Congratulations..!! due to our continuous persuasion, finally Administration has released 107 EPP cases of E3-E4 for few business areas.View Orders
During the formal meeting with CGMT on 23/12/2016, we have expressed strong protest over the undue delay in this matter for last nearly 2 years. GM HR expressed the complexities involved and delays in getting VC/APAR etc. We have pointed out that there were more cases in the past and such delay was not experienced in the past. As far as non-receipt of VC/APAR is concerned if the list is made available the Association shall take the responsibility at SSA level to send the same in time. In the E4-E5 case CGMT is the Chairman of the committee which will be convened shortly and in future all efforts will be taken to avoid the delay.

Formal Meeting with CGMT Shri R.Mani on 23-12-2016, 14:30 Hrs
As a Recognized Executive Association of BSNL, this was first formal meeting with CGMT to discuss various pending HR issues as per agenda. GM(HR&Admin) Shri Mohan.D, DGM(Admin) Shri Satheesh and DGM(HR) Shri James Sagayaraj also attended the meeting.
The Recognized Association side was represented by CP Com.George Varghese, CS Com.Santhoshkumar, CT Com.Premkumar, CVP Com Asha & Com Narendrakumar, ACS Com.Ramana, AS(South) Com.Harikrishnan and DS-CO Com.Suneer.

1. JTO(T) postings and transfer request of JTOs competed 2 years:
The Association demanded to consider the transfer requests of all cases along with the new posting. But the administration wasn’t ready to consider the cases to TVM and EKM as the staff posting in these SSAs are much higher to the others. Finally it was agreed to consider the request of Lady Officers on compassionate grounds. The transfer request to other SSAs will be considered to the extent possible and all remaining cases will be cleared by March/April-2017. The new JTOs will be posted in their home SSA except that of TVM and EKM. As far as EKM is concerned we have pointed out that there are 2 Officers from High range and it was also agreed to consider posting them to high ranges on their request.

2. Phase-II training for JAOs:
The Association has pointed out the undue delay in the case and expressed our resentment in not following up the issue for the finalization of the training schedule. We were informed that the Circle office has sent a letter on 4-11-2016 but we have pointed out that no action has been taken by the circle for clarifying the doubts raised by the NATFM. On getting our letter on 16-12-2016, the Circle has specifically written to CGM NATFM for scheduling the Phase-II and Phase-III training. It was assured that the matter will be further persuaded in person from the Circle office with NATFM.

3. Gr.C to JTO(T) LICE promotion:
We have pointed out the acute shortage in JTO cadre and need for filling up the post at the earliest. We are unable to accept the stand of the Administration, just because some Court cases are filed the entire vacancies are reserved when there is no specific direction from the Court for such reservation. By the above attitude both the organisation as well as the officials is suffering. It was told that as court has given time for one month for submitting representation, the Administration have to wait till 8/1/2016 and final call will be taken based on the representations received. We have pointed out that since 181 officers are common they can be posted against 2014-15 vacancies for which they are duly eligible according to the administration and in case if any decision is taken in favour of 2013-14 vacancy, the vacancy position to be shifted to 13-14 from 14-15. We are in touch with the affected members as well as with CHQ for resolving this issue at the earliest.

4. EPP pending case:

5. Pay fixation of Officiating JTOs on regularisation:
We have pointed out that there is lots of anomaly in the case.
 They are not in receipt of their annual increment.
 They are not in receipt of 78.2% DA
 They are not in receipt of benefit of NEPP though the Admin say that their pay is to be fixed from substantive scale on IDA pay revisions etc.
We have suggested to extend them all benefits like increment, 78.2% DA merger , promotion under NEPP etc to which they are eligible according to Administration. It will put some light on the pay difference if any which will be useful in addressing the pending issues altogether. Finally administration agreed to work in this line and the officers will be able to take clear position in this regard.

6. DE(LA) arrangement:
The Circle office is ready with the panel and it was told that once any request from SSA Admin is received it will be processed. All SSA secretaries are requested take up the case once again with the SSAs for filling up the shortage.

