SNEA(I) must get ready for a protracted struggle to
fully expose how policies of the Government since corporatization of
DOT and consistent violation of policy commitments by the Government
aided by a fully non professional BSNL management having no
commitment towards viability of BSNL and growth of BSNL have brought
BSNL to present deep crisis. Workers are in no way involved in
present crisis that the Company is facing.
This
exposure to bring about complete awareness among parliamentarians,
media and prominent countrymen is absolutely necessary to salvage
the future of BSNL. The report of CAG on how the government
(ministry of civil aviations) has massacred its own Company, air
India, is glaring example of how sate owned companies are being
slaughtered by the policies of the government and BSNL is a classic
example of state owned Company presently being butchered by
government policies and a non committed, unprofessional BSNL
management, completely lacking professional integrity and highly
vulnerable to political and bureaucratic interference.

(I) Kerala Circle conveys its deepest condolences to the bereaved members of his
family for this
greatest loss.

Kerala Circle had a meeting with CGMT on 14/09/11 in CGMT,s Chamber at
1400hrs lasting for more than 2 hours on the issues raised by the
Association against Sri Jyothisankar GM TVM as per the letter dated
5-9-2011.Com NA Abraham C/P, Com George Varghese CS, Com Aslesh ACS Com
Premkumar TVM SSA Secy and Com.P.Janardanan C/T represented the association.
Besides CGMT, Sri Raja Hamza GM(HR) Sri Satishram Addl.GM(HR) were also
present. The circle secretary narrated the highhandedness ,repressive
measures by Sri Jyothisankar GMT TVM and also his vested interest in
retaining the post of GMT Trivandrum. All the issues mentioned in our
letter dated 5-9-2011 was discussed point by points. CGMT was unable to
justify any of his action and actually wondering what would be the real
reason behind these type of action from a General Manager. The Association
demanded his removal from the TVM SSA administration for creating a
smooth, harmonious and peaceful working atmosphere in the SSA. The ongoing
investigation about numerous corruption charges against this officer will
not be free and fair until this officer is shifted from the post. The
association also brought to the notice of CGMT regarding his membership
campaign for another association by intimidating the SNEA members in liaison
with the Secretary AIBSNLEA and PRO of using his phone, fax and office .The
Association also brought to the notice of CGMT regarding the derogatory,
uncivilized comments made against women executives, other executives and
senior officers by Sri Jyothi Sanker and demanded for public apology.
CGMT
assured that no more repressive and highhandedness will be tolerated
against any officers in the SSA. He also assured that the ongoing enquiry
will be continued without any interference from any body and the guilty will
be punished. The CGMT has assured that he will issue proper instruction to
the SSA so that GM TVM Sri Jyothisankar is not allowed to humiliate the
officers and staff any more in the SSA. The CGMT appealed to avoid any
commotion with administration for retaining a peaceful working atmosphere in
the SSA.

comrades,
Our struggle for
justice and pride has been partly achieved. But not over yet As far as the
corruption charges and shifting of the officer to some other unit without
HR functions is to be further followed it up at all levels. Be united and be
prepared for continuous fight against corruption, nepotism, vindictive and
repressive action of SSA GM and his coterie. We will be resorting to
organizational actions if the assurances given by the CGMT is not adhered in
its total spirit.

and SR of JTOs along with assessment sheets of 2002 and 2003 recruits are
urgently required by the Circle Office to complete the DPC for TBP. All SSA
Secretaries are requested to contact the SSA admn for arranging the
same.Consider this as most urgent.
BOOTLICKERS
AND SYCOPHANTS- NO, NOT YOU.
It
is no longer news that SNEA has decided to defy the autocratic, nepotic,
errant, threat-inciting and crazy ways of Sri. Jyothisankar, the hitherto
unquestioned king of TVM SSA, when he embarked on insulting and humiliating
lady Executives with the foulest of language unknown and unheard in a
civilized world. Yes, the SNEA has tolerated this man with great patience,
but the time has now come for it to rise up to the occasion as it has always
done in the past. It has never remained a mute spectator even in front of
the greatest of powers, the greatest of dictators. it does continue
unhampered and untapered as is its wont and style which it has displayed
right from 1986 onwards, be it the case of cadre issues, policy matters,
Reliance fraud, 2G case, corruption in high places, insult to lady
Executives – the list is endless and space limit prevents us from
elaborating. Yes, it has done its job in the face of the highest powers-
Ministers, Corporates, DOT, the Regulator and other top bureaucrats. And now
this man has invited it upon himself. As far as SNEA is concerned, he is but
a small fry, despite his boasting publicly and threateningly about his clout
with Cabinet Ministers (yes, the CDA about political recommendations is
applicable only when a poor Executive applies for a small transfer). We know
that the man will try all dirty tricks without any limit because such is his
culture.
While the entire officers and staff are assiduously and
devotedly immersed in the BSNL Marketing activities and maximum port in to
BSNL, our hero is fully immersed in porting in activities of Executives to a
particular Association. The offers are many and attractive with convenient
postings coupled with the free bonanza of special congratulation message
right from the GM immediately after papers of joining are signed. If you
do not comply immediately the threat of all dire consequences with
immediate transfer to remote area accompanies ( MNP Legal binding Clause).
It is more than enough to jolt any ordinary Executive.
The
execution of the whole project is in a well planned modus operandi, which
goes like this. First the GM will contact the Executive in his office
phone/mobile/residence phone at any time, with instructions to quit SNEA and
join the other Association. This is immediately followed up with the PRO
contacting the Executive over phone from the GM’s chamber with the GM
listening to every word that is spoken. PRO will ask you to join the other
Association. If you are slightly inclined, immediately the filled-in
application form of the other Executive Association comes to your fax. Just
sign the form and fax it back to PRO, as already instructed. Your name
promptly appears on the website of the other Association as a new a member
joining them. Yes, the operation is most simple and hassle-free. NO
Subscription fee ; NO Admission Fee. Free Onam Gift. What is more,
immediately you will get an SMS from Jyothisankar congratulating you for
joining the other Association. In case of Executives declining the offer or
putting up any sort of resistance, threats by Jyothisankar and PRO about a
doomed career and transfer to faraway places in Trivandrum SSA is
guaranteed. The PRO repeats the threats. To quote an example, the GM issued
threats to an SDE working in Kannur SSA that his family residing in the
BSNL qtrs at TVM will be thrown out from the BSNL qtrs. The modus operandi
can be confirmed by anyone with an iota of doubt from the executives, whose
names are displayed in the website of the other Association.
But dear comrades almost all the members claimed to have
migrated to the other Association are still in the fold of SNEA and are
regular paid members of SNEA. Members may therefore think twice before
falling preys in the trap set by GM Jyothisankar and his stooge the PRO. You
are brave members of SNEA, the Association with substance and valour.
Coercions and false propaganda cannot deter your firm resolve. But we feel
it is our duty to assure each and every Executive that the SNEA will never
let you down. SNEA will not allow Jyothisankar to create even a small blot
on the career of any of its members. Hereafter no SNEA member will be
transferred from his/her present post unless the member desires so. This is
the firm and solid and solemn guarantee that we extend once again to each
and every member of SNEA. Many right thinking Executives who were all
along part of other Association have joined SNEA after considered
observation of Association functioning in Trivandrum.
In this MNP
era, when the final tally is out, the actual figures of port-in and port-out
will come out. Definitely it will be far different from the Loyal SIM figure
published by Jyothisankar & Co.
Everyone knows that SNEA is not an Association built and run by CGMs, GMs or
other bosses. SNEA is an Association which has proven its mettle through
numerous fights and struggles on every front and it will continue to be so.
It is an Association which has questioned even the Ministers, Corporates and
the Regulator. It is an Association which boldly called foul whenever
something unpalatable happened in BSNL. Many of those involved are in
Thihar Jail today, in spite of the clout that they proclaimed and projected.
We hope that their numbers do not increase. Yes, Comrades you are fighters
first and stooges never. Fight for your rights with SNEA. Fight for your
career aspirations with SNEA like bold men and women, because you are not
bootlickers or sycophants.