7. Relieving of DEs to West Bengal Circle:
Association sought immediate intervention of Circle administration to retain all DEs under orders of transfer to West Bengal in Kerala circle itself. CGMT informed that there is pressure from Corporate Office to relieve the Officers to West Bengal before December 31st. We pointed out that the availability of regular DEs in Kerala circle has further gone down to mere 110 against the sanctioned strength of 382 which is below 30%. Regular DEs who were posted from Tamil Nadu & Karnataka to Kerala are transferred/being transferred back to their parent circle. Hence, we requested CGMT to write to Director HR once again in this regard. CGMT has assured to take up the matter with Corporate Office. Association has also requested CHQ once again to convince Corporate Office about the acute shortage of regular DEs in the circle and retain all of them here itself. We appreciated the effort taken by the CGMT and urged the Admin to stand by its view and not to relieve the officers until corporate office act by compulsory relieving through ERP. We have pointed out the case of GMs resorted by the Circle and requested to follow the same. Finally CGMT agreed not to relieve these Officers by 31st December as instructed by Corporate office so that the Association will continue its effort for their retention.

8. SDE (LA) in civil wing:
The Association expressed its protest over the anti HR attitude in this issue. We have pointed out that While CE-Civil (GM HR) is not ready to consider giving SDE LA at EKM to JTOs having more than 20 years service and in E4/E5 grade but he is ready to post SDEs from other Circles at EKM. It is really hurting and it has to be reviewed. Any way CE was trying to justify his stand to which we are not convinced. We are told that 2 SDE LA civil cases are in progress and that will be issued at KTM and TCR. Finally it was told that the officers from other Circle may not be joining and the case can be looked into on such occasion.

9. Transfer case of JTO (Electrical) Com.Akhilesh Chandran from Kannur:
The Association strongly taken up the case for cancellation as he was selected as pick and choose method by misuse of authority. Though initially it was told to take up with CE (Electrical) finally CGMT has agreed to review the issue after verifying the Stay particulars of JTOs at Kannur.

10. Misuse of official Authority in finance wing for promoting Association activities by AIBSNLEA:
We have pointed out many instances of misuse of authority by officers belonging to Finance wing at various SSA like TCR, CLT, TVM, PTA, PGT etc. We have requested the Administration to keep this aspect also in mind when any proposal in finance wing is mooted by the officers of the section.

Vindictive and discriminative action against SNEA members of Finance fraternity:
Association has registered strong protest before CGMT against the totally unjustified and indifferent attitude shown by Trichur SSA administration against transfer of two JAOs, who were booth agents of SNEA for membership verification, to rural stations without any rhyme or reason that too on the eve of referendum and after the office hours on 6th December 2016.Though PGMT Trichur, after our strong protest, had kept those orders in abeyance, certain officers in the administration with vested interests acted vindictively and insulted our members by allotting their seats to other JAOs despite directions from the PGMT. We have pointed out the attempt and threat for such instances in other SSAs also.
Association also registered strong protest before CGMT against the unjustified and unconvinced posting of newly appointed JAO Com.Sureshbabu from Trichur SSA to Kannur who got All India 3rd Rank in JAO LICE and 1st Rank in Kerala and also stood 1st Rank in JAO Phase-I training.
We have categorically informed circle administration that we will not allow any kind of vindictive actions against our members and would go to any extent to curb this highhandedness from any such corners in future.

11. Centralized Operation & Maintenance of Mobile Radio Network:
We have requested CGMT to initiate proceedings to bring back BSS/NQM units under CM Vertical of circle office as done before ERP implementation in September 2014 and as per Corporate Office guidelines issued from time to time. We apprised CGMT about the merits of having centralized monitoring/control of second line maintenance of radio network and strengthening RF optimisation activities in BAs after bringing them back under CM vertical to ensure the best possible Quality of Service to our esteemed customers in the circle. The Association suggested many ways to improve the Quality of service in mobile wing like bringing NQM activities under Circle mobile planning as in the case of Installation. CGMT responded positively and assured to discuss the same with GM Network Planning & Operations at least for NQM operations.

12. Allotting more seats in RTTC Trivandrum for JTO Phase two training:
We have requested CGMT to intervene and explore the possibility of allotting more candidates from Kerala circle to undergo JTO Phase two training at RTTC Trivandrum in Data Communication and Huawei GSM functions. CGMT assured to take up the case with the concerned in this regard.

13. SWAS Programme in Kerala Circle:
Association has pointed out that no concrete and visible action has been initiated by the Circle administration for promoting SWAS Programme in our circle. We requested CGMT to take into confidence all stakeholders to implement this Programme successfully in our circle also to ensure further growth in revenue and profit in the Circle especially in the current demonetization scenario to which CGMT agreed positively.
CGMT requested our support to increase revenue from Trivandrum & Ernakulam BAs in this financial year itself as the revenue growth from these SSAs are much less than other SSAs in spite of better staff position.. Our District Secretaries in these SSAs are hereby directed to conduct detailed deliberations with BA heads and to formulate strategies to enhance revenue from customers in all verticals.

CS writes to PGM(Finance) regarding issues being faced in Temporary Advance withdrawal and its settlement due to the current demonetisation drive. View Letter
The Centre’s demonetisation exercise has severely affected the withdrawal of temporary advance from bank in the field units. During ERP implementation, the Bank accounts were opened centrally at Union Bank, Kesavadasapuram, Trivandrum. Hence Account holders of other business areas can withdraw the temporary advance through ATM only. Due to the limitation of withdrawal and nonavailability of cash at ATMs, several attempts for several days was required to withdraw the full amount. In this context, it is we requested PGM(F) that the facility to withdraw the cash through withdrawal slip from any branch of Union bank in Kerala may be extended immediately and also requested to extend the time limit to submit the temporary advance settlement bill.

Triumphant Culmination of the Historic Kerala Struggle


The Leader who led the Historic Struggle, bore the brunt of Vindictive actions, stood like a ROCK in defeating Corruption, is finally honoured by the Corporate Office.

The first of the many vindictive actions served to the Valiant Kerala Comrades were bore by this Leader who was denied his Regular STS promotion in 2014 based on false Charge sheets. The Selfless Leader fought fearlessly for resolving vindictive actions of all other Comrades of SNEA Kerala, but in the process gave least importance to his own case. Comrades, Management finally withdrew all charges against this Leader and is today promoted as regular STS. With this all vindictive actions during Historic Kerala Struggle 2014/15 are resolved.

Hearty Congratulations to the Great Leader Com.George Varghese, CP of SNEA-Kerala who got Regular STS promotion today, w.e.f 21.08.2014. As Circle Secretary SNEA-Kerala he led the Historic Kerala Struggle and fought with Shri. MSS RAO, then CGMT KRL / Principal, RTTC Trivandrum against his corrupt practices. He was Charge sheeted, the entire comrades of Kerala / Circles / CHQ stood by him. As assured by the management all charges were withdrawn and today Com. George Varghese is promoted as Regular STS w.e.f 21.08.2014. View Promotion Orders

Grant of the facility of deduction of subscription to SNEA, the Recognised Representative Association in BSNL and general instructions governing deduction of monthly subscription View SR Cell order copy.
Congratulations to all: GS, CHQ President and Jt Sec met CMD on MC approval for E2, E3 pay scale issue. CMD informed that MC of BSNL Board in principle approved the revised proposal. MC further authorized DIR(HR) to discuss the proposal with AS(T), DoT and take their views also before sending it to DoT. The proposal need not go to MC again. This is a big step towards the resolution of the standard pay scale for the 2007, 2008, 2010, 2012, 2013, 2015 and 2016 recruited JTOs and JAOs. DIR(HR) is trying to meet the AS(T) tomorrow itself to discuss the matter. Taking their views also into account, the proposal will be sent to DoT. We are extremely thankful to DIR(HR), CMD and GM(Estt) for the prompt action to settle one of the heartburning issue.


Pay parity issue of Rs 22820 for the post 2007 batches: GS, CHQ President and Jt Sec discussed the pay parity issue of Rs 22820 for the 2007, 2008 and 2010 batch JTO/JAOs with CMD, DIR(HR), GM(Estt) and GM(SR) today and explained about the matter. We requested some immediate decision in this regard by referring the matter to a Committee for examination in a time bound manner. All of them responded very positively to the demand of the Recognised Representative Association for constitution of a committee to examine the issue.