Highly
autocratic ,repressive and vindictive actions of Sri.S.Jyothisankar GM
Trivandrum - The latest one declaring prohibitory
orders and threaten the use of police force in the office premises which is
so far unheard.- Now a situation as reached wherein this tolerance of the
members have considered as a weakness and started even abusing officers
particularly ladies and threatening officers even belonging to weaker
section.He has even gone to extent of interfering in the legitimate
functioning of executives Association and resorting to campaigning for one
particular Association- The CEC meeting of SNEA Kerala circle held at
Trivandrum on 29-8-2011 discussed the unhealthy H R activities of Sri S
Jyothisankar GM Trivandrum spoiling the morale of the executives and staff
there by affecting conducive working environment for a productive atmosphere
when the Company is passing through stringent financial conditions. The CEC
meeting unanimously resolved to strongly protest against the repressive
actions as well as the use of unparliamentarily, and filthy language
against the officers during the Management meeting and other occasions by
the GM Trivandrum . The meeting decided to call up on the CGMT to institute
an impartial inquiry against the officer regarding the following -
1.Showering
of abusive and unparliamentary language against executives during SSA
Management meeting held on 5th August 2011 in the conference hall
of PGMT”s office. The tone and tenor of his most derogatory language,
casting aspersions of illicit relations between two executives for the
simple reason that these two executives of opposite sexes were seated
adjacent to each other in the meeting, deserves utmost contempt and calls
for the most severe and exemplary disciplinary action. The extent of the
abuse aggravates, particularly because the better half of the male Executive
commented upon – another lady SDE - too was present in the meeting, a fact
of which the GM was fully conscious and aware. We believe that Sri.
Jyothisankar GM has exceeded all norms of decency, crossing all the
boundaries. Abusing executives, particularly ladies in such meetings
has become one of his main tantrums to threaten the Executives so much so
that it has become a routine rather than an aberration on the part of Sri.
Jyothisankar. Such harassments of women have so far been brushed under the
carpet, since we felt that the honor and dignity of ladies should not be
further affected and in the hope that he will relent. But the present
instance of the most inhuman public abuse of ladies in front of large
number of Executives have exceeded all tolerable limits and can no longer be
let go but may be viewed most seriously by the higher authorities, which
shall not stay short of initiating disciplinary action.
2.
Use of unparliamentry and derogatory words against officers in retirement
meeting and even in the occasion of Independence day celebration to
humiliate and insult officers.
3.
Boasting political patronage in getting his posting at Trivandrum in
front of offices and staff to show his political influence while CCS conduct
rule clearly prohibit such actions even by a last grade official.
4.Sri
S Jyothisankar GM himself has conducted an inquiry against him and obtained
statement in his favour by calling an officer belongs to weaker section
along with his wife (another SDE) in to his chamber and by threatening the
officers with dire consequence. The GM himself has typed the statement in
his own computer got it signed. This is a very serious case as the complaint
was about atrocities against weaker section and officer belongs to weaker
section.
5.His
regular routine is to indulge in a series of transfers to anyone without any
provocation and this happens in the case of anyone and everyone who in
his eyes, does not look good.. He cannot tolerate anyone even the best
performers who in the least frowns upon his idiosyncratic actions. Even
before the news reaches him he serves transfer orders to create fear
psychosis among the staff.
6.Morphing
of the photo of the award function of best electrical Circle award by CMD
to the Chief Engineer Electrical Kerala by removing the photo of the
chief engineer and substituting his photo and circulating the photo for wide
publication including exhibiting in BSNL diary and SSA net which is an
action inviting action under cyber law.
7.There are also very serious allegations about his actions on tapping/
tracking the mobile telephones of the officers, infringing upon the
fundamental right as a citizen of independent India.
8.He is autocratic in very step that he takes, so much so that he has
introduced an arbitrary instruction to officers to log in and logout at
9.30.hrs and 6 pm without any discussions or consultations, again clearly
proving that he cannot take his team into confidence and hence is no team
leader at all, thereby proving him unfit to be in charge of the nerve centre
of the Kerala Circle viz. Trivandrum SSA.
The
CEC of SNEA Kerala Circle call upon the CGM to institute an impartial
inquiry into the conduct of Sri. Jyothisankar GM Trivandrum by the
appropriate authority. During such an inquiry Sri. Jyothisankar may be kept
away from the post of the SSA, so that a fearless atmosphere conducive to
the conduct of an impartial inquiry is created.
SNEA demands CGMT
for immediate
intervention in the matter and arrange to institute disciplinary proceedings
against the erring officer by the appropriate authority so that the
explosive situation is not further aggravated. It may also be ensured that
the officer is shifted from the charge of Trivandrum SSA until such
proceedings are over for a free and fair trial as demanded by the CCS
Conduct Rules.
CEC
of Kerala Circle was held on 29-8-2011 at Trivandrum which was
attended and addressed by GS, Com K Sebastin AGS and Com S Rajan JS
South CHQ. Com GS in his address reiterated the huge
responsibility of the Trade Unions to oppose those policies of the
Govt. and management that adversely affect the growth of the
Company. He further urged upon the members that SNEA(I) should be
seen as role model of change and reminded them about the role played
by SNEA when policy violation was done by the Reliance 2002 and 45 M
GSM tender was cancelled by the then MOC&IT, besides raising the
issues of refund of BWA spectrum charges and compensation for rural
services. In the case of 2G license it was SNEA which first exposed
the murky deal to the country, and the final result is known to the
entire world. Today the most important issue under discussion in
the country is corruption and the Telecom scam has become the mother
of all Scams. In case of 3G and BWA spectrum, SNEA has exposed
discriminative attitude of the Govt denying level playing ground to
BSNL. Very recently we have exposed the award of Wimax project to
fake Companies and CBI has registered a Preliminary Enquiry against
unknown officers of BSNL. GS underlined the role and responsibility
of each and every member of SNEA in the coming days in opposing and
defeating the wrong policies of the Govt and management which is
very much essential for the existence of our company. We have tried
our level best for bringing professional Management in BSNL even by
approaching the court. We have to be fully conscious of the fact
that all our cadre issues can be settled only if the company is
financially viable.
Regarding cadre issues Com. GS recalled the historical struggle of
the association since 1983 for up gradation of pay scale to
1640-2900 and then to 6500-9000, with change of status from Gr. C to
Gr. B which only enabled absorption of JTOs as executives in BSNL.
Further through our sustained and determined action we were able to
formulate time Bound as well as functional promotion policy. But
after the 2nd PRC, the pay Scale of the basic cadre of
JTOs has been degraded which cannot be accepted by this Association
under any circumstances. Also issues of introduction of CPSU cadre
hierarchy and change of designation with change of pay scales are
issues that need to be pushed forward through organizational
actions, if required.
GS made an
impassioned appeal to the entire CEC that resolution of vital issues
of appropriate pay scales for JTOs and SDEs and introduction of
mechanism of CPSU hierarchy for career growth cannot be further
delayed and immediate Country wide organizational actions are needed
for settlement of these basic issues that will give comprehensive
career growth relief to the performing executives and also take care
of the growth of Company. GS also urged the CEC to deliberate on
these issues extensively and appealed to DSs to discuss these issues
threadbare at the grass root level to build formidable opinion at
the base level for launching of organizational actions in near
future for their settlement.
Though BSNL MS RRs are in force for functional promotions, all
promotions processes are held up due to indiscriminate court cases
on one ground or the other. Implementation of CPSU hierarchy has to
be our final goal by which all promotions can be availed without any
legal hurdles. Since best talent, skilled and experienced, is
available within BSNL, there is no justification for any outside
recruitment to the managerial post. As far as ITS absorption is
concerned the Govt. has already decided not to appeal against the
Principal bench direction restraining the promotion of unabsorbed
ITS in BSNL. It is reliably learnt that MOC&IT wants the absorption
issue to be concluded at the earliest. GS finally called upon the
members to be fully prepared for strong organizational action at any
moment for achieving the following important immediate demands.
1.Finalization of Pay scale of JTOs and
SDEs
2.Designation change, along with
financial up gradation.
3.Settling the pay anomaly case of Senior
and Junior consequent up on implementation EPP and antedating of
Increment case.
4.Implementation of CPSU hierarchy in
BSNL.
General secretary has agreed to take up the case of JTOs whose
appointment was delayed due to non availability of police
Verification report at Corporate office as requested by the Kerala
Circle.
Joint Secy South in his address called up on the members to give
more attention in finding out the core issues which affect the
growth and financial viability of BSNL. He has explained the
findings of core committee of Tamil Nadu circle in this regard and
requested Kerala circle comrades to carry out similar exercise and
share their views. Today there are no avenues for the executives
other than Association meeting to express their difficulties and
valuable suggestions. He lauded the members of Kerala Circle for
active involvement in maintaining the circle continuously on profit
though it is coming down.
Asst
GS Com K Sebastian briefed the members about the DPC process for DE
TO DGM, SDE to DE and LDCE for JTO to SDE and status of various
court cases. He has informed that the LDCE for JTO to SDE will be
conducted by Nov 2011 and requested all members to make use of the
opportunity as there are more than 4000 vacancies.
Kerala
circle donated Rupees Four Lakhs as the 2nd installment
towards CHQ building fund making it total to Rupees Six Lakhs.
Already Rs.Two lakhs were paid in the first installment, taking the
amount to Rs Six Lakhs. The balance of about Rs two lakhs is assured
to be paid next one month.
With this, CHQ wholeheartedly
congratulates the Comrades of Kerala Circle for their profound
commitment in honoring the decision of CWC Bhopal and lauds their
relentless efforts in mobilizing the donation.
The
CEC discussed the unhealthy HR situation created
Sri Jyothisankar GM Trivandrum
which has exceeded all its limits and strongly condemned his action
in insulting and humiliating Executives particularly Ladies and
members of the weaker sections. The meeting expressed its strong
anguish in misusing the SSA management meeting and even the solemn
occasion of Independent Day celebration and retirement meetings to
settle his personal goal by using derogatory word and filthy
language against the executives and Senior officers. It was also
reported that accused i.e the concerned officer himself has
conducted an enquiry against him and obtained clean statement from
the affected officers by coercion. The meeting decided to call upon
CGMT Kerala to initiate impartial inquiry in this regard after
keeping the officer away from HR related functions with immediate
effect.

buildings by BSNL belonging to his brother-in-law, wife and
mother-in-law indiscriminately at very exorbitant rates. Association
pleads with
Central Vigilance Commissioner that large scale
acquisition of buildings by BSNL belonging to close relatives of the
said officer cannot be a matter of mere coincidence but a serious
financial irregularity in which complicity of the said officer is not difficult to
establish.

Ernakulum SSA had a detailed discussion with Dr.P T Mathews PGMT Ernakulam
on 20-8-2011 on various issues as per its letter dated 29th June
2011. The meeting was attended by SSA President.Com. P L .Francis. SSA Sey

Thanks
to the Central Leadership of SNEA(India)for the active intervention in
settling the grave mistake of the Exam wing of BSNL in the valuation of LDCE
answer papers for SDE (E). This resulted in the selection of four of our
active comrades in getting the selection to the SDe grade. Congratulations
to all the four comrades.
TVM
admn issued orders by transferring Comrades N.A.Abraham, Narendrakumar and
Elizabeth Kurien from their present posts. This vindictive action by the SSA
admn towards the right of freedom of expression specially in Assn meetings
has caused sparking protest by the Assn representatives. Nearly 30
Executives along with the District Secretary met PGM in his chamber
demanding immediate cancellation of the transfer orders and reinstating Com.
Narendrakumar back to KAM post. Finally PGM for the first time as PGM TVM
SSA issued orders by canceling all the three transfer orders issued today
and posting Com. Narendrakumar to the KAM post. Assn insisted that no
further transfers of Executives will be allowed in total violation of
transfer policy. PGM readily agreed to our demand. Association further
demanded that GM Jyothisankar should openly apologise in the specially
conveyed Management meeting of SSA for using
unparliamentary words amounting to character
assassination, self respect and questioning the
honor and dignity of
the lady Executives.

addresses CGMT on the highly autocratic, high-handed and repressive
measures adopted by Sri. S.Jyothisankar GM ever since his assumption of
charge as the Head(?) of the Trivandrum SSA.

meeting of SNEA(India) TVM SSA held at Trivandrum on 18th August
2011 unanimously passed a resolution requesting the Circle Association to
call upon the CGM to institute an impartial inquiry into the conduct of
Sri. Jyothisankar by the appropriate authority. During such an inquiry Sri.
Jyothisankar may be kept away from the post of the SSA, so that a fearless
atmosphere conducive to the conduct of an impartial inquiry is created.