Revised proposal on replacing intermediary pay scales of E1A and E2A by standard pay scales of E2 and E3 w.e.f 01.01.2007: As demanded by SNEA immediately after becoming Recognised Association, management moved a proposal very quickly to the MC of BSNL Board to modify their earlier proposal and limiting the proposal to E2 and E3, continuing with existing 5 promotions. Since the earlier proposal is having two parts recommending upgradation of all pay scales upto E7, DoT is not at all agreeing for that. Instead of approving even E2 and E3 scales, DoT is moving to Union Cabinet to approve E1A and E2A and the cabinet note is prepared. The immediate challenge is to stop the Cabinet memo for which intervention at higher level from BSNL is required.

The revised proposal is discussed in the MC meeting today itself. MC directed DIR(HR) to discuss the revised proposal with concerned officers (AS(T) and JS(A)) of DoT and get their views before approving and sending the revised proposal to DoT so that the revised proposal is accepted by the DoT.

If the management has shown this wisdom last time before approving the proposal for upgradation of all pay scales upto E7, issue would have settled long back.

GS and CHQ President met GM(CA) on 21.12.2016 and discussed the approval of the bylaws and Board of Trustees to manage the Superannuation fund by the BSNL Board. During discussion Association insisted that the money should be invested to the Fund Managers where maximum security is there from the Govt especially Sovereign Guarantee. The proposal was discussed in the last Board meeting but it was not concluded for some more clarity on certain points. We demanded early convening of Board meeting. BSNL is trying for an early Board meeting for the approval.

GS and CHQ President met Sr GM(Legal) on 21.12.2016 and discussed about the Term Insurance policy and Formation of Corpus fund for extending financial assistance to the employees in case of untimely death.

CHQ NEWS:
GS and CHQ President held discussions with GM(Estt) on sending revised proposal to DoT for replacing E1A and E2A by E2 and E3 alone.


JTO to SDE promotion case at Hon Ernakulum High Court: The case will be listed for final hearing in the end of first week of January, 2017 after Chritmas vacation from 21.12.16. The exact dates will be known today. In the last hearing, the case was delisted and it will be heard by the regular bench where the senior judge of the previous judge sitting now, instead of constituting the special bench.


GS, CHQ President and Jt Secretary continued the discussion on CPSU Hierarchy today with GM(Pers) and Jt GM(Pers) for more than two hours. Our demand to implement CPSU Hierarchy w.e.f 01.01.2017 is under active consideration. Discussions will continue. It is mutually agreed to complete the discussions latest by 15th January, 2017.
In addition to that the following issues also discussed:

a) Offtg pay protection: The final proposal will be submitted to DIR(HR) latest by 06.01.17.

b) JTO to SDE promotion under LDCE/Seniority quota, SDE to DE promotion and filing of SLPs in the Hon SC on all the three cases: Discussed the possibility of issuing LDCE promotion orders where the judgment on reservation and judgment on SDE RR amendment are the hindrances. SDE RR amendment and other HR issues are pending due to the insistence of BSNL Board for finalization of HR plan. For clearance of any proposal in the Board, HR plan is to be finalised. It has to be addressed on top priority. GS and President later on met Sr GM(Legal) and Company Secretary and held discussions on the pending points in the BSNL Board and HR plan. Other options like taking declarations etc under consideration if reservation issue can overcome.

The judgments on reservation issue in JTO to SDE promotion under LDCE/Seniority quota and SDE to DE promotion is the real issue for all the three promotions. Not only LDCE promotions, SDE to DE and JTO to SDE seniority promotions are also affected by these judgments. JAO to AO and AO to CAO promotion is also affected by the interim order on reservation. To overcome that, management is filing three separate SLPs in the three cases directly in the Supreme Court, bypassing the High Court to avoid the delay and get it tagged with other similar cases filed by other Departments on reservation issue. Discussions with the lawyer almost completed. Once SLP is admitted, the possibility of issuing promotion can be considered.

c) Request transfers in DE cadre: Due to pressure from CGMs and other corners on shortages, management was planning to consider the requests in a phased manner by March. Assn strongly protested and told that all of them are joined on the firm assurance of transfer after two years. They completed 2 years in Sept itself and due to MV the orders didn’t issued in October. After lot of discussions, it was assured to issue the transfer orders this month itself.