Body Meeting of Trivandrum SSA was held on 18-08-2011. Circle President,
Circle Secretary, Circle Treasurer, Asst.Circle Secretary, Circle Organising
Secretaries attended and Addressed the Meeting. The meeting was
specially
held
to discuss the harassment towards the Executives by GM
Shri.Jyothisankar. This has crossed all the limits by uttering
unparliamentary words amounting to character assassination, self respect and
questioning the honor and
dignity of
the lady Executives in the Management meeting by the said GM. He
is using transfer as a weapon for spreading fear among the Executives.
Executives are transferred without any norms and just to satisfy the said
GMs ego with out considering requirement and needs. After heated discussions
the GB unanimously passed two resolutions urging strong action against the
GM in using unparliamentary comments in the Management meeting against the
lady SDE including the shifting of the said GM from SSA. The GB
further unanimously resolved that no further transfers of Executives will be
allowed in SSA with out following the transfer norms and all transfers
should be done only after taking the Association in to confidence. There was
strong resentment from the Executives in ordering
an arbitrary instruction to officers to log in and logout at
9.30.hrs and 6 pm without any discussions or consultations with the Assn
Representatives.

Treasurer attended and addressed the meeting. Com.T.K.Ravi DE Ollur,
Com.Gokul SDE ( Marketing) and Com Gracy were elected as President,

JAC
leaders met CGM on 20-04-2011 in his chamber and apprised him on the
Employees awareness week and the detailed programmes on Customer delight
month. We requested him to give us a slot in the Circle Management
meeting on to explain about the JAC programmes. CGM readily agreed for
this and he assured all out cooperation for the successful implementation of
the programmes. On TDS issue and non availability of BSNL products for the
customers JAC informed our decisions in the JAC meeting. Immediately maximum
BSNL outlets numbering around 1000 to be opened in all Telephone Exchanges/
BSNL offices. This will be done without any additional staff/ major
expenditure. All the products will be made available by BSNL to DSAs/retailers.
Vehicles available at all levels will be utilised for this. In addition
C-top up facilities will be extended to the maximum possible outlets. For
finalising these CGM formed three committees headed by GM(Operations), GM
(Sales&Mktg)-CFA and
GM (Sales&Mktg)-CM. In all
the three committees representatives of JAC are also included in addition to
the management representatives. The committees will submit the report by
25th April 2011 itself. JAC handed over the letter regarding our
apprehension for the delay in the implementation of IDA pension revision for
pre 2007 retired employees. CGM took a positive stand on this issue.
JAC meeting and JAC programmes -
Circle JAC Meeting held at Trivandrum on 19-04-2011. The meeting presided by
N.A.Abraham Circle JAC Chairman attended by JAC Convener Com .Mohanan , and
representatives of AIBSNLEA and others took the following decisions. (1)
General Body meetings will be held
at all Divsional level and in sections wherever there are
more staff concentrations as part of
Observing of "Employees Awareness Week"
from 25th to 30th April, 2011 through out Kerala.
Detailed instructions in this regard will be issued by Circle
JAC in the form of a circular. The change in date from the CHQ dates is
because of the special conditions of Kerala Circle.
. Separate meetings may be conducted for CSC staff
awareness. (2) Extensive preparations to be held at all levels for the
successful implementation of
"Customer Delight Month" :
1st May to 31st May,11(3) JAC
leaders will meet CGM on 20th April 2011 and will explain to the CGM the
detailed programmes of JAC. In the same way JAC meeting to be held at SSA
level and meet SSA heads for the successful implementation of the JAC
programmes. (4) JAC decided to arrange BSNL selling points in all Exchanges
/Offices of BSNL in order to tide over the TDS problem and non distribution
of BSNL products by the franchisees. In addition JAC will cooperate and will
distribute the BSNL products to the DSAs/retailers. JAC will discuss with
the Circle Management in the proposed meeting on 20th April
2011. (4) The IDA pension to the employees retired before 2007 is to be
implemented in the Circle as per the orders on this from BSNL and DOT. JAC
will discuss this with the CGM in the meeting.

MEETING ON 12 th APRIL 2011 AT ERNAKULAM
The CEC meeting held at SNEA Bhavan
Ernakulam on 12th April 2011 deliberated various issues.
1. CEC decided to take
immediate suitable steps including TU actions if required for correcting the
anomalies in the recent transfer and posting orders by CGMT.
2. The meeting expressed
its deep concern over the collapse in mobile marketing with the introduction
of TDS. It resolved to extend all possible action to distribute RCC and top
up cards to customers and retailers through all BSNL Exchanges and offices.
The forum of JAC can be effectively utilised for this purpose.
3.The meeting decided to
urge all SSAs where Project Sanjay is not implemented for immediate
necessary action for its implementation.
4. The meeting decided
to convene JAC meetings in all SSAs for the efficient implementation of the
charted JAC programme " Customer Delight Month"
5. CEC expressed its
concern over the pathetic conditions of the external plant mtce due to lack
of fund and manpower. The meeting called upon the Management for the
allocation of necessary funds and suitable supply of labour.
6. CEC decided to
complete the CHQ building and legal fund collection within one month. All
members should contribute liberally to this and the minimum contribution per
member is Rs.500/-. Circle Office bearers and CEC members are expected
to set example for the liberal contribution. In the CEC Circle President and
Circle Secretary declared contribution of Rs.5000/- each. Com K.Krishnakumar

Congratulation to Com. Samuel Thomas SDE,
Alacode and his team for
the exemplary contribution in achieving 1000 Port In BSNL Mobile customers
using MNP in a small Subdivision in Kannur SSA which is leading in KERALA
circle as a whole.
A Small Subdivision(ALACODE) in Sreekanadapuram Division
consists of 7 Exges one CSC and more than 9000 DELs in the eastern ghats of
Taliparamba Taluk -. The staff position is 7 TMs for 7 Exges (one each)
one TM for Udaan and one lady TM for indoor work. Two JTOs are also
available for Exge Maintence/development work
for these7 Exges
A staff meeting was
conducted by SDE distributed the applications all BSNL services, opened a
counter at CHURCH premises on Sunday where a new mobile tower has been
commissioned. The Vicar of the church also helped them to promote BSNL
products and services. Actually two mobile tower has been commissioned one
in Pathenpara and another in Thimiri under Alacode subdivision
Earlier staff meeting of whole division was convened and
attended by GMT and other senior officers. The effort of the Management in
convincing the staff to change ourselves for meeting the goal has resulted
in this marvelous achievement of ALACODE Subdivison which can be emulated by
all Executives and staff elsewhere in KERALA CIRCLE and for the entire BSNL.

contacted GM (BB) regarding revised BB tariff structure to BSNL employees
also. ( 20 ps/MB for excess usage). GM agreed to settle this by extending 20

The
Association had detailed discussion with Circle Administration on wide
ranging issues on 3-3-2011. The meeting lasted for more than 3 hrs. The
Assn was represented by CP, CS, CT, ACS Com.Aslesh and Com.Sureshkumar CWC
Member. From the Admn side besides CGM, GM (HR), DGM (HR) and DGM (Admn)
were present. Following issues were discussed.
Transfer
of Executives completing 2 year in away SSAs. The stand of the Admn. is to
consider only the transfer cases of those working only in Circle tenure
areas like Malappuram, Wynad and Kasargod. This was vehemently opposed by
the Assn. The Association argued that those who were transferred out by
the Admn in the interest of service irrespective of the place should be
brought back on completion of their 2 year tenure. Finally the
administration agreed to our demand and also agreed to consider the
retirement cases also.
Transferring out the officers on long stay basis. The Association
suggested that the transfer should be one to one basis and those who have
already worked out of the home SSAs/ tenure stations for more than one
year to be exempted form the long stay transfer. The Administration
agreed to the suggestion. But Admn side it is told that few more addition
is required at some stations like Kasargod. The Association suggested that
such requirement can be considered along with the expected promotion of
JTOs.
Retaining
Residential service connection on transfer. The CGTM agreed that he will
consider the case.
Officiating Promotion from JTO to SDE offg. The process of those left out
up to 1998 is under way. The Appeal in High Court will be expedited.
Officiating Promotion from SDE to DE. The VC of 22 officers have been
called and same will be issued soon.
Officiating Promotion from DE to DGM. The Association pointed out the
field difficulties and the implications of the present cases. The issue
is to be taken seriously with the Corporate Office before the Supreme
Court to avoid multiple litigation and stalemate in this regard. In the
light of the court cases the decision will be taken in consultation with
Corporate Office.
Recovery
from pay of JTO electrical- The recovery of pay issued from to the JTO
Electrical for not passing the Simple Accounts examination was taken up.
The CGMT has agreed to review the case.
Time
bound promotion case of JTOs of PGT SSA- The issue was discussed in
detail. It was assured that the matter will be settled with GMT PGT.
Bond
enforcement of JTOs - The procedure of Bond enforcement of JTOs in case
of resignation was discussed. The Assn pointed out that as per the present
bond there provision to recover Rs 2,00,000 only and no training expense
can be collected. The CGMT instructed GM (HR) to look into the matter.
Suggestions for service improvement - Our suggestion for improvement in
Mobile, Broad band and land line Marketing were well received by the
Management. It was decided to pursue the cases for implementation.

Organise, mobilise and unite
to defeat the sinister motives of DOT & BSNL Management to
demote the entire JTO, SDE equivalent cadres.
From 1979 onwards we are struggling for the upliftment of JTO
cadre.
IIM Bangalore in early 80's, National Productivity Council during
IVth and Vth Pay commission period and SM Aggarwal and Sarin
Committees made extensive work study and recognized that JTO cadre is the backbone of DOT (now BSNL) and
recommended upgradation of this cadre in terms of pay scales and
status. Union Cabinet in 1987 revised pay scales from
Rs.1400-40-2300 to Rs.1640-60-2900. In 1996 on Vth CPC
recommendation pay scales again revised from Rs.5500-175-9000 to
Rs.6500-200-10500 along with elevation from Group C cadre to
Group B Gazetted cadre. In 2002, after lot of struggle we
achieved E1A and E2A scales instead of offered E1 and E2 scales.
Can anyone forget the last 30 years
of struggle for our cadre? Can anyone imagine the demotion of
the cadre after 30 years of struggle?
can we imagine the demotion of
35,000 JTOs, SDEs etc ?
We have to
answer these simple questions in the coming days. Assn
(erstwhile JETA / JTOA(I) / TEOA(I) and now SNEA(I)) started
this struggle for the cadre since 1979 and will continue till we
achieve the goal.

Data
speed of 3G - The low speed and unsteady 3 G data speed problem is brought
to the notice of CGMT Kerala by CS and the issue will be taken up with
Director (CM) by our CHQ. We are trying to highlight the problem at all
levels so that problems with 3G data speed is settled.
Transfer
of Officers from Ernakulam and Trivandrum SSAs
The
working strength of executives in all SSAs is less than the sanctioned
strength and hence transfer of executives from one depleted SSA to
another can not be accepted. The Circle Administration may take
appropriate action to get more Executives posted to the Circle to cover
the shortages in all 11 SSAs, Mobile Services, CO, RTTC etc. We have
already pointed out the pending Rule 8 transfers in the cadre of JTOs and
transfer request pending from 13 tenure completed SDES from other circles.
Additional posting to any SSA under the present conditions, is to be done
only when additional strength is received by the Circle by virtue of new
postings/promotions as is being done by the BSNL Corporate office.
However transfer of executives may be worked out and implemented only
on one to one basis for meeting the requests of the officers completing
their tenure in away stations from their home stations as being done
by the Corporate office in case of inter circle transfer.
The
findings of the Committee on the deployment of staff in the Circle is
purely empirical, hypothetical and unacceptable as it is not based on
actual/ required work load or the duly approved norms of the competent
authority, which has clearly enunciated norms for arriving at the
justifications in various sections/sectors. Any decision on the basis of
crude, irrational and arbitrary conclusions with the thumb rule as land
line capacity does not deserve a place in modern management/modern
technology which mainly includes transmission media, POI, MSCs, TAX, MPLS
core network, broad band , EB Marketing both CFA and Mobile etc and land
line is but a mere contributor.

21 JAG officers reverted as per the order under reference nine officers were
promoted in the 1/3 rd competitive quota, whose seniority has nothing to do
with Rule 206, which concerns only the seniority (2/3) quota.
All
the remaining 12 officers belong to 1972 or prior batches, who passed the
Qualifying Examination prior to 1985, which again means that all these
officers except one ( in case Rue 206 is to be
applied after finalization of Seniority on the outcome of SLP ) who
are coming in the zone of consideration for further promotion to JAG are
senior to the applicants in OA 520/2009 both with reference to the year of
Rect as well as the year of passing the qualifying examination.
The
applicants in the OA 520/2009 belong to 1973 and later batches, who passed
the qualifying Examination in 1985 or later. It may be noted the all the
applicants in OA 520/2009 are much junior to the all officers reverted as
order under reference and the 38 officers who were coming under the Zone of
consideration for promotion to JAG
In the
light of the above it is requested that the reversion orders of the 21
reverted JAG officers may immediately be cancelled and further promotion to
JAG may be issued at the earliest since many officers are on the verge of
retirement with a good number of posts lying vacant and consequently causing
administrative difficulties.