On E2, E3 issue CMD directed to send a DO letter to AS(T), DoT based on our letter with note sheet copies before the verification. The draft DO letter is put up for approval. After the verification the situation changed. Based on the clear stand taken by SNEA as the Recognized Assn and demand for replacement of E1A and E2A by E2 and E3 instead of sending E1A and E2A to Union Cabinet, management is processing to restrict the proposal to E2 and E3. We are working with management on this and management is very positive on this issue after verification.


GS and President met GM(Estt) and held further discussions on E2, E3 proposal and the DO letter. On pay parity of Rs 22820, we are trying to refer the matter to a committee. It has to be decided at higher level. Further discussions held on E1A and E2A w.e.f 01.10.2000 for C/E/Arch/TF and PA/PS cadres. Once the letter has gone to DoT on E2, E3 scales, further interactions on this issue has to be made.

Repeated failure of BNG resulting complete failure of BB network.
In eight days, it is the third time and last Saturday , BB was available for hardly one hour. So far it is not rectified. It is learnt that the N/w issue has coped up after the commissioning of new server at NOC Bangalore. Now some BNGs are re-parented to old server and found working OK.
This Association escalated the issues to CGMT and requested his urgent intervention in this matter. We also suggested him that an inquiry is to be made to study the frequent failure of BB.

CHQ NEWS dtd 16/12/16:
Discussion Started with Recognised Representative Association of Executives by Director(HR) on HR Issues:
GS and CHQ President met DIR(HR) and started discussions on the charter of demands on various issues. Further discussions will continue from monday onwards. As discussed with CMD on 14.12.16, the DO letter to DoT will be send early next week for approval of E2, E3 pay scales delinking it from the upgradation of other pay scales now. Discussions are started in a positive note and positive action from the management.
Immediately after verification, management started discussion with the Representative Association of Executives to settle the issues which is a good sign. Management agreed to take up E2, E3 now and upgradation of the remaining scales with 3rd PRC is the best possible solution now as we are demanding. This is the first breakthrough.

Comrades, due to demonetization, our business coming down sharply and every day business is down by 11.5 crores, monthly about 360 crores. If this trend continues for next 3 months, then revenue will be about 1200 crores less, a big setback to our 3rd PRC dreams. So do not waste a single moment and find new ways to improve the business and increase the revenue.

Congratulations..!! to the valiant Comrades of Kannur.
The four Comrades from Kannur BA were transferred in 2014 based on longstay to other BAs deviating from the transfer policy 2008 of Kerala Circle by the then Circle Administration headed by Shri MSS.Rao. After long battles in Courts and samara pandal, these four officers were sent out from Kannur BA to Palghat and Calicut BA in Nov-2014. Transfer orders to these comrades back to Kannur released today. View Orders

Meeting with GM(HR & Admin) on 16/12/2016:

CS Com.Santhoshkumar, CT Com.Premkumar, ACS Com.Ramana, DS-CO Com.Suneer held a meeting with Shri Mohan.D, GM(HR&Admin) on 16/12/2016 for discussing pending HR issues. Shri Satheesh DGM(Admin) and Shri James Sagayaraj DGM(HR) also attended the meeting. The following issues were discussed.

1. Pending EPP cases: We reiterated the delay in issuing the orders regarding Time bound Financial upgradation. We expressed our concern over the long delay. Large numbers of cases are pending for more than two years. GM(HR) responded positively and assured for the early release of orders.

2. Group-C to JTO(T) LICE – filling up of vacant posts: We requested GM(HR) to fill up all vacant posts from among the candidates who have qualified in the LICE conducted against the year 2014-15 by carrying forward the unfilled vacancies of 2013-14 to 2014-15. It may be noted that more than 70% of JTO(T) posts of Kerala circle are lying vacant which is badly affecting the performance of the circle. In the LICE held for promotion from Group-C to JTO(T) for the vacancy year 2013-14, only 48 OC candidates were selected against the published total OC vacancies of 258. LICE was also conducted for the JTO vacancies against 2014-15 and as per the result published, only 8 JTO posts under OC category were announced whereas 181applicants have qualified in the test. We discussed the recent court judgement in this regard, wherein it was instructed by the CAT Ernakulam that applicants who desire needs to file a comprehensive representation before the CMD for considering their appointment as JTO for the vacancy year 2013-14. We raised our apprehension about the possible delay in processing the representation. GM(HR) stated that if the applicants are not willing to give comprehensive representation to CMD because of the possible delay in the process, they may be advised to submit separate undertaking to CGMT Kerala citing No Claim in 2013-14 vacancies. The Association will be further discussing the issue with CGMT in the next week for an early resolution.

3. Calling volunteers for DE(LA) in Iddukki district: We have pointed out that Officers are declining their DE(LA) promotions especially for difficult areas like Iddukki district. There is an acute shortage of Officers in STS cadre and moreover few Officers who are now working in Iddukki in STS cadre are waiting for relievers for going to their Home Circle – TamilNadu. In this scenario, we suggested GM(HR) to call for volunteers exclusively for Iddukki District instead of Ernakulam BA so that interested officers from any SSA can apply. GM(HR) responded positively.

4. Transfer cases of LICE JTOs who completed 2 years: There are around 60 LICE promoted JTOs who have completed two years’ service and are eagerly waiting to return to their Home SSA. We requested GM(HR) for considering the transfer requests of these officers. GM(HR) responded positively and informed that maximum individual cases will be considered based on merit in Jan-2017 and the remaining will be considered during the general transfer in Mar/April-2017.

During meeting, GM(HR) informed that there is a demand for posts in Term Cell, Ernakulam. Since Administration expressed constraints for posting executives in Ernakulam SSA, we suggest executives JTOs/SDEs working outside Ernakulam may opt for posting in Term Cell Ernakulam. The Administration agreed that if such requests are received for posting to Term Cell, it can be considered immediately.

5. Transfer cases of Kannur Comrades: Four officers from Kannur BA were transferred in 2014 based on longstay to other BAs deviating from the transfer policy 2008 of Kerala Circle by the then Circle Administration headed by Shri MSS.Rao. After long battles in Courts and samara pandal, these four officers were sent out from Kannur BA to Palghat and Calicut BA in Nov-2014. Now as these Officers have completed two years, we requested GM(HR) for considering the transfer requests of these officers to Kannur BA. GM(HR) informed that the orders are approved and will be released today itself.

CS writes to PGM(Finance) - Requesting for scheduling JAO Phase-II training for the last batch of 2013 LICE JAOs View Letter by CS to PGM(Finance)
This Association was continously persuing with the management to take necessary action for imparting phase-II training for JAOs. The matter was earlier referred to Corporate office by the Circle Administration and Corporate Office has instructed Circle to take necessary action in the matter as per Hon. CAT order dated 22-3-2016 in consultation with the standing counsel of BSNL under intimation to the Corporate office. Though the matter is pending since long and almost 2 months has elapsed after the instruction from Corporate office and the legal opinion from BSNL counsel, the training is not yet finalized. It may be noted that Order of the Hon CAT for appointment include necessary duties, training and salary attached to the post. As per JAO recruitment rule one JAO has to complete the phase-II and phase-III training within one year to earn his/ her increment. Since the officers are posted in the month of March 2016 we requested PGM(Finance) to take immediate necessary action for the training to the above officers.

CS writes to CGMT regarding Group-C to JTO(T) LICE, requesting for carry forward of unfilled vacancies of 2013-14 to 2014-15 and filling up of all vacant JTO posts View CS Letter to CGMT
In the LICE held for promotion from Group-C to JTO(T) for the vacancy year 2013-14, only 48 OC candidates were selected against the published total OC vacancies of 258.
LICE was also conducted for the JTO vacancies against 2014-15 and as per the result published, only 8 JTO posts under OC category were announced whereas 181applicants have qualified in the test.
We requested CGMT to fill up all vacant posts from among the candidates who have qualified in the LICE conducted against the year 2014-15 by carry forwarding the unfilled vacancies of 13-14 to 2014-15. It may be noted that more than 70% of JTO(T) posts of Kerala circle are lying vacant which is badly affecting the performance the circle.