. The conference was formally innaugurated by Circle secretary Com George
Verghese .110 members participated in the conference. The former Circle
Secretary Com ORC, former CEC member and SSA secretary Com Ramachandran and
Com K.D Sebastian ex Circle President attended the meeting as special
invitees and addressed the meeting. Circle secretary explained in detail
about the pending cadre issues and our earnest effort to settle the issues.
On common demands JAC is the forumn for pursuing such cases - viability of
BSNL-ITS absorption ,Procurement sufficient mobile equipments etc - Com

of stores for line/cable maintenance, shortage of recharge coupons, paucity
of fund for various maintenance work as well as capital work, shortage of
FWT/EPBT etc were discussed in the meeting and meeting calls upon JAC to
take up the issue besides being pursued by our association. The meeting
adopted resolutions requesting the administration to stop unlimited period
of replacement warrantee of telephone instrument to one year as done in the
case of Modems. The meeting also passed resolution urging the
Administration for finalizing tender for extending labour assistance for
external maintenances. The Meeting discussed the deficiencies in Mobile AMC
performance. The members expressed their apprehension regarding the
implementation of CDR. Meeting decided to urge the administration for
strengthening the SSA Transmission wing for prompt completion of projects
and fault attending.

Mohanan Pillai SDE Kollam SSA an active member of our Association met
with a tragic road accident on 6th December 2010 and
succumbed to the accident. SNEA (I) Kerala Circle mourns the sad
demise & conveys its deepest condolences to the bereaved members of his family for this greatest loss.
The
Association had a meeting with Circle administration on prior appointment on
25-11-2010 for discussing wide ranging issues already brought to the notice
of the CGMT for improvement to service and cadre issues. From

Improvement in Marketing and Customer care activities.
Our
suggestion was welcomed by the CGMT. He has immediately consulted other GMs
for the implementation of our request for 3G, GPRS for Executives and
prepaid recharge coupon to TMs in the absence of Tarang telephone. We
were told that CGMT personally feel that this can be done without any
hindrances. Our suggestion for incorporating Telephone number in all
communication was well appreciated and accepted by the CGMT. It was decided
to issue necessary instruction in this regard.

Our
suggestions has already forwarded to GM marketing CFA for necessary action.

It was
assured that this case will be considered at the first opportunity when
substitutes are available. We were informed that sanction for recruitment of
285 TTAs( out side ) is expected very soon. Or when JTO to SDE offg is done
the case can be considered. Or at least by next March all pending cases can
be settled.
10. Information pertaining to erstwhile ASTTs as per Corp.
Office No.22-36/2001-TEII dated 5-10-2010.
We
have explained the seriousness of the issue and expressed our protest in not
supplying this information even after two remainders from Corporate Office.
CGMT immediately directed DGM HR for supplying the necessary information.
11. Officiating promotion to JAG/ STS/ SDE
JAG and
SDE Officiating are pending due to Court cases. All out effort is being made
for clearing the cases. It was assured that all vacant DE post will be
filled at least by first week of December. The Association requested the
management to clear all the reverted cases in one order.
13.
Transfer cases pending in DE cadre.
All the two year completed cases will be
cleared. It was assured that our request for clearing at least the case of
those officers retiring within 2 year will be considered positively.
Other
items taken up in the meeting
1. Shortage of materials
The issue was discussed in detail . CGMT has informed that he
is fully aware of the situation but no solution is forthcoming before Jan
2011
2.Shortage of BSNL mobile top up cards
On our intimation earlier necessary instructions are already
issued for printing sufficient recharge coupons of small denomination. It
was told that once the present printing is over there will not be any
shortage in future

BSC failure at Tirur
- inaction from the AMC by M/s Nortel.
The issue of recent BSC failure at Tirur was
also discussed with the CGMT. We have informed that the AMC vendor has
simply taken the BSNL for a ride. We have expressed our view that had the
suggestions made by the our Engineers were taken in to consideration the
problem could have been settled without this delay. We have told that we can
not become the hostage of AMC vendor and vies of our technical expert are to
be given much weightage rather than the AMC holders.
4. Infra Mtce by EOI as part of Project Sanjay.
We have pointed out the loss being incurred to then tune
several Cores due to the delay in its implementation. Strict instructions
are issued to all units/ SSAs for the implementation. Our SSA secretaries
should monitor and report the progress in their SSAs.
5. Broad Band billing Issue – Bill issued by TRA is not
matching with CDR
The issue is brought to the notice of CGMT.
It was assured that he will look in to the mater for necessary action.
6. Problems in WiMax Services related with NOC.
CGMT has appreciated the points raised by the Association and
promised that necessary instruction will be issued to the concerned
officers for corrective actions. >>>>>>>
7.Delay in processing of CRs by SSAs in Promotion cases
Already instructions are issued to all
Units/ SSA for assessing and sending them to Circle office. He has
suggested the intervention of our members at SSA level also. Our SSA
Secretaries should monitor and report the progress in their SSAs.
8. Sending officers with less than 2 year service for
mandatory trg.
Our suggestion for exempting officers
with less than two year service from mandatory training was will received by
the CGMT. This will save lot of man power and expenditure towards Training.
9. Delay in posting of JTOs for want off Police Verification
report- 2007 Batch JTOs.
We were assured that necessary corrective action will be
taken in this regard.
10. Non consideration of request of officers for posting in
IMPCS.
This issue was discussed in detail with GM HR. We have
pointed out the missing cases. It was assured that the case will be
considered in future. We were advised to bring it to the notice of IMPCS
wing also.
The meeting was very cordial and constructive. We thank the
CGMT and Circle Administration for their positive approach to all the issues
raised by us.
The Circle office bearers met G M (F) Smt.

1. Disconnection of KSEB connection to BTS for non payment
of electricity bill.
We appraised GM (F) about the precarious situation and
requested to find some means for the payment of the E B charges. We were
assured that she is already seized of the issue and some strategy is being
worked out to tie over the situation
2. Pay Anomaly of JTOs of 2007 and
2008 rectts.
The issue was discussed thoroughly with
all document like Rectt Notification 2007 and 2008, IDA revision order,
Clarifications issued there under, Action taken by Rajasthan Circle, W B
circle, IT Circle Pune, Pay slip of different Circles etc. GM (F) was very
much convinced about the issue and assured positive action within a short
time.
3. Hard area allowance to Staff working in Minicoy.
This item was also discussed with G M (F) with all relevant
orders issued by DOE, Ministry of Finance, BSNL corporate office Etc. She
was convinced about the issue and expressed her displeasure in referring
this matter to Circle Office by the SSA as when there are clear orders
available, on the subject. Immediate action was assured in this regard.
The GM (F) has shared her sentiments
about the BSNL financial viability. She has suggested action from the SNEA
(India) at Circle & CHQ level against all kind of loss to our company.
The meeting was very positive and constructive. We thank the
GM (F) for her positive understanding of the issues and her concern about
BSNL financial viability.

performance of Products /items tested and cleared by QA . The new caller
ID phone, FWTs, Power Plant Modules etc are few example. It is observed
that field units who are the actual users of the products are not giving
proper feed back to the concerned in this regard. The problems of any
products/items from QA can be registered with the QA site at
http://qa.bsnl.co.in/ . Our fields officers should Register the
complaints with the above site to ensure the quality of our Products/Items..
So kindly take necessary action to make use of this mechanism and to
propagate this information to all field officers rather than limiting the
same to Planning/ MM section.

Annual Conference of SNEA (INDIA) PTA SSA held on 28/10/2010
The Circle Secretary
Com George Varghese inaugurated the conference. Com Manoj P.K Branch
secretary TVLA welcomed the audience. The meeting was presided over by Com
K.John District President. The Circle Secretary emphasized the need for all
out preparation for the three days strike starting from the first week of
DEC -2010 against the policy of Central government to make our company
bankrupt and loss making finally disinvest after downsizing the work force. Com Najumudheen M Area Secretary (South) ,Com
P.Janardanan Circle Treasurer Com PRG Panicker, Com Jacob Mathew

GMT PTA
Shri.Sasidharan C. addressed the meeting and reiterates the need of
understanding our strength and weakness, utilizing all the opportunities to
increase the market share and revenue. Earlier Circle Secretary appreciated
the stand taken by SSA administration especially GMT, PTA SSA for his
endeavour for smooth switch over to a legally valid payment system for
external maintenance and house keeping.
The meeting

cable faults only can revive and resuscitate the fortunes of the Company as
far as Landline connections, with a special focus to the highest revenue
earning B/B connections. (2)
Most of the Tarang service mobile connections provided to the field staff
are not working due to instrument fault and there is no repair/ replacement
mechanism for the same. Naturally this results in hampering the effective
monitoring and follow up of fault maintenance with the field staff by the
field officers concerned. To resolve this issue we feel that the possibility
of providing GSM service connection with same free call limit allowed for

lady JTOs and one JTO worked in Lakshadweep) from Malappuram to Ernakulam issued. (3)
Circle Office will issue the Time bound promotion orders in one or days for the JTOs
of SSAs from where the assessment details obtained. These details from
IMPCS wing, Trivandrum SSA, Ernakulam SSA, Kollam SSA and Malappuram SSA are
pending. SSA secretaries of these SSAs to take special interest to complete the process.(4) Our Circle
president joined TVM SSA and posted as DE Trans as agreed by CGMT in the
meeting. We are closely monitoring for the follow up actions for the
remaining
items in the memorandum.

CGMT Kerala conveyed his appreciation through a telephone call to CS SNEA on
the efforts taken by SNEA members for achieving a very impressive figure of
SIX lakh mobile connections in the LOYAL SIM category in record time of 40
days. Congratulations to all SNEA members for their hard work in achieving
this record feat. This novel proposal about the new scheme, first anywhere
in the country , has been initiated by members of Kannur SSA. In his
telephone call the CGMT acknowledged this fact and thanked for the same. The
CGMT further reassured the CS that the Loyal SIM scheme will be made
available against the residential connections of the Executives also as
agreed in our meeting on 29-09-2010.

Discussion
of the Association with CGMT on 29-09-2010
Based on the invitation for a discussion on the issues raised by the
Association in its notice for Trade Union Actions, a meeting was convened by
the CGMT at 10/30hrss on 29.09.2010. The Association was represented by
Circle President Com N.A.Abraham, Circle Secretary Com George Varghese,
Circle Treasurer Com. P.Janardanan and Asst. Secretary Com. S. S. Aslesh.
CGMT, GM (HR), DGM (Admn) and DGM (HR) were present from the Admn side.
The discussions began with the Association representatives pointing out that
this discussion could have been initiated by the Admn on receipt of the
Resolution of the Assn or at least when the Notice was received.
1. The Assn protested the manner in which the Administration
handled/mishandled the entire issue of transfer / relieving / leave case
of the Circle Secretary N.A.Abraham. The CGMT promptly pointed out that he
had not intended the events to be carried out in the manner in which it
eventually happened and reiterated that the unfortunate incidents, that
followed, was not on his instructions/ orders. On the contrary during his
tenure as PGMT TVM he had felt the urgent need for a proper technical
officer to lead TVM Xmn. Dn, for which he had proposed the name of Sri.
N.A.Abraham, some 8 months back. It was done only in the best interests of
service. The Association was, however, quite firm in insisting that the
orders had to be cancelled immediately. Any such genuine requirement could
be considered at a later date or appropriate time. The CGMT agreed to cancel
the transfer orders but insisted that the requirement in TVM Xmn. Dn was
critical. The Assn agreed that this genuine request of the CGMT could be
considered on cancellation of the transfer orders. The CGMT immediately
agreed that Com. N.A.Abraham could join back today itself and that his leave
case would be settled immediately without posing any further problems. The
Assn, therefore , agreed that the transfer of Com. N.A.Abraham as DE Xmn and
only as DE Xmn TVM may now be considered.
2. We protested against the pick and choose transfer orders violating
the spirit of the agreement with the Assns. Any change in the transfer
policy may be decided only after taking the Association in to confidence.
We also protested the blatant voilation of Transfer Policy taking place in
some SSAs particularly in TVM SSA where huge number of transfer orders have
been issued in a short period without observing any norms.
3. It was agreed that orders issued on 29-05-2010 will be implemented
immediately.
4. Agreed that in all transfer orders sufficient time to the extent of
seven days will be given before relieving the Executives.
5. The transfers on compassionate ground will be kept to the minimum. Cases
pending for relieving with extension of six months, one year etc. will be
reexamined.

& 7 Assn strongly objected to the reversion order on 26-08-2010 as it was
totally unwarranted, without taking stock of the vacancy position. Admn
agreed for issuing DE re-officiating orders after taking stock of the
number of officers joined from other circles. Orders will be issued by 7th
Oct 2010.
8. Assn pointed out that this is first time that even after posting of 72
fresh JTOs no request/tenure transfer orders have been effected.
Admn. Agreed to issue orders of overstaying officers from away SSAs to
home SSAs, to the extent possible.
9. Assn representatives pointed out that even though BSNL CO issued
clarification in April the delay for the issuing TBP to JTOs on
completion of 6 years cannot be accepted. Admn agreed that DPC will be
constituted and orders will be issued at the earliest.
10. Pay arrears to Officiating/regular JTOs of Malappuram and Palakkad
SSAs. Assn representatives informed CGM that the case of JTOs in this
Circle is not comparable with Offtg JTOs of other Circles, as there is a
positive Court verdict here. CGM clarified that he would make arrangements
for the arrear payments.
11. Request transfer of DEs was agreed to be considered along with
the re-officiating orders and the DEs joining the SSAs from other circles.
12. Assn. pointed out that the great delay in issuance of officiating
orders for DGMs is totally unpardonable on whatever pretext. CGM
clarified that he will study the case and do the needful at the earliest. It
is a point to be noted that 1973 rects clearing the qualifying exam in
1985 can on no account become senior to 1972 rects passed in 1985 or in the
previous exams, despite any Court case.
13. The case of transfer of Executives from their home SSAs on one
pretext or other is totally unacceptable to this Assn and any change in the
existing accepted terms and norms cannot be implemented without further
discussions with the Executive Assns. We will accept only need based
transfers and transfers for the name of transfers will be totally resisted
by this Assn.
14. Assn strongly objected to the display of residence numbers of JTOs &
SDEs in the spirit of the decision of the XXI Circle Conference.
There were better methods for ensuring customer care, we insisted. It was
agreed that the method of printing cards with the contact numbers would be
explored.
15. FWTs , EPBTs and drop wire etc are diverted from other circles.
16. Codally tenable systems for line mtce/ cable mtce was agreed to
be effected immediately after tendering.
The issue of demand of Home SIM scheme to service connection was raised by
the Association. CGMT immediately .agreed to review the case and issue
orders accordingly
We asked for the Minutes of the meeting, which is promised to be issued
soon.
In response to the positive response of the Admn
to all items raised, the Assn has decided to defer the Programme of Trade
union actions.

reverted vide orders dated 9-8-2010 since the final vacancy position can be
assessed now.

Issuance of orders for transfer of all over-staying JTOs and SDEs in away
SSAs to their parent SSAs.

Issuance of orders for time bound promotion to all JTOs who have completed 6
years of service, including those missed out /left over in the last time
bound promotion orders.

Immediate payment of pay arrears to JTOs of Malappuram and Palghat SSAs

Notice for
programmes of Trade Union Actions-
SNEA (India) Kerala Circle served notice to CGMT Kerala on issues of
untimely transfers, arbitrary and pick and choose transfers/postings and
cancellation of all transfer orders violating established norms/transfer
policies, Immediate cancellation of the order dated 26-8-2010 reverting 36
officiating DEs since sufficient vacant STS posts are available in the
Circle,
Immediate withdrawal of orders for displaying residence telephone numbers of
Executives on pillars causing embarrassments to the family members of the
Executives., Immediate stoppage
of proposal for transfer of Executives from their home SSAs without
discussions with this Association.,Immediate
payment of pay arrears to JTOs of Malappuram and Palghat SSAs, Issuance of
orders for time bound promotion to all JTOs who have completed 6 years of
service including those missed out /left over in the last time bound
promotion orders, Implementation of suitable
codally viable cable/line maintenance systemetc etc.etc.

Circle Conference of Kerala Circle was held on 15th &16th Sept.'2010 at
Pagoda Resorts Alappuzha. The Open session on 16.09.2010. was marked by the
presence of our beloved comrades from ALP and nearby SSAs, like Kottayam,
Ernakulam, Pathanamthitta etc,with more than 400 in attendance, reflecting
the remarkable sense of our organizational unity, sincerity and
camaraderie. The Open Session was inaugurated by CGMT Kerala
Shri.Premachandra. GS Com. G.L.Jogi, Ex-GS Com W Seshagiri Rao, CHQ
Treasurer Com H.Muthu, AGS Com.K.Sebastin, AGS Com.M.H.Gombi, Jt Secretary
(South) Com.Rajan R., addressed the Open Session. Com K.D.Sebastain Circle
President presided over the function, Com Madhusoodana Panicker welcomed the
gathering, Com N.A.Abraham Circle Secretary presented the Keynote address.
From our sister organisations JAC Convener & BSNLEU Circle Secretary,
Com.K.Mohanan, NFTE(BSNL) Circle Secretary Com.Dharmadas, NUBSNLW Circle
Secretary Shri.K.K.Gopakumar also addressed the open session.
Shri.T.Natarajan GM Alleppey, who attended the session along with other
Senior Officers of Alleppy SSA, also addressed the gathering. GS in his
address stressed on the need for sustained and constant struggles involving
other Central Trade Unions to protect BSNL from imminent privatization. He
also impressed upon the audience that the time had come for performance
based evaluation and consequent rewards, including promotion and increments
at all levels from top officers like CGM , SSA heads etc. down to all the
Executives. But he insisted that this could start only with a performance
assessment by people who belonged to the Company and not with deputationists.
Com.P.Janardhanan proposed the vote of thanks.
The delegate session on 15th & 16th Sept 2010 was attended by 150
delegates drawn from all SSAs of the Circle. The House adopted the Report
and accounts for the period 2008-2010 after detailed discussion.
Important decisions in this conference are
1.
To ensure
implementation of legally valid contract system for extending labour
assistance to the TMs attending cable fault. The system adopted and
implemented by Pathanamthitta SSA is a model on this. Decisions taken with
the Executive Associations / Recognised union to be followed and further
follow up meetings to be held by the Circle /SSA Management at the earliest.
Target to achieve no fault condition in Cable fault is required for the
growth of BB sector and to stop churning of Land line connections.
2.
To resist
and defeat the arbitrary decision imposed by the Management to display the
residence numbers of Executives in Pillars. Circle body is authorized to
take appropriate decision in this regard.
3.
The Circle
Conference expressed its utmost concern on the recent arbitrary transfers
being inflicted on its members in the Circle and in some SSAs in a pick and
choose manner, with undue haste violating all the established norms. Circle
Conference fully endorsed the resolution passed by the CEC in respect of the
arbitrary transfer orders. (Resolution

4.
Immediate
provision of 3G and GPRS facilities to all the Executives.
5.
Implementation of transfer orders and transfer to the Executives who have
completed their tenure. Implementation of all the demands raised by this
association in the letter dated 04-09-2010 addressed to CGMT.
6.
All out
participation by the members for marketing the GSM, 3G, BB, etc.etc.
7.
Total
participation in the strike called by the JAC in Oct 2010.
Com. N.A.Abraham, Com. George Varghese and Com.P.Janardanan were elected
Circle President, Circle Secretary and Circle Treasurer respectively.
Our O/G Circle President Com. K.D.Sebastian was honoured by the body for his
yeoman services to the Association. Com.Guruprsad O/G Organising Secretary
and Ex. SSA Secretary of Alleppy was also honoured in the delegate session.
New
Office bearers were unanimously elected by the Circle Representative Council
on 16-09-2010 in the XXI Circle conference held at Pagoda Resorts Allappuzha.
Com.N.A.Abraham, Com George Varghese and Com.P.Janardanan were elected as
the Circle President, Circle Secretary and Circle Treasurer respectively for
the next term.
